Speaking at the 25th session of the National Assembly Standing Committee, Minister of Education and Training Nguyen Kim Son, on behalf of the education sector, expressed his pleasure that what the education sector has done in the past has been recognized with assessments, albeit measured, cautious, and thoughtful, from the supervisory delegation.

"The most valuable thing is that after this monitoring visit, many members of the monitoring team also expressed that they have adjusted their perspective on the education sector and have a more optimistic, warm, and bright feeling about schools and education," the head of the education sector expressed.

Minister Nguyen Kim Son said that the reform of general education according to the 2018 general education program is the most in-depth, comprehensive, and thorough reform compared to previous reforms implemented since the mid-20th century.

Amidst the Covid-19 pandemic, most countries focused on maintaining the normal functioning of education. However, Vietnam simultaneously fought the pandemic, sustained educational activities, and pursued educational reforms during that critical, life-or-death period.

“In achieving the dual goals and dual tasks, what the report has noted is the result of an extraordinary effort by millions of teachers and students. It is the effort of the Government, ministries, and all 63 provinces and cities nationwide, and the timely attention of the National Assembly in deciding on policies for education and training throughout the past period,” Minister Nguyen Kim Son said.

The head of the education sector thanked the monitoring team for acknowledging the results of educational reforms.

Emphasizing that program implementation is a flexible process, a program development rather than just execution, Minister Nguyen Kim Son stated that the Ministry of Education and Training is adjusting the circular on textbook selection; improving the control of the textbook compilation and testing process, the quality of textbook evaluation, and gradually adjusting teacher guidance. The publishing and distribution activities of the Education Publishing House have been significantly adjusted in recent years, aiming to improve product quality, reduce textbook costs, and increase support measures for students.

The head of the education sector presented the sector's "urgent" recommendation: As assessed in the first part of the monitoring report, the implementation has achieved significant and noteworthy results, creating positive changes. This proves that the policy is correct, the path is correct, and the methods are correct, fundamentally and broadly speaking.

“Currently, we are halfway through the process. Initial difficulties and obstacles are unavoidable, but they are being overcome, improved, and getting better and better. The big issue now is to carry out in-depth innovation, innovate teaching, learning, and assessment methods, increase the quality dimension of innovation, strengthen the conditions for successful innovation, and strive to stabilize policies until the end of the innovation cycle. After 2025, when there are real outputs of the new program, we will consider major policy adjustments if necessary,” Minister Nguyen Kim Son emphasized.

Minister Nguyen Kim Son proposed that the Standing Committee of the National Assembly draft a resolution assigning the Ministry of Education and Training to submit to the Government and the National Assembly plans to strengthen the conditions for educational reform, ensuring sufficient teachers, adequate income so that teachers can truly make a living from their profession, feel motivated and continue to strive for innovation and self-improvement, wholeheartedly dedicate themselves to their students, and feel secure in their arduous and high-pressure work.

"The decisive factor in the success of innovation is the human element, the teachers. The limitations of the number and quality of teachers, the limitations of their competence and qualifications, are the limitations of innovation and the quality of education," Minister Nguyen Kim Son said.
