At the same time, inspect, review, and implement measures to ensure the safety of critical infrastructure, construction sites, small reservoirs that are already full, mining areas, and mineral extraction sites; proactively direct the operation and regulation of irrigation and hydropower reservoirs to prioritize flood reduction capacity for downstream areas.
The People's Committees of communes and wards shall inspect and guide the implementation of measures to ensure the safety of agricultural production activities, and develop appropriate production plans; they shall also inspect and review residential areas along rivers and streams, low-lying areas at risk of flooding, flash floods, and landslides to proactively clear waterways.
Organize the relocation and evacuation of people to safe areas; organize forces to guard, control, support, guide, and ensure safe traffic for people and vehicles, especially at underpasses, overflows, areas with deep flooding, fast-flowing water, on rivers and streams, areas where landslides have occurred or are at risk of occurring, and resolutely prevent people and vehicles from passing through if safety cannot be guaranteed.
The Department of Construction, in coordination with relevant units, will direct the implementation of flood prevention and control plans, clear drainage ditches; provide guidance and ensure traffic safety, and promptly direct the handling of landslides on traffic routes.
The City Military Command, the City Border Guard Command, the Department of Agriculture and Environment, the Da Nang Coastal Information Station, and the People's Committees of coastal communes and wards will continue to closely monitor the dangerous weather situation at sea, and promptly inform owners of vessels and boats still operating at sea about dangerous weather conditions so that they can proactively take preventive measures.
The City Border Guard Command proactively reviews, counts, and manages vessels going out to sea in accordance with regulations.
Dam and reservoir management units inspect and monitor dams, promptly detecting and addressing incidents; effectively communicate information to downstream areas, and operate reservoirs in accordance with the operating procedures approved by competent authorities.
