Da Nang: Removing obstacles for 2 industrial park projects of more than 600 hectares

Faced with the fact that some industrial parks in Da Nang are facing difficulties in site clearance affecting project implementation, the leaders of the City People's Committee have directed units to resolve the issues to ensure construction progress.

Leaders of Da Nang City People's Committee listened to representatives of An An Hoa Industrial Park and Urban Area Joint Stock Company report on difficulties and problems in project implementation.

Problems at two trillion-dollar industrial parks

The Tam Anh - An An Hoa Industrial Park Infrastructure Investment and Construction Project, invested by An An Hoa Industrial Park and Urban Area Joint Stock Company, has a total area of ​​435.8 hectares and a total investment capital of about 1,540 billion VND.

According to Ms. Le Thi Nghia, General Director of An An Hoa Group, the company is carrying out compensation, site clearance (GPMB) and resettlement in 2 areas: area 3 is 85.1 hectares and area 4 is 78.67 hectares. Area 4 still has many problems. Therefore, it is recommended that the Management Board of Economic Zones and Industrial Parks of Quang Nam Province, the Center for Infrastructure Development and the People's Committee of Tam Anh Commune complete the compensation work and hand over vacant land before October 30, 2025 to create conditions for the project to start.

According to Ms. Nghia, the implementation of compensation and site clearance of the Project is currently facing many difficulties, directly affecting the progress of investment implementation. The Company has organized many domestic and foreign investment promotion programs. Accordingly, the Company has contacted and worked with many potential investors. However, up to now, the Project has not been handed over land, and there is no large enough clean land fund (from 30 hectares) to carry out procedures with investors.

Therefore, Ms. Nghia requested the authorities to promptly complete the compensation work and hand over the vacant land by October 30 so that the company can start the project.

The Tam Anh 1 Industrial Park Infrastructure Construction and Business Investment Project has a scale of 167.05 hectares, total investment capital of 1,500 billion VND, implementation period from the second quarter of 2025 to the fourth quarter of 2028. Up to now, the project has approved 45 compensation, support and resettlement plans with a total cost of more than 323 billion VND, compensation area reaching 139.05/167.05 hectares (83.2%).

The Company's leaders recommended that the authorities promptly approve resettlement land prices and remove policy obstacles to complete compensation and site clearance plans for the remaining area, creating conditions to speed up construction and exploitation progress, ensuring investment efficiency.

Removing obstacles, starting the project soon

Regarding the above problems, Vice Chairman of Da Nang City People's Committee Phan Thai Binh directed relevant departments, branches, localities and units to coordinate to remove the problems.

Regarding the contents related to land use, the Vice Chairman of the People's Committee of Da Nang City requested that departments and branches continue to apply the documents issued by the old Quang Nam province and the old Da Nang City that have not been abolished or replaced by new documents, which will still be effective until there is a new policy.

Mr. Phan Thai Binh also assigned the task to the Da Nang City Land Fund Development Center and the Management Board of Quang Nam Economic Zones and Industrial Parks to focus on completing procedures for resettlement land arrangement and carrying out site clearance work according to the schedule to ensure the construction progress of the two projects.

The Vice Chairman of the People's Committee of Da Nang City requested to focus on implementing compensation and site clearance for key projects in the southern part of the city, including the two projects mentioned above. In addition, the site must be handed over soon so that An An Hoa Industrial Park and Urban Area Joint Stock Company can start construction of phase 1 of the project around the end of October 2025, as proposed by the enterprise.
