One of the most important and carefully prepared tasks for the 16th Quang Ninh Provincial Party Congress is the draft documents; in particular, the Political Report of the Provincial Party Executive Committee, Term XV, 2020 - 2025. The document not only reflects the brilliant achievements that have been made, but also crystallizes the will and aspirations of the entire Party Committee and the people of all ethnic groups in the province with the determination to maintain Quang Ninh's pioneering position in the era of integration and development.

To create a document of historical significance, the preparation process was carried out by the Quang Ninh Provincial Party Committee in a very elaborate, strict and scientific manner. Immediately after receiving instructions from the Central Government on organizing Party Congresses at all levels, the province proactively and urgently deployed the work in a methodical manner. The goal is not only to correctly assess the situation, outstanding advantages and existing limitations, but also to find the core causes and draw valuable lessons.

Quang Ninh Provincial Party Committee has organized many seminars and workshops to consult with prestigious experts and scientists in many fields, from economics , society to environment. The draft document was also sent to 20 central departments, ministries and branches; former provincial leaders; and especially to 59 party committees under the Provincial Party Committee to collect wide comments.

Democracy and transparency are clearly demonstrated through the thousands of conferences held at all levels. From Party cell meetings to conferences of the Fatherland Front and mass organizations, all opinions are listened to and respected. As a result, more than 14,000 enthusiastic comments from cadres, party members and people have been compiled. These contributions not only enrich the content of the document but also demonstrate the spirit of "Party's will, people's heart" - the core factor creating the strength of Quang Ninh. Most agreed that the draft Political Report was carefully prepared, demonstrating democracy, combativeness and high summary. The layout, structure of chapters, sections and contents are arranged scientifically and logically, helping cadres and party members to easily understand and absorb.

Close to reality, high action, high feasibility

The quality of the draft Political Report has been acknowledged and highly appreciated by the Working Group of the Politburo and the Secretariat. At the working session with the Standing Committee of the Quang Ninh Provincial Party Committee on August 19, 2025 in Hanoi, the Working Group assessed that the document was carefully prepared, highly combative and summative. More importantly, the content of the Political Report fully addressed the important issues of the province, focusing on core areas such as economy, culture - society, national defense - security, and foreign affairs. In the 2020 - 2025 term, the Provincial Party Committee has inherited and promoted the common achievements of 40 years of innovation, continuing the growth and creativity of the 2015 - 2020 term. The proactive spirit, daring to think, daring to do of the Party committees at all levels, the government and the team of cadres and Party members has helped the province take advantage of opportunities and favorable conditions for development.

After many revisions and revisions, the draft Political Report submitted to the Congress is a comprehensive document, covering all areas. The directions, tasks and solutions proposed are not only close to reality but also highly actionable and feasible, ready to be implemented immediately after the Congress.
