A foundation built on consensus.
To create a document of historical significance, the Quang Ninh Provincial Party Committee carried out the preparation process with extreme meticulousness, rigor, and scientific rigor . Immediately after receiving directives from the Central Committee regarding the organization of party congresses at all levels, the province proactively and urgently implemented the necessary tasks in a systematic manner. The goal was not only to accurately assess the situation, highlighting outstanding strengths and existing shortcomings, but also to identify the root causes and draw valuable lessons learned.
The Quang Ninh Provincial Party Committee organized numerous workshops and seminars to consult with reputable experts and scientists in various fields, from economics and social sciences to the environment. The draft document was also sent to 20 central ministries and agencies; former provincial leaders; and especially to 59 Party committees directly under the Provincial Party Committee to gather broad feedback.
Democracy and transparency were clearly demonstrated through the thousands of conferences held at all levels. From Party branch meetings to conferences of the Fatherland Front and other mass organizations, all opinions were listened to and respected. As a result, more than 14,000 heartfelt suggestions from cadres, Party members, and the people were compiled. These contributions not only enriched the content of the document but also reflected the spirit of "the Party's will and the people's aspirations" - the core element that creates the strength of Quang Ninh. Most agreed that the draft Political Report was meticulously prepared, demonstrating democracy, fighting spirit, and a high level of summarization. The structure and organization of chapters, sections, and content were arranged scientifically and logically, making it easy for cadres and Party members to understand and absorb.
Practical, actionable, highly feasible.
The quality of the draft Political Report has been recognized and highly appreciated by the Working Group of the Politburo and the Secretariat. At the working session with the Standing Committee of the Quang Ninh Provincial Party Committee on August 19, 2025 in Hanoi, the Working Group noted that the document was meticulously prepared, highly combative, and comprehensive. More importantly, the content of the Political Report fully addresses the important issues of the province, focusing on core areas such as economy, culture and society, national defense and security, and foreign affairs. During the 2020-2025 term, the Provincial Party Committee inherited and built upon the overall achievements of 40 years of reform, continuing the growth and innovation momentum of the 2015-2020 term. The proactive spirit and willingness to think and act of the Party committees, government, and cadres and Party members have helped the province seize favorable opportunities and conditions for development.
After numerous reviews and revisions, the draft Political Report presented to the Congress is a comprehensive document encompassing all areas. The directions, tasks, and solutions outlined are not only relevant to reality but also highly actionable and feasible, ready for immediate implementation after the Congress. With the meticulous preparation and sense of responsibility of the entire Party Committee and the people, the Political Report will be a document that embodies wisdom, reflecting the will and aspiration for progress. This is a key factor contributing to the success of the Congress, opening a new chapter and propelling Quang Ninh forward strongly and steadily on its development journey.
