Attending the meeting were Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; also present were leaders of the People's Committees of the districts and towns through which the project passes: Nam Dan, Nghi Loc, Dien Chau, Yen Thanh, Quynh Luu, Hoang Mai, along with representatives of leaders from relevant departments and agencies.
Representing the National Power Transmission Corporation (EVNNPT) was Mr. Truong Huu Thanh – Deputy General Director.

The Quang Trach - Quynh Luu 500kV transmission line project and the Quynh Luu - Thanh Hoa 500kV transmission line project have received investment approval from the Prime Minister, along with approval of the investor, in Decision No. 1507/QD-TTg dated December 1, 2023 and Decision No. 1508/QD-TTg dated December 1, 2023, respectively. The project implementation schedule requires completion by June 2024.
Recognizing these as extremely important and urgent projects, Nghe An province has consistently directed relevant departments, localities, and units to focus on completing several basic tasks to implement the projects. To date, the Quang Trach – Quynh Luu 500kV power line has paid for land handover at 53 out of 168 locations; the Quynh Luu – Thanh Hoa 500kV power line has paid for land handover at 11 out of 34 locations.

However, the implementation process is facing some difficulties and obstacles related to procedures for changing the land use purpose of forests, compensation support, land clearance, boundary coordinates for foundation posts, temporary roads, etc.
To ensure the urgent completion of the project's energization by June 2024 as directed, at the meeting, the National Power Transmission Corporation requested the People's Committee of Nghe An province to direct local departments and agencies to support and coordinate in maintaining the route alignment at certain sections of the line; adjust the boundaries of the quarrying area to ensure the project's progress; promptly consider and approve the policy of changing the land use purpose of the forest; and resolve obstacles related to the temporary road for construction of foundations through the forest to ensure timely implementation of the project.

The Provincial People's Committee directs relevant departments and localities to coordinate with the People's Committees of localities to review and definitively resolve overlapping and disputes over land and forest management rights between households and forest management boards, as a basis for localities to verify land use origins and develop compensation and support plans in accordance with regulations.
During the meeting, representatives from the districts reported on the implementation status, raised some difficulties and obstacles, and made recommendations to the province and the investor.

After hearing the opinions of the investor, consulting unit, construction unit, localities, and relevant departments, the Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh affirmed that these are projects of utmost importance, and Nghe An province regularly directs departments, localities, and units to focus on implementing the projects.
To expedite project implementation, provincial leaders requested the investor to allocate sufficient funds and agree on a policy framework so that the land clearance councils of the districts can carry out the project in accordance with regulations. They also directed the consulting unit to review and specifically assess the area of forest affected that needs to be converted for other uses, and to conduct thorough surveys of the soil quarry to ensure construction safety.
Actively coordinate with local authorities to organize efforts to persuade land and property owners affected by the project to accept compensation and hand over the land for the foundation of the pillars and the access road for construction...
The Standing Vice Chairman of the Provincial People's Committee also directed departments, agencies, and localities to regularly coordinate closely with relevant units during the implementation of the project.
