
Lesson 1: Building the foundation for development
Dien Ban is a heroic district in the resistance war, a labor hero in the renovation period and when entering the process of building new rural areas, civilized urban areas to become a town, it is a journey to create a foundation from policies that reach the people's hearts.
Memorable milestones
Remember in 2014, Dien Ban district built a project for the town, presented feedback to the people through meetings organized by the Vietnam Fatherland Front Committees at all levels, the people listened, gave comments, adjusted some contents to suit the local reality and approved the project.
Mr. Tran Muon - head of Bo Mung 1 village, Dien Thang Bac commune at that time recalled that when there was a directive document from the Dien Ban District Front, he organized a military-civilian meeting first, then held a meeting with the people. When listening to the project presentation, the people agreed to implement the policies to soon achieve the proposed results.
On March 11, 2015, the National Assembly Standing Committee discussed the Government's Project proposing the establishment of Dien Ban town and 7 wards of the town.
As a result, the National Assembly Standing Committee voted to approve the Project with 100% of the delegates present in favor and issued Resolution No. 889/NQUBTVQH13 recognizing Dien Ban district as a town. At that time, Dien Ban had 13 communes and 7 inner-city wards.

From that important milestone, Dien Ban Party Committee launched a campaign for the whole people to unite to build new rural areas and civilized urban areas.
Mr. Ho Dac Be - former Head of the town's Mass Mobilization Committee recalled that at that time, the town mobilized the strength of the entire political system, propaganda and mobilization work went first.
Cadres closely follow residential areas, convey to the people the policies and guidelines on building new rural areas. Clearly state which tasks belong to the State, which tasks belong to the people, which tasks belong to the province, the town, the commune...; then which projects the State invests in, what contributions the people make are made public, discussed before implementation with the motto "people know, people discuss, people do, people check and people benefit".
In 2015, out of 13 communes in the area, Dien Ban town had 10 communes recognized by the People's Committee of Quang Nam province as meeting the NTM standards, the remaining communes met 14/19 criteria, striving to meet the standards in 2016.
Based on the number of communes meeting NTM standards in the area, the Working Group reviewed the dossiers and conducted a field survey in Dien Ban town and submitted it to the Central Appraisal Council for consideration and proposed the Prime Minister to recognize Dien Ban town as meeting NTM standards in Decision No. 494, dated March 29, 2016.
On April 29, 2016, Dien Ban held a ceremony to announce the Prime Minister's decision to recognize Dien Ban town as meeting NTM standards, and the people were extremely excited.
Rely on people's strength
In 2016, the entire Dien Ban town had 1,498 poor households (according to the poverty standards for the period 2016 - 2020). It is impossible to develop if poverty persists, so the town government has proposed many solutions, diversified activities to care for the poor, and mobilized the people's internal strength according to the motto "the poor help the poor" so that poor households can gradually stabilize their lives and escape poverty. The model of joining hands to reduce poverty in Dien Ngoc is a typical example of this meaningful movement.

Dien Ngoc Ward Women's Union is one of 20 commune and ward-level unions that do a good job of collecting scrap, selling it for money, and providing livelihoods to poor female members through the model "Women join hands to reduce poverty".
Launched in 2016, with the participation of the entire political system, by 2020, in Dien Ngoc ward there will be no more poor households, except for poor households under social protection.
By the end of 2023, Dien Ban town will have 420 poor households (according to the multidimensional poverty standard for the period 2022 - 2025). This result is thanks to the emulation movement to reduce poverty spreading throughout the town and receiving consensus from the people.
Especially for women's groups, even small actions in daily life have brought joy and reduced difficulties and hardships for members in unfortunate circumstances.
And above all, it is the close connection between association officials and members in implementing the policies of the superior association, arousing the strength of great solidarity to join hands for community life.
Dien Ban town has a famous land called Go Noi, including 3 communes: Dien Quang, Dien Trung, Dien Phong. Implementing the National Target Program on New Rural Construction, since 2014, all 3 communes have been recognized as New Rural Communes by the People's Committee of Quang Nam province, reaching the finish line one year ahead of the set target.
Coming to Go Noi today, walking around the roads in the 17 villages, all have a minimum roadbed of 4.5-5m, a road surface of 3m-3.5m, 100% hardened, with an electric lighting system, shade trees, flowers planted for landscaping, traffic signs, and street names. With determination and effort, after 9 years of working together, up to now, 3 Go Noi communes have achieved the advanced NTM standard.
Mr. Phan Ngoc Hai - Chairman of the Vietnam Fatherland Front Committee of Dien Ban town said that the campaigns and patriotic emulation movements were widely deployed, with many innovations, strongly oriented towards the grassroots, each residential area, mobilizing the potential, creativity, voluntary spirit, and voluntary participation of all classes of people. Thereby, the strength of great national unity was gathered to successfully carry out the political tasks of the town.
