Reporting at the meeting, Director of the Department of Agriculture and Environment Nguyen Tuan Anh stated that from 2021 to the end of June 2025, state management of land in the province has seen many positive changes, the organizational structure of state land management has been gradually strengthened, and the number of land management officials has been increased.
The inspection and monitoring of project implementation progress have received attention and guidance. The handling of land violations has been regularly directed by the Provincial People's Committee and has shown positive progress.

Despite achievements, land planning, management, and utilization in the province still face limitations. These include the continued practice of unauthorized land subdivision and sale. Many areas of land have been reclaimed for investment projects, but progress is slow, including projects involving land use rights auctions. Misuse of land and encroachment on public land still occur, but local authorities have not been able to handle these issues promptly or effectively enough to deter future violations.
Based on the aforementioned shortcomings, the Provincial People's Committee has proposed solutions to further improve the effectiveness and efficiency of land management, including land management, planning, and use, construction planning, and handling of violations in the coming period. It will continue to strengthen coordination among departments, agencies, and commune-level People's Committees in organizing the preparation, appraisal, and approval of plans to ensure timely completion and quality. Emphasis will be placed on implementing plans synchronously while simultaneously improving the quality of planning work. Departments and agencies will be directed to strengthen inspection, monitoring, and supervision of project implementation progress, especially housing projects…
Vice Chairman of the Provincial People's Committee Nguyen Thi Hoang fully acknowledged and addressed the opinions of the members of the monitoring delegation. According to the provincial leader, the Ministry of Agriculture and Environment is currently studying amendments to several draft laws related to land and environment, and the Provincial People's Committee has submitted reports with comments and recommendations. After the new regulations are in place, the province will make adjustments within its authority.
Concluding the working session, Provincial Party Committee member and Deputy Head of the Provincial National Assembly Delegation, Bui Xuan Thong, stated that the objective of this monitoring visit was for delegates to understand the situation and subsequently propose solutions to address difficulties in land planning, management, and use for the locality, thereby promoting socio-economic development.

Through monitoring sessions, the evaluation team noted that the Provincial People's Committee has been proactive in directing the preparation and implementation of plans that fundamentally meet the requirements of socio-economic development and create resources for the province's sustainable development. However, there is still a situation where plans are not aligned with reality, leading to the need for adjustments; some plans conflict, making implementation difficult; and many projects are experiencing delays.
Comrade Bui Xuan Thong requested that the Provincial People's Committee pay attention to and support communes in implementing land-related tasks and planning according to the new decentralization. He also directed the regular review of overdue projects to ensure appropriate handling in accordance with the law. Furthermore, he requested that the report submitted to the monitoring delegation be updated and supplemented with information on land planning, management, and use for the period 2021-2025 in the former Binh Phuoc province.
Earlier, the Provincial National Assembly Delegation inspected the Phuoc An road and port project in Phuoc An commune, and the Bien Hoa 1 Industrial Park road and industrial zone projects in Tran Bien ward.
