Gia Binh International Airport is located in the communes of Gia Binh, Luong Tai, Nhan Thang, and Lam Thao in Bac Ninh province. The airport is built to the 4F standard of the International Civil Aviation Organization, designed to handle approximately 30 million passengers and 1.6 million tons of cargo annually by 2030; and approximately 50 million passengers and 2.5 million tons of cargo by 2050.
The total investment capital is approximately VND 196,370 billion, including VND 141,230 billion in phase one and VND 55,140 billion in phase two, using investor capital, including equity and legally raised capital. The project is considered to play a role in promoting the growth pole in the East of Hanoi and meeting the air transport needs of the Northern key economic region.

The airport is planned with two pairs of parallel runways, 1,800m apart, ensuring independent take-offs and landings. By 2030, the project will construct parking areas in front of the VIP terminal, passenger terminal, cargo terminal, and maintenance area with approximately 83 parking positions; this will be expanded to approximately 123 positions by 2050.
The passenger terminal is designed to 5-star standards, optimizing space and functionality, and seamlessly connecting with the national, regional, and provincial transportation networks. Hanoi will be directly connected via expressways, urban rail, and the national grid. The project requires nearly 1,900 hectares of land and affects approximately 7,100 households.
The government aims for Gia Binh Airport to meet international standards, becoming a smart, green, and sustainable airport; serving dual-use operations and striving to be among the top 10 5-star airports in the world according to Skytrax. The airport also aims to be among those with excellent passenger experience according to the International Airport Council, serving as a gateway to Northern Vietnam and a transit hub for passengers and cargo, as well as a regional aircraft maintenance center in the Asia-Pacific.
Focus on resolving difficulties and obstacles.
According to the plan, the Gia Binh International Airport project has a total area of nearly 1,960 hectares, of which Luong Tai commune alone accounts for approximately 1,012.7 hectares, directly affecting more than 7,800 households.
Thanks to coordinated implementation, by the end of October 2025, Luong Tai commune completed the first phase of land acquisition (agricultural land), publicly posted the land acquisition notices, and handed over the land acquisition and inventory notices to the households. As a result, by the end of November 2025, 2,358 households had received compensation; the total area of agricultural land acquired was nearly 300 hectares out of a total of over 600 hectares; the total compensation amounted to 1,341.5 billion VND. In addition, the locality also inventoried approximately 10,000 out of 17,800 graves; and initially proceeded with the declaration and inventory of residential land to prepare for the implementation of land acquisition.
Building on the achievements, Luong Tai commune is continuing to develop plans for the second and third installments of advance payments for agricultural land. The second installment covers approximately 150 hectares, affecting over 1,300 households, with a budget of approximately 661.5 billion VND; the third installment covers approximately 100 hectares, with a budget of 441 billion VND. The second installment is expected to begin payments in mid-December 2025.
Luong Tai commune is also making efforts to implement steps to reclaim land for the construction progress of resettlement projects and cemeteries in the area. This project is expected to reclaim approximately 103.8 hectares, affecting nearly 1,140 households in 6 villages (Kim Dao, Dao Su, Tan Dan, Phuong Giao, Dong Huong, Giang). The local authorities and relevant agencies have held meetings with residents and are currently carrying out land registration. Currently, the relevant agency has prepared and posted the draft plan for phase 1, covering approximately 50 hectares of agricultural land, with a budget of 220.5 billion VND, and is expected to disburse payments starting from December 10, 2025.
To ensure progress, the commune requests the Bac Ninh Provincial People's Committee to promptly issue regulations on compensation policies, unit prices for crops and livestock, especially regulations on support for assets that do not qualify for compensation but have significant real value. The investor needs to urgently complete the project's planning and legal documents; organize the demarcation of the land on the ground and extract cadastral maps of the land area to avoid delays in compensation work. The local authorities will continue to disseminate information and build consensus in land clearance.
Emphasizing that land clearance is of crucial importance and also the biggest challenge in ensuring the progress of the Gia Binh International Airport construction project to serve the APEC high-level conference in 2027, Provincial Party Secretary Nguyen Hong Thai requested units and localities to accelerate land clearance work, especially to urgently invest in the construction of resettlement projects so that people can quickly hand over the land and move to stabilize their lives. Investors and construction units should focus on implementing projects in areas where land is available, completing procedures and work documents as proposed by the relevant sectors and localities.
Provincial Party Secretary Nguyen Hong Thai affirmed that Bac Ninh will hold meetings with central ministries and agencies to develop mechanisms and policies to ensure the legitimate rights of people in the project area; at the same time, the province will always stand alongside investors, resolve difficulties, and is determined to implement the project on schedule.
