On the morning of September 8, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention and Control (PCTT) and Search and Rescue (TKCN) inspected and directed the work of overcoming the consequences of storm No. 3 in Thai Thuy district.
Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the situation of fishing boats anchored at Tan Son fishing port (Thai Thuy).
Also attending were comrade Dang Thanh Giang, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; leaders of the Department of Agriculture and Rural Development and Thai Thuy district.
According to the preliminary report on the damage caused by storm No. 3 in Thai Thuy district as of 7:00 a.m. on September 8, there were no casualties or damage to boats. However, 35,000 square meters of corrugated iron roofs of factories, farms, public works, schools, and temporary houses of the people were blown away; many billboards, decorative street lights, etc. were damaged; 1 steel structure welcome gate collapsed and broke; the loudspeaker system of many communes was damaged. In particular, the entire 22kV and 35kV medium voltage lines from the 110kV Thai Thuy and Thai Hung transformer stations had an incident causing a power outage for all loads in the district (except for the Lien Ha Thai industrial park); 17 transformer stations had porcelain explosions; over 450 electric poles were tilted, collapsed, and broken. Currently, the electricity unit is urgently repairing to restore power supply for production and people's lives.
Regarding agricultural production, the rice area affected and flooded was 7,000 hectares, of which over 5,000 hectares were damaged by over 70% and over 2,000 hectares were damaged by 30-50%; 305 hectares of unharvested vegetables were damaged; over 10,000 poultry were damaged; the aquaculture area was flooded, damaged by over 1,500 hectares, of which 1,000 hectares were brackish water and 500 hectares were fresh water. In addition, about 27,500 perennial trees, shade trees, fruit trees... were broken, fallen, and uprooted. The total damage caused by storm No. 3 is estimated at over 350 billion VND.
On the evening of September 7, the district leaders directed the armed forces, functional units of the district, communes and towns to urgently mobilize human resources to clear up broken tree branches, electric poles; broken fiber optic cables, electric wires, radio cables, and telecommunication cables to clear traffic, avoid congestion, and cause traffic accidents; coordinate with electricity and telecommunications to erect and replace fallen and broken poles to promptly restore power and ensure smooth communication. By 10:00 p.m. the same day, all national highways, provincial roads, and district roads in the district were cleared.
Directly grasping the situation and directing the work of overcoming the consequences caused by the storm at Tan Son fishing port and some fields in Thai Thuy district, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue emphasized: Thai Thuy is a key area of the province when storm No. 3 makes landfall. Although proactively, urgently and resolutely implementing measures to respond to the storm in accordance with the direction of the central government and the province, the consequences caused by storm No. 3 are very serious.
To quickly stabilize people's lives and restore production activities, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested the district to strictly implement Official Dispatch No. 07/CD-UBND of the Provincial People's Committee on focusing on overcoming the damage caused by storm No. 3 and the issued directives. Urgently restore the affected electricity, telecommunications and information systems in the district to ensure smooth operation, prioritizing administrative offices, agencies and units serving the direction and operation of all levels and people's lives. Continue to review and mobilize forces to handle fallen trees and obstacles on roads, ensuring smooth traffic. Assign local officials to inspect and urge the overcoming of post-storm consequences in localities and units, paying attention to immediately overcoming post-storm consequences related to environmental factors. Early inspection and support to restore operations in industrial parks and clusters, especially in Thai Binh Economic Zone, to ensure that businesses resume operations immediately. Along with that, it is necessary to pay attention to overcoming the consequences of the storm for schools and medical facilities so that students can return to school as usual from September 9 and ensure good medical examination and treatment activities.
Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, noted that Thai Thuy district needs to focus on flood control and agricultural production protection.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee especially noted that Thai Thuy district needs to focus on flood control, protect rice and crops, prepare optimal solutions for flood control and inundation caused by heavy rains due to post-storm circulation; strengthen inspection, review, and assessment of the extent of damage to the agricultural sector as well as have solutions for agricultural production in the next crop to compensate for the damage after storm No. 3.
Over 7,000 hectares of winter-spring rice in Thai Thuy district were affected by storm No. 3.
He requested the district to urgently carry out work to overcome the consequences of the storm with the goal of people and businesses returning to normal operations soon.
