To date, Hoang Dieu Street, a riverside road along the Hieu River in Dong Ha City, Quang Tri Province, part of the Greater Mekong Subregion (GMS) Urban Development Project, remains unfinished after many years of construction because two households have not yet handed over the land.

Hoang Dieu Street has a total length of 4.7 km, passing through the Dong Giang and Dong Thanh wards. Along the entire route, a total of 254 cases are affected by land clearance for construction. To date, the Dong Ha City People's Committee has approved compensation and support plans for 252 cases and handed over the land for construction; the remaining 2 cases have not agreed to the compensation and support plan despite repeated dialogues and persuasion efforts by the authorities and relevant organizations at all levels.
Because these two households have not agreed to hand over the land, there are currently two sections of Hoang Dieu Street that cannot be completed, creating a "bottleneck" that causes difficulties and dangers for traffic participants as well as affecting urban aesthetics. Voters in Dong Giang and Dong Thanh wards have repeatedly raised this issue with the People's Councils at all levels.
Currently, the Hoang Dieu road construction project has completed compensation and support for the two aforementioned cases and the project ended on December 31, 2023. Therefore, completing the entire road will be difficult, and it is unknown when it will be possible to do so.
