Meeting on inspection and supervision of cooperative activities

On the morning of August 6th, Inspection and Monitoring Team No. 2 of the Thanh Hoa Provincial Cooperative Union held a meeting to review the inspection and monitoring of cooperative activities according to the 2012 Cooperative Law. Simultaneously, they discussed and disseminated some new points in the 2023 Cooperative Law.

Leaders, heads of departments, and staff from the Provincial Cooperative Union, along with over 150 delegates from cooperatives in 9 districts, attended the conference.

The conference was attended by leaders, officials, and staff of the Cooperative Union, along with over 150 delegates representing cooperatives in nine districts: Nhu Thanh, Nhu Xuan, Quang Xuong, Hau Loc, Nga Son, Thieu Hoa, Yen Dinh, Cam Thuy, and Ba Thuoc.

As of June 30, 2024, the nine aforementioned districts had 423 cooperatives (accounting for 31.8% of the total number of cooperatives in the province); including 302 agricultural cooperatives and 121 non-agricultural cooperatives. These cooperatives have focused on implementing the provisions of the 2012 Cooperative Law regarding the number of members, organizational structure, and operational management of cooperatives.

Mr. Le Hong Hai, Vice Chairman of the Provincial Cooperative Union, delivered the opening remarks at the conference.

As a result, after more than 10 years of implementing the 2012 Cooperative Law, awareness of the development of the collective economy and cooperatives within the political system and among the people has improved. The skill level of workers in cooperatives has gradually increased, bringing about clear economic benefits, contributing to job creation, increased income, and the implementation of poverty reduction and new rural development programs.

Ms. Ha Thi Thuy, Head of the Policy and Movement Department (Provincial Cooperative Union), presented the inspection and monitoring report.

Despite the achievements, the activities of the collective economic sector and cooperatives in the nine districts of Nhu Thanh, Nhu Xuan, Quang Xuong, Hau Loc, Nga Son, Thieu Hoa, Yen Dinh, Cam Thuy, and Ba Thuoc still reveal some limitations. To date, 8 out of 423 cooperatives have not yet converted their operations according to the 2012 Cooperative Law, accounting for 57.1% of the total number of cooperatives that have not converted in the entire province. In some localities, the commune-level authorities still interfere too much in the operations of cooperatives. Cooperatives are still confused about using and renewing tax identification numbers.

Furthermore, most cooperatives have limited capital, outdated production equipment, small-scale production, and have not yet built effective supply chains. Some cooperatives, although having re-registered, have not changed their operating methods and have not met the regulations of the 2012 Cooperative Law...

The conference focused on implementing several regulations and new points in the 2023 Cooperative Law.

At the conference, delegates discussed and identified the causes and obstacles hindering the development of the collective economy and cooperatives in the region. They also agreed on solutions to improve the effectiveness of cooperatives in the future.

Also within the framework of the conference, Mr. Le Hong Hai, Vice Chairman of the Provincial Cooperative Union, disseminated and implemented some regulations and new points of the 2023 Cooperative Law.
