This is the directive of Prime Minister Pham Minh Chinh in Official Dispatch No. 54/CD-TTg dated May 28, 2024, on continuing to promote the highest sense of responsibility and mobilize the entire political system to accelerate progress and complete land clearance for important national projects and key projects in the transportation sector according to plan.

Accordingly, in the past period, the Ministry of Transport and many localities from North to South, assigned as the managing agencies, have made efforts to focus on investment preparation and have completed the procedures to carry out construction of expressway projects and are implementing work to start construction of some projects in 2024.
In project implementation, land clearance is a complex and difficult task because it directly affects the rights and livelihoods of the people; the implementation process is often lengthy and significantly impacts project progress.
Since the beginning of this term, localities have changed their way of thinking and working, mobilizing the entire political system to carry out land clearance work; strengthening direct dialogue with the people, carrying out mass mobilization work to understand their legitimate aspirations, flexibly applying legal regulations to resolve complaints and petitions; selecting locations and building resettlement areas with better living conditions and at least equal to their old residences; taking care of people's lives and creating stable livelihoods after they give up their land, houses, and farms for the construction of projects.
Therefore, one year after the national key projects received investment approval and six months after receiving all necessary land clearance documents, localities have completed the land acquisition and handover to project investors of at least 70% of the area, meeting the conditions for commencement. To date, many localities have basically completed land clearance work, which is a great achievement compared to the implementation of projects in previous stages.
However, according to a report from the Ministry of Transport, some localities are still slow in implementation, affecting the progress of the projects.
To ensure the timely completion of key projects, the Prime Minister requests:
The Central Committee of the Vietnam Fatherland Front, the Central Committee for Mass Mobilization, and political and social organizations are directing their affiliated organizations at all levels to actively participate and closely coordinate with Party committees and authorities at all levels to mobilize the people in areas where projects are located to readily hand over land and carry out resettlement.
The Party Secretaries and Chairmen of the People's Committees of provinces and cities through which the projects pass should focus on leading and directing agencies and units to closely follow the progress milestones in accordance with the Prime Minister's directives, and accelerate the land clearance process to complete the handover of land for the North-South Expressway (Eastern section) project (2021-2025), two ring road projects, and three East-West expressway projects in the second quarter of 2024.
Strengthen direct interaction with the people, carry out public relations work to understand their thoughts and aspirations, and flexibly and effectively apply legal regulations to resolve legitimate complaints and requests from the people; coordinate with investors to prioritize land clearance at critical points in construction progress such as areas for weak soil treatment, large bridges and tunnels, and access roads for construction.
The Prime Minister directed specific tasks for ministries, agencies, and provinces/cities with projects. In particular, Quang Tri province, as well as several other localities, need to focus on accelerating the completion of resettlement areas and handing over the remaining land areas of the North-South Expressway Eastern section project (2021-2025 phase) before June 30, 2024.
The Prime Minister requests that agencies within the political system, ministers, heads of agencies, secretaries, chairmen of people's committees of provinces and centrally-administered cities, and relevant units promptly implement the tasks assigned in this directive.
