On the morning of August 6th, at the National Assembly building, the Standing Committee of the National Assembly organized the National Assembly Forum on oversight activities with the theme "National Assembly Oversight for Development Creation".

In his opening remarks at the Forum, National Assembly Chairman Tran Thanh Man said that this was the first time the Forum had been held, demonstrating the continuous innovation of the National Assembly's activities to ensure a close connection between oversight activities and the exercise of legislative functions and the decision-making on important national issues.

Reviewing the outstanding results of the National Assembly's oversight activities in the past period, the Chairman of the National Assembly stated that the work of building and perfecting the institutional framework for oversight activities has been strengthened, basically meeting the practical needs; including close, timely, and effective coordination among agencies of the National Assembly, the Government, the Vietnam Fatherland Front, ministries, sectors, and localities...

The questioning session has become an effective form of oversight in the National Assembly's activities, attracting the attention and monitoring of the people. The content of the questions closely reflects reality, addressing "hot" and pressing issues arising in society.

Furthermore, oversight activities clearly demonstrate the National Assembly's commitment to supporting the Government, promptly addressing difficulties and obstacles; at the same time, clarifying the responsibilities of the heads of agencies under supervision, so that timely adjustments can be made in direction and management, and policies and laws can be improved.

According to the Speaker of the National Assembly, the work of addressing citizens' petitions has been fundamentally reformed, becoming more regular, transparent, timely, and in accordance with the authority and legal regulations. The monitoring of legal documents is increasingly practical and effective, improving year after year...

Besides the achievements, the Chairman of the National Assembly noted that the supervisory activities still face limitations, difficulties, and obstacles. Accordingly, the implementation of supervisory conclusions and recommendations has not been complete; and the monitoring and follow-up of the implementation of supervisory conclusions have not been truly decisive or consistent.

The coordination between parliamentary oversight and auditing, inspection, and examination activities has sometimes been inadequate; there is a lack of clear and favorable mechanisms and policies for the people and voters to exercise their right to oversight.

The mechanisms and conditions for ensuring effective supervision have not met the requirements. These are issues that need attention and resolution, and today's Forum will discuss them and propose solutions to leverage strengths and overcome limitations.

The Speaker of the National Assembly stated that recent sessions of the 15th National Assembly have enacted a large number of laws and resolutions, along with innovations in the Law on the Promulgation of Legal Documents, which strongly decentralize power to the Government and local authorities; the requirements for state management when implementing the two-tiered local government model also raise issues.

"In the coming period, the oversight activities of the National Assembly and the Standing Committee of the National Assembly must become more substantive in monitoring laws, decrees, and circulars, checking whether decrees keep pace with and align with the laws already enacted, and whether circulars align with laws and decrees," the Speaker of the National Assembly emphasized, adding that this is an issue that must be addressed regularly.

The forum was held over one day, focusing on two main themes: "The National Assembly's oversight activities contributing to the socio-economic development of the country" and "The National Assembly's oversight activities contributing to the improvement of institutions, policies, and laws."

The Speaker of the National Assembly requested that speakers and delegates participating in the exchange and discussion focus on key issues, proposing specific and practical solutions.

The Standing Committee of the National Assembly will incorporate the opinions of the delegates to study and amend the Law on Supervisory Activities of the National Assembly and People's Councils, which will be submitted to the National Assembly for consideration and approval at the upcoming 10th Session of the 15th National Assembly, ensuring that supervisory resolutions are seriously implemented in practice.
