On the morning of September 5, at the National Assembly House, the National Assembly Standing Committee held its 49th session.
Focus on preparing for the 10th Session
Chairing and delivering the opening speech, National Assembly Chairman Tran Thanh Man stated that the National Assembly Standing Committee opened its regular September session - the 49th session, at the same time as the education sector nationwide opened the new school year; after the success of the 80th anniversary of the August Revolution and National Day September 2, with a vibrant atmosphere, high confidence and determination among all levels, sectors and people; after the solemn and meaningful meeting of General Secretary To Lam with nearly 2,000 National Assembly deputies of all periods, towards the 80th anniversary of the first General Election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026).
Informing that the Session was organized in 3 phases, lasting nearly 6 days, with 32 official contents and some backup contents, the National Assembly Chairman emphasized: This is an important session to focus on preparing for the 10th Session, immediately deploying new tasks according to the provisions of law, ensuring the complete completion of the work program of the entire term.
According to the National Assembly Chairman, it is expected that on September 15, the Standing Committee of the National Assembly Party Committee will meet with the Standing Committee of the Government Party Committee to prepare for the 10th Session with a spirit of determination and resoluteness to complete the contents of the Session.
Emphasizing that the 10th Session is the last session of the 15th National Assembly, the National Assembly Chairman stated that the spirit of the National Assembly Standing Committee, the Ethnic Council, and the Committees is to accompany and support the Government in removing socio-economic difficulties and obstacles in 2025 and the following years, striving to achieve the double-digit growth target in the 2026-2030 period; so that by 2030, the 100th anniversary of the Party's founding, Vietnam will be an upper-middle-income country; by 2045, the 100th anniversary of the country's founding, Vietnam will be a high-income country.

At the 49th Session, the National Assembly Standing Committee will spend most of its time on legislative work, reviewing 14 draft laws (including 7 comprehensive amendments), with a wide scope and great impact.
Since all draft laws will be submitted to the National Assembly for approval according to the procedure at one session, the National Assembly Chairman requested that the submitting agencies prepare their documents carefully, ensuring a solid political, scientific and practical basis, complying with the regulations on policy consultation and the provisions of the Law on Promulgation of Legal Documents.
The auditing agencies should promote initiative, provide responsible criticism in a constructive spirit, clearly state issues that require consultation with the National Assembly Standing Committee, and propose specific solutions.
Discussions need to focus on core issues, removing practical obstacles, so that the promulgated law can be put into practice, creating momentum for national development.
Experience from the 9th Extraordinary Session and the 9th Session shows that the Nationalities Council and the National Assembly Committees coordinated with the drafting agencies early and remotely, considering this a common task and working very effectively. Therefore, at the 9th Session, the National Assembly passed 34 laws and a number of important resolutions, including the Resolution amending and supplementing a number of articles of the 2013 Constitution.
The National Assembly Chairman noted that we must continue to promote the spirit of initiative at the 10th Session, and must definitely pass the Land Law (amended) and the Planning Law (amended). "The Central Government has given guidance, we must follow the guidance; any issues beyond our authority will continue to be consulted," the National Assembly Chairman pointed out.
Consider carefully, decide correctly
National Assembly Chairman Tran Thanh Man said that along with reviewing draft laws, at the 49th Session, for the first time the National Assembly Standing Committee directly decided on the 2026 Legislative Program, instead of previously submitting it to the National Assembly for decision (implemented according to new regulations of the Law on Promulgation of Legal Documents).
This change in authority is to ensure that the program is flexible and closely follows reality. The 2026 legislative program needs to be consistent with the characteristics of 2026 - a year of transition and entry into a new term, ensuring focus and key points, focusing on truly urgent law projects, creating a solid legal foundation for the implementation of programs and tasks right from the first year of the term.
The Standing Committee of the National Assembly reviewed annual monitoring reports and reports on the monitoring results of the National Assembly's Monitoring Delegation on the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect and discussed the summary reports of the term of the National Assembly, the Standing Committee of the National Assembly, the President, the Government, the State Audit and judicial agencies.

In parallel with the work of summarizing the term, the National Assembly Standing Committee will discuss and approve joint resolutions and guidelines on consultation, nomination of candidates, and contact with voters. These are important documents for the election - a major political event of the country taking place early next year.
The National Assembly Chairman requested that resolutions be prepared in a very strict, clear, easy-to-implement manner, consistent with reality, ensuring that the process of consultation, introduction and selection of delegates takes place fairly, transparently and in accordance with the law.
At the same time, the National Assembly Standing Committee, the Central Committee of the Vietnam Fatherland Front and the Government must strengthen coordination, assign specific responsibilities, avoid shortcomings, and contribute to selecting truly exemplary delegates who are worthy representatives of the people's will and aspirations.
Stating that there is not much time left until the Election Day of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term (March 15, 2026), the National Assembly Chairman requested that agencies actively and resolutely participate.
An important content of the 49th Session is to give second opinions on the preparation for the 10th Session of the 15th National Assembly. It is expected that the upcoming Session will consider and decide on nearly 70 major contents, including many comprehensive draft laws and important resolutions to promptly institutionalize the Party's policies, especially Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71-NQ/TW on breakthroughs in education and training development; Resolution No. 59-NQ/TW on international integration in the new situation, along with investment policies for national target programs on education, health care, population and development for the period 2026-2035...

The National Assembly Chairman requested the National Assembly Standing Committee to focus on thorough discussion, direct review, and only include qualified content in the agenda; send documents to delegates on time, and avoid late submission or requests to add to the agenda right before or during the session.
For the contents of investment policies for national target programs and important national projects, the submission deadlines prescribed by law must be strictly followed. At the same time, coordination between the drafting agency and the reviewing agency must be strengthened, and the opinions of experts, voters, and the people must be maximized; and the Conference of full-time National Assembly deputies (expected at the end of September 2025) must be well organized to thoroughly prepare for the session.
At the meeting, the National Assembly Standing Committee will discuss a number of other important issues such as budget, public investment, financial mechanism, organization and operation regulations of the Jury; and review the report on people's petitions in August 2025 as usual.
Emphasizing that the workload at the Session is huge, requiring high responsibility and intelligence, the National Assembly Chairman requested members of the National Assembly Standing Committee and leaders of relevant agencies to promote a sense of responsibility, uphold political mettle, focus on intelligence, discuss democratically and scientifically, closely follow the Party's orientation and the direction of General Secretary To Lam at the 12th Central Conference, so that each content is thoroughly considered, decisions are correct and feasible, meeting the requirements of national development./.
