Urgently complete the project documents of Ho Chi Minh City Ring Road 4

On August 29, information from the Ho Chi Minh City People's Committee said that Chairman of the Ho Chi Minh City People's Committee Phan Van Mai sent an urgent dispatch to the Chairmen of the People's Committees of Long An, Binh Duong, Dong Nai and Ba Ria - Vung Tau provinces to complete the pre-feasibility study report of the Ho Chi Minh City Ring Road 4 project.

According to the Ho Chi Minh City People's Committee, implementing the direction of the Prime Minister in Official Dispatch No. 1263/TTg-CN dated September 29, 2021, the People's Committees of Long An, Binh Duong , Dong Nai, and Ba Ria - Vung Tau provinces have been assigned to implement projects related to Ho Chi Minh City Ring Road 4.

Up to now, localities have basically completed the preparation of the pre-feasibility study report for the project.

According to Notice No. 69/TB-BGTVT dated April 11, the Ministry of Transport and the People's Committees of the provinces agreed to request the People's Committee of Ho Chi Minh City to assume the role of focal agency, responsible for synthesizing and coordinating the implementation of these projects.

Ho Chi Minh City was also assigned to preside over the selection of a general consulting unit to review, prepare a general assessment report and study and propose specific mechanisms and policies for the entire Ring Road 4 route.

The Ho Chi Minh City Department of Transport is presiding over and coordinating with the Departments of Transport of localities and the Transport Design Consulting Corporation - JSC (the overall consulting unit) to review and prepare a general assessment report for the projects and research and propose specific mechanisms and policies applicable to the entire Ho Chi Minh City Ring Road 4.

Based on the contents agreed upon by the Ministry of Transport and the People's Committees of localities, the People's Committee of Ho Chi Minh City reported and recommended to the Prime Minister to propose specific mechanisms and policies applicable to the entire Ho Chi Minh City Ring Road 4.

However, during the working session on August 26, Minister of Planning and Investment Nguyen Chi Dung requested the Ho Chi Minh City People's Committee to coordinate with the provinces to complete the pre-feasibility study report of the Ring Road 4 project to submit to the National Assembly for consideration and decision on investment policy at the October 2024 session.

The project investment policy will identify component projects passing through Ho Chi Minh City and the remaining provinces; assign localities to organize implementation similar to the Ring Road 3 project.

The leaders of the Ho Chi Minh City People's Committee requested the Chairmen of the People's Committees of Long An, Binh Duong, Dong Nai, and Ba Ria - Vung Tau provinces to direct local departments, branches, and units to focus highly and urgently coordinate with the Ho Chi Minh City People's Committee to complete the pre-feasibility study report of the Ho Chi Minh City Ring Road 4 project.

On the Ho Chi Minh City side, the Department of Transport will be the agency in charge of advising on the preparation of the pre-feasibility study report.

The 207km long Ho Chi Minh City Ring Road 4 Project is of great significance to the socio-economic development of the provinces in the Southeast region and the Southern Key Economic Zone.

The Beltway 4 project passes through five provinces and cities, including: Ba Ria - Vung Tau (18.23km), Dong Nai (45.54km), Binh Duong (47.45km), Ho Chi Minh City (17.3km) and Long An (78.3km).

Phase 1 of the project has an estimated total investment of about 128,063 billion VND. Of which, construction costs are about 76,772 billion VND, site clearance costs are about 51,291 billion VND. The project is implemented in the form of BOT (build - operate - transfer).
