Prosperity after half a term of implementing the Resolution of the 22nd Gia Vien District Party Congress

Coming to Gia Vien these days, we feel the clear changes of a new rural district (NTM). Throughout the localities in the district, many colorful flower roads, shady green trees, mural paintings, and spacious houses exude the prosperous and peaceful life of the renewed countryside.

Comrade Nguyen Thanh Giang, Vice Chairman of Gia Thanh Commune People's Committee, excitedly said: Gia Thanh is in the final stages of the journey to build a model new rural area. From a purely agricultural commune, up to now, the occupations have been expanded, the economic structure has shifted in a positive direction, in which the proportion of industry, small-scale industry, and basic construction accounts for 65.7%; people's lives have been significantly improved; 10/10 hamlets are recognized as cultural hamlets; 5/10 hamlets have completed the construction of a model new rural area. This is the result of the strong leadership and direction of the Party Committee and authorities from the district to the grassroots level, along with the consensus and active participation of the people in building new rural areas.

According to statistics, since the beginning of the term, the total mobilized resources for building advanced new rural areas in Gia Vien district have reached over 2 trillion VND. Up to now, the district has 1 commune achieving model new rural areas, 5 communes achieving advanced new rural areas, 39 villages and hamlets achieving model new rural residential areas. The district strives to have 3 more communes achieving advanced new rural standards in 2023; from 15 to 20 villages and hamlets achieving model new rural standards. This is one of the outstanding results of Gia Vien district over the half-term of implementing the Resolution of the 22nd District Party Congress.

According to the assessment of the Gia Vien District Party Executive Committee, in the first half of the 2020-2025 term, despite facing many difficulties and challenges, especially the COVID-19 pandemic... which has significantly affected the implementation of the assigned tasks, with high determination, the Party Committee, government and people of Gia Vien District have achieved many important and relatively comprehensive results. In particular, the economic structure continues to shift in the right direction, gradually increasing the proportion in the industrial - construction , trade - service and tourism sectors.

In 2022, the industrial production value is estimated to reach 34,530 billion VND. In particular, attracting businesses to invest has been highly effective, such as: Hyundai Thanh Cong Factory No. 2 in Gian Khau Industrial Park; projects in Gia Lap Industrial Cluster. Production facilities outside the industrial park and cluster have increased rapidly in number and operated effectively with 1,880 production and business establishments in the industrial and handicraft sectors, creating jobs for tens of thousands of workers, promoting economic development, and increasing income for workers in the district.

In the period of 2020-2023, the average income of the district reached 64 million VND/person/year. In addition, the District Party Committee focused on leading agricultural production in the direction of organic, high quality; strengthening linkages along the value chain. Therefore, agricultural, forestry and fishery production achieved many positive results, the production value per hectare of cultivated land in 2023 is estimated at 120 million VND/ha. It is encouraging that the State budget revenue in the area every year reaches and exceeds the assigned estimate. The movement to build advanced new rural areas and model new rural areas continues to be focused on and achieves high results, people's lives are significantly improved. Infrastructure serving agriculture and rural areas has been strengthened. 100% of large pumping stations have been upgraded; 100% of canals and irrigation canals of grade I have been solidified, 100% of rural roads have been concreted.

Along with economic achievements, Gia Vien's cultural and social fields have many positive changes with outstanding colors: in 2022, the poverty rate in the district reached 0.65%, exceeding the target set by the Congress (0.4%); there are 19,540 workers working in enterprises in the area, reaching 102.2% of the Congress target; the rate of households using clean water reached 100%, exceeding the target set by the Congress. The quality of health care and education continues to be improved, in which the number of schools meeting national standards at level 2 exceeded the set target; the rate of medical examination and treatment reached over 100% compared to the plan. Local defense and military work has been strengthened, political security, social order and safety have been ensured; administrative reform, e-government construction, and digital transformation have had many positive changes.

The work of building the Party and the political system has been focused on and resolutely implemented. The Standing Committee of the District Party Committee has paid special attention to leading and directing the work of building and rectifying the Party. It has well implemented the regulations on the responsibilities of the heads of Party committees in receiving people, dialogue, handling and resolving citizens' reflections, recommendations, complaints and denunciations, promptly handling cadres and Party members showing signs of degradation. The arrangement, transfer, rotation and appointment of cadres have been carried out in accordance with the process, ensuring strictness and principles; 13/21 communes and towns have had key cadres who are not local people. It has focused on improving the leadership capacity and fighting strength of the Party organization, especially paying attention to improving the quality of Party cell activities, assigning District Party Committee members, leaders and cadres of departments, offices and unions of the district to attend regular meetings at residential area Party cells. Thereby, the living and working habits of the Party cells have been effectively maintained.

During the past half term, Gia Vien District Party Committee established 4 Party organizations in non-State enterprises; admitted 635 qualified Party members; every year, the number of grassroots Party organizations meeting the standard of "Completing tasks well" or higher reached nearly 90%. Party inspection, supervision and discipline work was directed in a focused, drastic and comprehensive manner. After half of the term, 16/16 targets of the Resolution of the 22nd District Party Congress, term 2020-2025 were completed according to the annual plan, of which 5 targets completed the whole term, including: Total social investment capital; number of employees in enterprises in the area; schools meeting national standards level 2; number of individual production and business establishments by the end of the term; rate of households using hygienic water for daily life.

The above results were achieved because the Gia Vien District Party Committee promoted the spirit of solidarity, creatively applied the policies of the Central and the province in accordance with the local situation; focused on leadership, direction, and management, resolutely, with focus and key points, firmly maintained the principle of democratic centralism; worked according to plan, and resolved work according to procedures.

In addition, Party committees at all levels, authorities, the Fatherland Front and socio-political organizations have proactively followed the political tasks of the locality, closely followed the grassroots, done a good job of mobilizing the masses, increased dialogue, and resolved arising issues. Strengthened discipline, order, capacity, responsibility and effectiveness in performing public duties of cadres, party members, civil servants and public employees. Enterprises have made efforts to overcome difficulties, stabilize production and business, contributing to maintaining economic growth, ensuring jobs and income for workers.

To complete the goals and tasks of the entire 2020-2025 term, in the remaining half of the term, the Party Committee, government and people of Gia Vien district continue to promote the spirit of solidarity, turn determination into action and take effective action to create a breakthrough in socio-economic development, making Gia Vien increasingly developed.
