Positive developments after half of the term implementing the Resolution of the 22nd Gia Viễn District Party Congress.

Visiting Gia Vien these days, we can clearly feel the transformation of a new rural district. Throughout the district, many roads are adorned with vibrant flowers, shady green trees, murals, and spacious houses, reflecting the prosperous and peaceful life of a modernized countryside.

Comrade Nguyen Thanh Giang, Vice Chairman of the Gia Thanh Commune People's Committee, happily stated: Gia Thanh is in the final stages of its journey to build a model new rural area. From a purely agricultural commune, it has now seen the expansion of various industries, with the economic structure shifting in a positive direction, where the proportion of industry, handicrafts, and basic construction accounts for 65.7%; the people's lives have improved significantly; 10 out of 10 hamlets have been recognized as cultural hamlets; and 5 out of 10 hamlets have completed the construction of a model new rural area. This is the result of the decisive leadership and direction of the Party committees and authorities from the district to the grassroots level, along with the consensus and active participation of the people in building the new rural area.

According to statistics, from the beginning of the term to date, the total resources mobilized for building advanced new rural areas in Gia Vien district have reached over 2 trillion VND. To date, the district has 1 commune achieving model new rural area status, 5 communes achieving advanced new rural area status, and 39 villages and hamlets achieving model new rural residential area status. The district strives to have an additional 3 communes achieving advanced new rural area status and 15 to 20 villages and hamlets achieving model new rural area status in 2023. This is one of the outstanding results of Gia Vien district in the first half of the term implementing the Resolution of the 22nd District Party Congress.

According to the assessment of the Gia Vien District Party Committee, in the first half of the 2020-2025 term, despite facing many intertwined difficulties and challenges, especially the COVID-19 pandemic, which significantly affected the implementation of the set tasks, the Party Committee, government, and people of Gia Vien district, with high determination, achieved many important and relatively comprehensive results. In particular, the economic structure continued to shift in the right direction, gradually increasing the proportion of the industrial-construction , trade-service, and tourism sectors.

In 2022, the value of industrial production was estimated at 34,530 billion VND. Notably, attracting businesses to invest was highly effective, such as the Hyundai Thanh Cong No. 2 factory in Gian Khau Industrial Park and projects in Gia Lap Industrial Cluster. Production facilities outside industrial parks and clusters increased rapidly in number and operated efficiently, with 1,880 production and business establishments in the industrial and handicraft sectors, creating jobs for tens of thousands of workers, boosting economic development, and increasing income for workers in the district.

During the period 2020-2023, the average income of the district reached 64 million VND/person/year. In addition, the District Party Committee focused on leading agricultural production towards organic and high-quality farming; strengthening linkages along the value chain. As a result, agricultural, forestry, and fisheries production achieved many positive results, with the value of production per hectare of cultivated land estimated at 120 million VND/hectare in 2023. It is encouraging that the State budget revenue in the district annually met and exceeded the assigned targets. The movement to build advanced and model new rural areas continued to be focused on and achieved high results, significantly improving the lives of the people. Infrastructure serving agriculture and rural areas was strengthened. 100% of large pumping stations were upgraded; 100% of first-level irrigation canals were reinforced, and 100% of rural roads were concreted.

Along with economic achievements, Gia Viễn's socio-cultural sector has seen many positive changes with notable highlights: in 2022, the poverty rate in the district decreased by 0.65%, exceeding the target set by the Congress (0.4%); 19,540 workers were employed in local businesses, reaching 102.2% of the Congress's target; the percentage of households using clean water reached 100%, exceeding the Congress's target. The quality of healthcare and education continued to improve, with the number of schools meeting national standards level 2 exceeding the target; the rate of medical examinations and treatments reached over 100% of the plan. Local defense and military work was strengthened, political security and social order were ensured; administrative reform, the development of e-government, and digital transformation have seen many positive changes.

Party building and the political system have been implemented decisively. The Standing Committee of the District Party Committee has paid special attention to leading and directing the work of Party building and rectification. Regulations on the responsibility of heads of Party committees in receiving citizens, engaging in dialogue, and handling and resolving citizens' feedback, suggestions, complaints, and denunciations have been effectively implemented, and timely action has been taken against cadres and Party members showing signs of moral degradation. The arrangement, transfer, rotation, and appointment of cadres have been carried out according to the correct procedures, ensuring strict adherence to principles; key cadres in 13 out of 21 communes and towns have been appointed from outside the locality. Emphasis has been placed on improving the leadership capacity and fighting strength of Party organizations, especially focusing on improving the quality of Party branch activities. District Party Committee members, leaders, and cadres from district departments, agencies, and mass organizations have been assigned to attend regular meetings at residential area Party branches. As a result, the regular activities and operations of Party branches have been effectively maintained.

During the first half of the term, the Gia Vien District Party Committee established 4 Party organizations in non-state-owned enterprises; admitted 635 qualified Party members; and annually, nearly 90% of grassroots Party organizations met the "Successfully Completed Tasks" standard or higher. Party inspection, supervision, and disciplinary work was directed in a focused, decisive, and comprehensive manner. Halfway through the term, all 16 targets of the Resolution of the 22nd District Party Congress, term 2020-2025, were completed according to annual plans, with 5 targets achieving the full-term goals: total social investment capital; number of workers in enterprises in the district; schools meeting national standards level 2; number of individual production and business establishments by the end of the term; and percentage of households using clean drinking water.

The above results were achieved because the Gia Viễn District Party Committee fostered a spirit of unity, creatively applied the policies of the Central Government and the province in accordance with the local situation; focused on decisive leadership, direction, and management, maintaining the principle of democratic centralism; and worked according to plan and resolved issues according to procedures.

Furthermore, Party committees, government agencies, the Fatherland Front, and political and social organizations have proactively adhered to the local political tasks, maintained close contact with the grassroots, effectively mobilized the masses, strengthened dialogue, and resolved emerging issues. Discipline, order, capacity, responsibility, and the effectiveness of public service performance among cadres, Party members, civil servants, and public employees have been enhanced. Businesses have strived to overcome difficulties, stabilize production and business operations, contributing to maintaining economic growth and ensuring jobs and income for workers.

To achieve the goals and tasks of the entire 2020-2025 term, in the remaining half of the term, the Party Committee, government, and people of Gia Vien district will continue to promote the spirit of unity, transform determination into action, and act effectively to create breakthroughs in socio-economic development, bringing Gia Vien to even greater heights.
