On the afternoon of October 5th, at the regular government press conference for September, Deputy Minister of Education and Training Le Tan Dung provided specific information on the policy of restructuring, merging, and dissolving universities and vocational education institutions.

According to Mr. Le Tan Dung, this policy, affirmed by the Politburo in its July resolution on breakthroughs in education and training development, is being implemented seriously, scientifically, and decisively.
"The restructuring touches on many people's feelings and emotions, so it must be done cautiously, but at the same time, it must be scientific , systematic, and decisive. The Ministry of Education and Training cannot do this alone; it requires the joint efforts and coordination of central and local ministries and agencies, as well as universities nationwide," Deputy Minister Dung said.
Currently, the Ministry of Education and Training, as assigned, is developing a plan to reorganize universities and vocational schools, transferring some of them to local authorities. The Ministry will soon submit the plan to the Prime Minister for approval and immediately implement the reorganization in 2026.
The leader of the Ministry of Education and Training also affirmed that the upcoming project will be based on the viewpoints and resolutions of the Party, the resolutions of the National Assembly and the Government; based on the planned university and vocational training network, clearly defining the missions of universities and vocational training facilities.
"The principles and criteria are very specific and clear for transparent implementation, avoiding asking for and giving, taking advantage, lobbying, and negativity. We affirm that this situation will not happen," the Deputy Minister of Education and Training emphasized, adding that the ministry will seek opinions from ministries, branches, localities, experts, especially universities, to create high consensus.
When the project is proposed, it will be "convinced and implemented without any problems". The Ministry of Education and Training will provide full information to the media after the project is approved. Mr. Dung also affirmed that recently, some online information sites have shared information about incorrect content arrangement.
Previously, the Politburo issued Resolution 71 on breakthroughs in education and training development, setting out the task of modernizing and upgrading higher education, creating breakthroughs in the development of highly skilled human resources and talents, and leading research and innovation.
Among these, the reorganization, restructuring, and merger of higher education institutions is one of the key solutions. Approximately 140 universities and vocational education institutions are expected to be subject to this restructuring.
