Panorama Model of Vietnam's Private Economy: Public-Private Bridge for Development

(Chinhphu.vn) - On September 11, in Hanoi, the Ceremony to announce the Model "Panorama of Vietnam's Private Economy" and launch the Executive Council and key personnel of the Committees took place with the participation of many business leaders, experts and associations, affirming that the private sector is an important driving force in sustainable economic development.

Private enterprises join forces with the State in the new model.

Representatives from the Private Economic Development Research Board (Board IV) shared: During a meeting with Board IV, Prime Minister Pham Minh Chinh emphasized that the "Overview of Vietnam's Private Economy" model must be implemented effectively and efficiently, mobilizing the combined strength of the private sector and contributing to the realization of Resolution 68-NQ/TW of the Politburo .

Following the directives in Conclusion No. 436/TB-VPCP dated August 22, 2025, after many years of preparing the foundation and fostering strong connections within the business community, Committee IV organized the Announcement Ceremony of the model and the launch of the Executive Council and key personnel of the Committees – within the framework of the First Vietnam Private Economic Overview Program.

The event was attended by members of the Executive Council, leaders of committees and working groups, and representatives from numerous businesses in the fields of innovation, manufacturing, infrastructure, logistics, services, and human resources. In addition, experts, association representatives, prominent entrepreneurs, and media outlets were also present.

Gathering large-scale business forces

According to Mr. Truong Gia Binh – Head of Committee IV, member of the Vietnam Private Economic Overview Executive Council, the model aims for the goal of "Public-private nation building: Strong and prosperous." Mr. Binh emphasized that this will be a mechanism for joint work and shared responsibility between the private sector and the State, and a place where the intelligence, resources, voices, and major solutions of the business community converge.

The "Public-Private Partnership for National Development" program sets out three symbolic numbers: 20, 200, and 2,000. Specifically, it aims to build at least 20 national-level public-private partnership models; establish 200 strong national enterprises; and mobilize at least 2,000 intellectuals and entrepreneurs from both within and outside the country to participate.

Ms. Pham Thi Ngoc Thuy – Director of Office IV – affirmed: The distinguishing feature of this model is the gathering of the largest and most formal private enterprises. The model operates continuously and long-term, without vested interests, focusing instead on the responsibility of designing and implementing comprehensive solutions for economic development.

The program's goal and mission is to promote the private sector as a key driver of growth, contributing to building an independent, self-reliant, and sustainable economy. Simultaneously, it aims to partner with businesses to solve national problems, based on science and technology, innovation, digital transformation, and global integration.

The Executive Council of the Vietnam Private Economic Overview includes many prominent business leaders such as Mr. Truong Gia Binh (Chairman of the Board of Directors of FPT Group, Head of Committee IV), Mr. Don Lam (General Director of VinaCapital), Mr. Mai Huu Tin (General Director of U&I Group), Mr. Vu Van Tien (Chairman of the Board of Directors of Geleximco Group), Ms. Nguyen Thi Phuong Thao (Chairman of the Board of Directors of Sovico Group), Ms. Cao Thi Ngoc Dung (Chairman of the Board of Directors of Phu Nhuan Jewelry Joint Stock Company - PNJ) and key leaders of the Committees, representing businesses such as: Gemadept, Shinec, Eurowindow, Dai Dung, Thai Hung, AA Corporation, Vinh Hiep, Hanel PT, TMG…

Mr. Phan Duc Hieu, a member of the National Assembly's Economic Committee, assessed that the "Public-Private Partnership for National Development" initiative spreads the entrepreneurial spirit into the public sector, creating positive changes. Mr. Hieu suggested that businesses should not only provide constructive criticism but also proactively propose specific policies, especially as the National Assembly prepares to amend 48 laws related to business activities.

In addition to the Executive Council, committees and working groups were also introduced. This is an important step in detailing the objectives, values, and operational methods of the model.

According to a representative from Committee IV: The larger event – ​​the first Vietnam Private Economic Overview – is scheduled to take place on October 10, 2025, in Hanoi, coinciding with Vietnam Entrepreneurs' Day. This will be an opportunity for the entire business community, along with the Government, ministries, and localities, to continue discussing and designing solutions to work together towards the goal of "Public-private nation building: Strong and prosperous."
