Focus on developing cage fish farming.
Following the introduction from the officials of Muong Hoa commune, we visited Ngoi hamlet, where cage fish farming is currently thriving. In conversation with us, Mr. Bui Van Nga from Ngoi hamlet said: Cage fish farming brings much higher economic efficiency than farming and livestock raising in the area. Thanks to the advantage of clean lake water and ideal depth, the fish are rarely affected by disease. In particular, the prices of various fish here are very stable, as they are mainly used to serve tourists. Black catfish is the main species and specialty of the lake area, favored by customers; therefore, for many years, households have mainly raised this species, along with some other common species such as red tilapia, grass carp, and common carp...
According to calculations, a fish cage can generate an income of 50-70 million VND per year. To promote cage fish farming, since 2014, the former Hoa Binh province has issued Resolution No. 12 and Decision No. 10 providing capital, technical support, and investment incentives, which have contributed to the strong development of cage fish farming on Hoa Binh Lake in general, and in Muong Hoa commune in particular. According to statistics, Muong Hoa commune currently has 609 fish cages, an increase of 24 cages compared to the beginning of the term, with an average annual production of over 784 tons.
Muong Hoa has 7 hamlets bordering Hoa Binh Lake, including Mu, Ngoi, Ne, Liem, Ong, Tham, and Thung, and is located within the core zone of the Hoa Binh Lake tourist area. Therefore, cage fish farming on the lake combined with tourism has been identified by the commune as one of the key areas to focus on developing in order to create sustainable livelihoods for the local people.
Comrade Ngo Ngoc My, Chairman of the People's Committee of the commune, said: In the short and long term, the locality will strengthen the promotion and introduction of products, connect with businesses and supermarkets to form a stable consumption chain. In addition, it will support fish farming households in applying new technologies and diversifying products to meet the needs and tastes of tourists from all over. It will encourage people to develop cage fish farming in conjunction with protecting the environment of Hoa Binh Lake to maintain a sustainable livelihood for the people and attract tourists to explore and experience.
Making tourism a key economic sector.
Along with cage fish farming, the Hoa Binh Lake area in Muong Hoa commune, with its highlight being Ngoi Hoa Bay, often referred to as "Ha Long Bay on land," possesses exceptionally valuable potential for local tourism development. Following the merger, Muong Hoa commune has opened up new opportunities and room for development as it is included in the Hoa Binh Lake National Tourism Area Plan, designated as the core area of the tourism zone. This presents a significant opportunity and potential for the commune to shift its purely agricultural economy towards tourism and service-based economic development.
The commune currently has 5 eco-tourism and resort projects that have been approved for investment with a total registered investment capital of 2,710 billion VND; 1 project has already started operating and welcoming tourists. Priobay eco-tourism area officially opened in February 2025, becoming an attractive destination in Muong Hoa.
In recent years, leveraging its potential and advantages in tourism development, Muong Hoa commune has focused on effectively clearing land for tourism projects. In addition, it has promoted tourism to visitors and investors through various activities. It has mobilized resources to preserve the cultural identity of the Muong ethnic group in conjunction with community tourism development. It has also constructed green fences and continued to invest in the construction of electricity lines to Hoa Tien Cave... Over the past few years, the commune has attracted over 46,624 visitors, especially during the early spring season.
The Chairman of the People's Committee of Muong Hoa commune emphasized: The locality will strengthen efforts to attract investment in the development of ecotourism and community tourism, especially in the Song Da reservoir area. At the same time, it will improve tourism infrastructure, build and expand community tourism areas, and develop homestay and resort systems that reflect the unique ethnic culture. It will effectively exploit natural potential through experiential activities, sightseeing, and relaxation. It will also promote tourism, establish linkages, and mobilize resources to attract tourists.
Focus on developing distinctive tourism products associated with spiritual festivals and traditional culture to create highlights, enhance the value of experiences, and increase the attractiveness of the locality. Gradually strive to make tourism a key economic sector, contributing positively to economic restructuring, generating revenue, reducing poverty, creating jobs, and providing regular income for workers. Aim to welcome over 100,000 tourists by 2030, with estimated revenue of approximately 30 billion VND.
