Upholding a sense of responsibility is crucial in developing the national power development plan.

This was the directive given by Deputy Prime Minister Tran Hong Ha to ministries, sectors, and localities at the Government's online conference on the Plan for implementing the National Power Development Plan for the period 2021-2030, with a vision to 2050 (Power Plan VIII) this afternoon, December 15th. Vo Van Hung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and Ha Sy Dong, Standing Vice Chairman of the Provincial People's Committee, attended the conference at the Quang Tri branch.

The Power Development Plan VIII, approved by the Prime Minister , has defined the viewpoints, objectives, vision, development orientation, and list of priority investment projects for the power sector, as well as specific solutions for developing the power sector with a long-term vision, efficiency, and sustainability, creating a foundation to promote rapid and sustainable national development...

The plan has been updated and details the development process for structurally-aligned power generation projects up to 2030 with a total capacity of approximately over 130,700 MW.

According to the Ministry of Industry and Trade , only 6 localities have provided complete data according to the Ministry's 9 relevant criteria, while 5 localities have provided data but still lack some required criteria. Many localities have developed electricity demand plans that exceed the capacity specified in the Power Development Plan VIII...

The 57 localities that have not yet submitted information and data, or whose data is incomplete or does not meet the criteria for prioritization, are requested to exchange information and coordinate with the Ministry of Industry and Trade to appraise and finalize the Power Development Plan VIII, and submit it to the Government soon.

Contributing his opinion, the Standing Vice Chairman of the Provincial People's Committee, Ha Sy Dong, suggested that the Ministry of Industry and Trade should develop and refine the policy and legal framework for electricity development and renewable energy development. This includes researching and developing auction and bidding mechanisms for selecting investors, perfecting the competitive electricity market model, establishing a direct electricity trading mechanism, and developing a mechanism for investing in transmission grids through socialized investment... in order to create a favorable legal framework for the implementation of the Power Development Plan VIII.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha emphasized that the implementation plan for the Power Development Plan VIII has not yet been approved due to numerous difficulties and obstacles, especially regarding the allocation of resources to different regions and localities. Because the resource allocation plan is based on the socio-economic development needs of localities and forecasts, delays in implementing the plan will significantly impact socio-economic development.

The Deputy Prime Minister emphasized that it is the responsibility of local authorities to ensure that investment projects are highly feasible and legally sound. The Ministry of Industry and Trade is responsible for allocation and technical consultation, and particularly needs to pay attention to the financial aspects of project implementation.

Local authorities are required to demonstrate a high sense of responsibility and determination in developing plans, and to coordinate with the Ministry of Industry and Trade to supplement and finalize the plans for submission to the Government for approval.
