That is the direction of Deputy Prime Minister Tran Hong Ha to ministries, branches and localities at the Government's online conference on the Plan to implement the National Power Development Plan for the period 2021 - 2030, with a vision to 2050 (Power Plan VIII) this afternoon, December 15. The VIII Power Plan approved by the Prime Minister has identified the viewpoints, goals, visions, development orientations and a list of priority investment projects of the power sector, as well as specific solutions to develop the power sector with a long-term, effective and sustainable vision, creating a foundation to promote rapid and sustainable development of the country...
The plan has updated and detailed the development process for power source projects suitable for the structure until 2030 with a total capacity of about more than 130.7 thousand MW.
According to the Ministry of Industry and Trade , currently only 6 localities have provided complete data according to the 9 relevant criteria of the Ministry of Industry and Trade, 5 localities have provided data information but still lack some criteria according to regulations. Many localities have developed plans for power demand exceeding the capacity according to the 8th Power Plan...
It is recommended that 57 localities that have not submitted information and data or have not fully implemented the criteria for screening in order of priority need to discuss and coordinate with the Ministry of Industry and Trade to appraise and complete the Power Plan VIII and submit it to the Government soon.

Giving opinions, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong proposed that the Ministry of Industry and Trade build and complete the policy and legal framework on electricity development and renewable energy development. In particular, research and develop auction and bidding mechanisms to select investors, complete the competitive electricity market model, direct electricity trading mechanism, transmission grid investment mechanism in the form of socialization... to create legal conditions in the process of organizing the implementation of the VIII Electricity Plan.
Speaking at the conference, Deputy Prime Minister Tran Hong Ha emphasized that the plan to implement the 8th Power Plan has not been approved yet due to many difficulties and problems, especially in allocating resources to regions and localities. Because the resource allocation plan is based on the socio-economic development needs of localities to make forecasts, the delay in implementing the plan will greatly affect socio-economic development.
The Deputy Prime Minister emphasized that it is the responsibility of localities to develop highly feasible investment projects that are legally guaranteed. The Ministry of Industry and Trade is the agency responsible for allocating and providing technical advice, and paying special attention to the financial aspect to implement the projects.
Localities are required to uphold their sense of responsibility and determination in developing plans and coordinating with the Ministry of Industry and Trade to supplement and complete the plans for submission to the Government for approval.
