Positive developments within the Party Committee of Vietnam Railways Corporation.

Recognizing the importance of political and ideological work, the Party Committee of Vietnam Railways Corporation directed the organization of study and thorough understanding of Party Directives and Resolutions; the dissemination and updating of information on new policies and guidelines, and new theoretical and practical issues through various forms suitable to the conditions of agencies and units; and the effective implementation of the 2024 thematic program "Studying and following the thoughts, ethics, and style of Ho Chi Minh on building Vietnamese culture, people, and corporate culture." Party committees and mass organizations at all levels regularly do a good job of understanding the thoughts and motivating cadres, Party members, and workers; promptly publicizing and rewarding exemplary "good people, good deeds" with the motto "using the good to overcome the bad," and guiding the timely resolution of emerging problems and obstacles in production and business activities.

Preparations for Party congresses at all levels within the Corporation and the 13th Party Congress of the Vietnam Railway Corporation were proactively and meticulously planned, in accordance with regulations and guidelines. Party development and member management were always prioritized and effectively implemented by the Corporation's Party Committee; in 2024, 233 new Party members were admitted (104% compared to the same period).

Party committees and inspection committees at all levels within the Party organization have closely followed the directives and inspection and supervision programs of higher levels to build and organize the implementation of inspection and supervision tasks in their units. This has led to the identification of shortcomings, limitations, and weaknesses for rectification, making a significant contribution to leading the implementation of political tasks and Party building work. The implementation of Directive No. 27-CT/TW of the Politburo on strengthening the Party's leadership over the work of practicing thrift and combating waste, and the documents implementing the work of preventing and combating corruption and negative phenomena, have shown many positive changes.

Alongside this, emphasis has been placed on mass mobilization and leadership of mass organizations. Under the leadership of Party committees at all levels, trade unions at all levels throughout the industry have made many innovations in content and methods of operation, focusing on the grassroots, for the benefit of workers and the sustainable development of enterprises. Activities such as organizing meetings and dialogues between the Secretary and Chairman of the Board of Members of the Corporation with exemplary station managers and train conductors; visiting and giving gifts to collectives and workers working on New Year's Eve; providing assistance to workers in difficult circumstances; organizing the "Tet Reunion - Spring Sharing" program at stations and in remote areas; and donating to support people and railway workers affected by Typhoon No. 3 ( Yagi ) have encouraged and motivated union members to overcome difficulties and actively contribute to improving production and business efficiency.

Youth Union branches throughout the Corporation have effectively promoted their role as a vanguard and volunteer force in all areas of activity, organizing many meaningful action movements and creating an environment for members to learn, improve their skills, contribute, and grow. Notable examples include the "Youth Union Member Training" program and the "Vietnamese Youth Learning and Following the Teachings of Uncle Ho" campaign, linked with youth volunteer movements serving passengers and cargo owners; and ensuring railway safety at level crossings and unguarded access points.

One of the outstanding highlights in proactively implementing Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam on "Some issues concerning the continued reform and restructuring of the political system's organizational apparatus to be streamlined, effective, and efficient" is the merger of the Hanoi and Saigon Railway Transport Joint Stock Companies, completing the restructuring plan ahead of schedule to improve production and business efficiency, reduce transportation costs and prices; concentrate resources, finances, and transport vehicles to enhance competitiveness, improve corporate governance efficiency, and increase the ability to mobilize capital for railway transport development plans.

The Corporation participated with the Ministry of Transport in the process of preparing and submitting to the National Assembly for approval the investment in the North-South high-speed railway project, and the investment policy for the project was approved by the National Assembly on November 30, 2024; completed and submitted to the Ministry of Transport the restructuring plan for Vietnam Railways Corporation to manage, operate, and exploit the high-speed railway.

In 2024, passenger transport business maintained positive results and increased compared to the previous year, with output, revenue, and profit exceeding targets. Many solutions to increase freight transport volume, especially international intermodal rail transport, were effectively implemented, with total import and export goods through the two border gates reaching 136% compared to the same period. Localities and partners strengthened cooperation with the railway to leverage potential strengths, connect and experience local heritage, and connect services and transportation – sharing for mutual development.

To achieve the above-mentioned positive results, the Party Committee of the Corporation directed the organization of preliminary and final reviews of resolutions on transportation, railway safety, science and technology, human resources, etc., assessing strengths, weaknesses, and emerging obstacles, thereby proposing appropriate solutions and directions. Along with that, it promoted the application of information technology to support and improve the efficiency of transportation management, enhance professionalism in customer service; proactively and flexibly developed routes and organized train operations rationally during peak transportation periods such as holidays, Tet, and summer; introduced many new products and services; and renovated and beautified train stations to become cultural destinations with the motto "Each route a different flower, each station a different destination," which was highly appreciated by train passengers.

The Central Heritage Connection train service, a new product launched in 2024 by the railway industry, has been highly appreciated by passengers.

The year 2025 marks the 70th anniversary of the establishment of the Party Committee of Vietnam Railways Corporation (April 6, 1955 - April 6, 2025), and is also a significant year for striving to successfully achieve the targets of the 13th National Party Congress Resolution and the 12th Party Congress Resolution of the Corporation's Party Committee. Alongside many advantages, there are also numerous difficulties and challenges.

According to Dang Sy Manh, Secretary of the Party Committee of Vietnam Railways Corporation, the Corporation's Party Committee has issued a Resolution on the results of leading Party building work and implementing political tasks in 2024, and the key tasks for 2025. Building on achievements, frankly acknowledging limitations, shortcomings, and their causes, the Corporation will decisively and comprehensively implement solutions to strive for the successful completion of set targets, joining the country in entering a new era, an era of national progress.

The main areas of focus include preparing and successfully organizing Party congresses at all levels within the Corporation and the 13th Party Congress of the Vietnam Railway Corporation; continuing to innovate and improve the quality and effectiveness of Party building work in conjunction with the enterprise restructuring process, with particular emphasis on reforming and streamlining the Corporation's organizational structure for efficient and effective operation. Continuing to strictly enforce Party discipline, effectively implement regulations on Party member management, promote the exemplary conduct of cadres and Party members, especially the heads of Party committees, agencies, and organizations; and preventing and combating ideological and political degradation, moral decay, and lifestyle deviations, as well as manifestations of "self-evolution" and "self-transformation" within the organization.

The Corporation focuses on efficiently and safely exploiting existing railways, proactively coordinating and participating in related areas of high-speed railway projects on the North-South axis and some new railway lines; organizing the efficient operation of railway infrastructure assigned by the State, creating more jobs and income for workers, striving for effective growth in production and business, with profits in each subsequent year exceeding those of the previous year.
