Colonel Bui Le Ninh, Deputy Head of the Propaganda and Mobilization Department, Propaganda and Training Bureau; and Colonel Luu Van Doan, Deputy Head of Political Affairs, 15th Army Corps, co-chaired the seminar. Attendees included representatives from the leadership and command of agencies and units under the 15th Army Corps, as well as local Party committees and authorities from border communes in Gia Lai and Quang Ngai provinces.
At the seminar, the 15th Army Corps reported on the results of its educational and propaganda work regarding the Army's participation in labor and production, combining national defense with socio -economic development during the 2021-2025 period. This served as a basis for the survey team and delegates to exchange ideas and contribute to the development of Project 6441. The discussion focused on improving the effectiveness of propaganda, promoting the model of combining national defense with economic development in border areas; perfecting the coordination mechanism between military units and local authorities; training grassroots speakers and propagandists; and investing in modern equipment and facilities for propaganda work, tailored to the specific characteristics of ethnic minority and mountainous regions.
The report presented at the seminar showed that, during the period 2021-2025, the 15th Army Corps organized more than 250 political training courses, 70 training sessions, and 40 competitions for outstanding propagandists, with over 18,000 participants; effectively promoting flexible propaganda models such as "Internal public address system," "Connected household pairs," and "Young propagandists following Uncle Ho's teachings," thereby contributing to consolidating trust and building a solid "people's support" in the strategic Central Highlands region.

Local representative, Comrade Van Ba Dinh, Vice Chairman of the People's Committee of Ia Krel commune (Gia Lai province), said that thanks to the close coordination between the 75th Economic-Defense Brigade (15th Army Corps) and the local government, the lives of the people have gradually stabilized and political security has been maintained. He suggested that further investment in propaganda equipment, especially high-tech loudspeaker systems, is needed to improve the effectiveness of propaganda work in remote areas.
Comrade Ngo Tan Quyet, Vice Chairman of the People's Committee of Sa Loong commune (Quang Ngai province), affirmed that the 732nd Economic-Defense Brigade (15th Army Corps) plays a particularly important role in the local development process. Thanks to the comprehensive support and assistance of the unit, Sa Loong commune has completed the new rural development program, the material and spiritual lives of the people have been increasingly improved; many households have stable jobs, and political security and social order have been maintained. He emphasized that the 732nd Economic-Defense Brigade is truly a reliable "support system" for the local government and people, contributing to transforming Sa Loong from a difficult border area into a shining example of socio-economic development in the province.

Concluding the seminar, Colonel Bui Le Ninh acknowledged and highly appreciated the results achieved by the 15th Army Corps in propaganda and education on the Army's participation in labor and production, combining national defense with socio-economic development. He emphasized that the opinions and suggestions from the grassroots level are an important basis for the Propaganda Department to research, absorb, and refine Project 6441, ensuring practical content, relevance to reality, high feasibility, and meeting the requirements of the tasks in the 2026-2030 period.
