Accordingly, due to the influence of storm No. 3, there was heavy rain in Tien Yen district. The total rainfall from September 6 to 9:00 a.m. on September 9 was 166.8 mm (data from the Quang Ninh Provincial Hydrometeorological Station).

Due to the rain, the left shoulder earth dam of the Ha Thanh irrigation project (Dong Hai commune) broke about 50m, water from the project affected about 400 households in three villages: Ha Trang Dong, Ha Trang Tay, Na Bac; the crop area was flooded about 100ha. The water level was from 1-1.5m.
Tien Yen District People's Committee has evacuated affected households to safe places since the morning of September 9, with no human casualties.
It is known that this project is not a reservoir, but just a dam on the river, so the amount of water stored is not much and the water is currently receding. However, the rescue team has not yet reached the incident location. The working group of the Department of Agriculture and Rural Development has arrived at the scene and is waiting for the water to recede to approach the broken dam.
