The report from the Department of Internal Affairs clearly states: In 2024, the internal affairs sector promptly disseminated and identified key tasks to focus on implementation. Accordingly, the restructuring and streamlining of the organizational apparatus of state administrative agencies and public service units has gradually overcome the fragmentation and wastefulness in the use of state investment resources.
To date, the province has reduced 25 out of 150 specialized departments under provincial agencies, 3 out of 17 sub-departments, 38 out of 93 specialized departments under sub-departments, and 182 out of 664 public service units, exceeding the target set for 2025 by 7.4% according to Resolution No. 19 of the 12th Central Committee of the Communist Party of Vietnam.
The Department of Internal Affairs promptly developed a plan outlining the arrangement of agencies and units under the local government sector in accordance with the directives of the Central Steering Committee for summarizing the implementation of Resolution No. 18 of the 12th Central Committee of the Communist Party of Vietnam, and submitted it to the Provincial People's Committee for reporting to the Standing Committee of the Provincial Party Committee for consideration and feedback.
The allocation of civil servant staffing quotas and the number of employees to agencies and units in the province has been carried out promptly, basically meeting the requirements of the tasks. The management and use of civil servant staffing quotas and the number of employees are strictly controlled and comply with regulations. 100% of administrative agencies and public service units have had their job positions approved by the Provincial People's Committee, enabling timely recruitment and the placement of employees in positions that match the approved competency framework.
Significant achievements have been made in administrative reform. The management of cadres, civil servants, and public employees has received attention from all levels and sectors, with regular consolidation and improvement to ensure sufficient numbers and enhanced quality, meeting the requirements and tasks of each agency, unit, and locality.
The recruitment of civil servants and public employees, promotion of civil servants, and advancement of professional titles are ensured to be transparent, fair, and in accordance with the law. The restructuring of district and commune-level administrative units in the 2023-2025 period is implemented synchronously and promptly, ensuring compliance with regulations and paying attention to ensuring the benefits and policies for commune-level officials, civil servants, and non-specialized personnel who become redundant after the restructuring of administrative units.
Despite the achievements, there are still some difficulties and obstacles, such as the low PAR Index, PAPI, and SIPAS, which have not met the targets set in the Resolution of the 17th Provincial Party Congress and Resolution No. 01 of the Provincial Party Committee, especially the index of citizen satisfaction with the services of state administrative agencies.
Some administrative agencies and organizations have internal organizational structures that do not meet the conditions and criteria for establishment as prescribed. The downsizing of personnel still faces many difficulties; therefore, the target of reducing the workforce by at least 10% by 2026 compared to 2021 is unlikely to be achieved.
The conference devoted most of its time to discussing and highlighting the causes of achievements as well as existing shortcomings and limitations, and setting tasks for 2025. These included restructuring specialized agencies under the Provincial People's Committee and district-level People's Committees according to the central government's and the Provincial Party Committee's guidelines, while also reorganizing public service units, steering committees established by the Provincial People's Committee, and associations operating within the province towards a streamlined, effective, and efficient operation.

Speaking at the conference, Acting Chairman of the Provincial People's Committee Ha Sy Dong requested the Department of Internal Affairs to advise the Provincial Party Standing Committee and the Provincial People's Committee on truly groundbreaking, strategic, and comprehensive solutions to accelerate administrative reform in the province during the 2025-2030 period.
The Ministry of Interior promptly advised on streamlining the organizational structure to ensure efficiency and effectiveness, in line with the functions, tasks, powers, organizational structure, job positions, staffing levels, and civil servant rank structure of agencies and units.
In addition, the department advises on personnel arrangements and the handling of benefits and policies for redundant officials, civil servants, and employees resulting from administrative unit restructuring and streamlining, ensuring timely and proper implementation. Streamlining the apparatus does not mean mechanically cutting positions, but rather eliminating unnecessary positions and reducing inefficient tasks, thereby concentrating resources on key and crucial areas, selecting truly deserving and suitable personnel, and avoiding situations where talented individuals leave while incompetent and unqualified individuals remain.
In the near future, some functions and responsibilities of the Department of Labor, War Invalids and Social Affairs will be merged into the Department of Internal Affairs, giving the Department even more heavy responsibilities. Therefore, the merger must be implemented in a unified, consensual, and transparent manner, and good ideological work must be done so that the civil servants and employees after the merger can work with peace of mind, compete together in innovation and creativity, dare to think, dare to act, and dare to take responsibility in performing their duties.
