Speaking on the sidelines of the parliamentary session, many National Assembly deputies highly appreciated the effectiveness and quality of this session and said that the decisions passed by the National Assembly met the aspirations of the people and voters nationwide, helping sectors, localities, and businesses overcome deadlocks and difficulties.
A genuine vote of confidence
According to Representative Ho Thi Minh ( Quang Tri Provincial National Assembly Delegation), the 6th session was very lively. For example, on the morning of November 23rd, during the discussion in the assembly hall on the draft Law on Social Insurance (amended), nearly 100 National Assembly representatives registered to speak and pressed the button to debate. This shows that the representatives were very responsible and very concerned about many issues raised in this draft law.
The delegates also stated that, whether the law is being passed or is being discussed for the first time, the delegates are very responsible and engage in discussions in a spirit of contribution and constructive engagement, hoping that the draft law will be perfected and mature enough so that when it is approved by the National Assembly delegates, it will quickly come into effect and resolve many difficulties and obstacles from practice.

Regarding the question-and-answer session, the female National Assembly representative from Quang Tri province assessed that the heads of ministries answered very frankly, without beating around the bush or avoiding the issues. In particular, the Government frankly admitted before the National Assembly that some areas of governance were still lagging behind.
Sharing their impressions of the confidence vote for various positions, delegates noted that the process was conducted cautiously and objectively. The quality and effectiveness of the sector's operations, as well as its management, significantly influenced the vote. The question-and-answer sessions at previous meetings also left a lasting impact on the ballot at this session.
"I believe those were very genuine votes. The results of the confidence vote will help the heads of sectors to reassess themselves, to review their sectors as a whole, and hopefully, they will manage more effectively and achieve better results in the remaining half of their term," the delegate commented.
Removing obstacles and promoting 3 national target programs.
Speaking in the corridors of the National Assembly, delegate Ha Sy Dong (from the Quang Tri Provincial Delegation of the National Assembly) said that voters and the people are looking forward to the National Assembly session and placing their trust and expectations in it for very important matters concerning the nation and the people.
According to delegates, this was a very successful, careful, and responsible session. The National Assembly passed many important laws, such as the Law on Real Estate Business and the Law on Housing. However, the draft Law on Land (amended) and the Law on Credit Institutions were not passed due to numerous issues and opinions requiring more time for careful consideration and revision, to avoid enacting laws that leave behind loopholes, conflicts, overlaps, and potential difficulties in implementation, as in the past. Nevertheless, the drafting and reviewing agencies have been very active in perfecting these draft laws. For example, with the draft Law on Land (amended), which received over 12 million comments from voters and the public, the agencies have categorized and incorporated many contents into the law. Issues that could not be fully incorporated have also been explained to the National Assembly in a very convincing and reasonable manner.

One of the highlights of this session that delegate Ha Sy Dong was interested in was the National Assembly's supreme supervision of the implementation of the National Assembly's Resolutions on national target programs for building new rural areas in the 2021-2025 period, sustainable poverty reduction in the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period.
Delegates emphasized that this was the first time the National Assembly had conducted mid-term oversight, simultaneously overseeing three national target programs for the 2021-2025 period. With its broad scope and innovative requirements, the oversight delegation addressed numerous tasks and a large volume of work with appropriate new approaches and methods. Through discussions, delegates promptly analyzed difficulties and obstacles. Of particular concern was the slow allocation of investment capital for the three national target programs. From this, many solutions were proposed to accelerate the implementation of these programs.
According to the delegates, the National Assembly devoted considerable time to assessing the implementation of the 2023 socio-economic development plan, outlining the projected 2024 socio-economic development plan; conducting a mid-term review of the five-year socio-economic development plan and the economic restructuring plan for the 2021-2025 period. In particular, the National Assembly adopted a Resolution on the 2024 socio-economic development plan, outlining fundamental tasks and solutions such as institutional reform; decentralization and delegation of power; and addressing difficulties in mobilizing resources…
Overcoming obstacles and difficulties

According to Representative Nguyen Chu Hoi (Hai Phong National Assembly Delegation), the session proceeded in a vibrant, focused, democratic, frank, constructive, and highly responsible atmosphere. A large number of representatives contributed opinions and discussions in writing before and during the session, in group discussions, and in the plenary session, demonstrating the high sense of responsibility of the National Assembly representatives. All forms of feedback were considered equally valuable by the National Assembly.
The question-and-answer sessions with heads of ministries, and the explanations for each issue discussed in the National Assembly, were very practical, concise, clear, and offered specific solutions. The Speaker and Deputy Speakers of the National Assembly maintained the basic principles based on the functions of the National Assembly and the tasks of the session, offering suggestions to create the best possible interaction between the question-and-answer parties. Importantly, all parties understood that the purpose of the question-and-answer sessions was not to conclude who was right or wrong, but rather to allow the parties to share, reflect on, and receive information, thereby identifying problems and finding ways to solve them.
According to the delegates, the laws and resolutions submitted to the National Assembly for discussion and approval this time address pressing practical issues of concern to the people and voters nationwide. The government has also identified these as urgent socio-economic issues that need to be resolved in both the short and long term, particularly bottlenecks in mechanisms, policies, and cumbersome administrative procedures, in the context of increasingly deep international integration. All of these need to be considered and supported within the scope of authority to resolve them as soon as possible.
Therefore, Representative Nguyen Chu Hoi believes that many important laws and resolutions passed this time immediately meet the aspirations of the people and voters nationwide, helping sectors, localities, and businesses overcome obstacles and difficulties. This also means increasing confidence in the National Assembly's decisions and further strengthening trust in the leadership of our Party and State. It creates momentum for addressing the long-term needs of the economy and the legitimate needs of the entire society, creating a driving force for growth and contributing to ensuring order, security, and safety at the grassroots level, while ensuring national security and defense and firmly protecting national sovereignty.
Innovation and breakthroughs are key to bringing policy decisions to life.
“The 6th session of the 15th National Assembly has successfully completed its tasks and met the requirements and trust of voters in the National Assembly. This is demonstrated by the fact that the National Assembly has completed many tasks, passed many important laws and decisions,” said Bui Hoai Son, Standing Member of the Committee on Culture and Education.

Delegates also shared their impressions of many new features and innovative, flexible approaches at this session. These included dividing the session into two phases, with a gap in between allowing National Assembly bodies to better prepare draft laws.
Furthermore, during the questioning session, instead of questioning each minister individually or on specific issues, the National Assembly conducted questioning by group of sectors at this session. The delegates highly appreciated this approach, and the ministers were clearly able to be more proactive and demonstrate their responsibility in responding to the questions from the National Assembly delegates.
Furthermore, according to the delegates, caution regarding new issues is evident. "The fact that the draft Land Law (amended) was not passed at this session may cause some disappointment, but this caution is clearly necessary at this stage," the delegate cited as an example.
At this session, the National Assembly issued many decisions, especially those related to economic issues, to promote economic development and regain growth momentum for 2024. Emphasizing this, delegates shared that we experienced many difficulties in 2023, and some targets were not met. These are not only significant challenges for 2023 but may also continue into 2024. Therefore, National Assembly delegates demonstrated dedication and interest in discussing and passing the Resolution on socio-economic development for 2024.
"I am fully confident that because of the thorough and responsible discussions we have conducted, the experiences of 2023 and the contributions of the delegates will help us successfully fulfill our socio-economic development tasks in 2024," the delegate expressed.
To implement the policies recently passed by the National Assembly, delegates emphasized the need for creative and groundbreaking efforts and solutions. A crucial aspect is personnel management and the accountability of officials. Pointing out the current situation where officials avoid responsibility, wait passively, and rely on others, delegates stressed that "this must change; this sluggish process must move forward in line with the expectations of the voters."
"This will be a key factor in bringing the law into practice and creating breakthroughs in the near future," the representative said.
