Bright spots from OCOP and intellectual property
In the process of building a brand, many enterprises and cooperatives in Hue have focused on registering and exploiting intellectual property rights (IPR). Cong Thanh Development Investment Joint Stock Company is one of the typical units, with two products "NEO Cajeput Essential Oil" and "NEO Peppermint Essential Oil" certified with 4-star OCOP at the end of 2022.
Ms. Hoang Thi Ngoc Ly, CEO of the Company, said that since registering for intellectual property rights and having OCOP products, the company has had many opportunities to participate in large markets. Products are labeled OCOP, creating a competitive advantage, helping agents and customers feel secure in their consumption. Thanks to that, revenue has grown strongly, at peak times the company has to extract 7-10 tons of raw materials per day but still cannot have enough goods.
Choosing a sustainable direction, SBC Hoang Gia Company Limited focuses on protecting the brand for products made from Bo Chinh ginseng. The brand "Royal Bo Chinh Ginseng" and the 3-star OCOP certification for ginseng soaked in honey have helped the business affirm its reputation and expand cooperation.
Implementing the National Intellectual Property Development Program to 2030, Hue has supported the registration of protection for many specialty products such as Hue conical hats, Thien Huong sesame candy, Loc Thuy cajeput essential oil, Hue pomelo, Phu Thuan fish sauce, Nam Dong agricultural products... At the same time, it has guided businesses to effectively exploit intellectual property, build brand recognition not only domestically but also on the international map. As of the second quarter of 2025, the number of applications for industrial property protection in Hue increased by an average of 12 - 15% per year, of which trademarks accounted for the majority; especially inventions and useful solutions from universities and research institutes have appeared.
According to Ms. Tran Thi Thuy Yen, Deputy Director of the Department of Science and Technology, the above results show that IP is no longer a dry administrative procedure, but has become a "shield" to protect reputation, a "bridge" to bring Hue products to big playgrounds.
Accompanying policy, promoting intellectual property value
The government not only supports registration but also promotes the exploitation and commercialization of IP values. Enterprises receive management advice and sign contracts to transfer the right to use trademarks, patents, and industrial designs. Protection information is integrated into QR codes for traceability, e-commerce platforms, and digital platforms, enhancing transparency and consumer trust.
The city also implemented many projects to build, manage and develop certification brands, collective brands, geographical indications for specialties and craft village products such as: "Hue - Culinary Capital", "Hue Lotus", "Hue Ao Dai", "Pho Trach Bang Mattress", "Quang Tho Gotu Kola", Hue cajeput essential oil, A Luoi Zeng litchi... These projects contribute to affirming the position of Hue products in the global value chain.
In particular, in the context of the digital economy, Resolution 57-NQ/TW of the Politburo emphasizes the role of IP as a pillar to promote e-commerce and international integration. Hue's products and services not only need to be legally protected, but also need to be closely linked to digital platforms, electronic traceability, online promotion and export via e-commerce platforms. This is the direction to help Hue's intellectual property not be limited to the local scope but can spread strongly, becoming a "passport" for Hue products in the global market.
IP is oriented as a strategic tool: Encouraging creativity, protecting and commercializing intellectual property; creating a favorable environment for intellectual property to become a driving force for innovation, elevating OCOP products, specialties and Hue craft villages to the regional and international level. This is the basis for the city to continue to perfect its accompanying policies, bringing IP more closely with socio-economic development.
In the period 2026 - 2030, Hue aims to turn IP into a tool to enhance competitiveness. Each year, the number of patent and industrial design applications is expected to increase by 10 - 15%. Support mechanisms will be adjusted to suit the context of operating a two-level government; focusing on commercialization through traceability, e-commerce, and export. The city also promotes training and raises awareness of IP for officials, businesses, and students; and supports international protection registration through the Madrid, PCT, and Hague systems.
Participating in IP not only protects the brand, but also becomes the foundation for each specialty, OCOP product, invention or useful solution to be "keyed" with IP. This is the driving force for Hue products to reach far, realizing the vision of Resolution 57 about a creative, unique and sustainably developed locality.
