This was one of the directives given by the Secretary of the Thai Binh Provincial Party Committee at a meeting of the Provincial Party Committee and the Provincial People's Committee on October 18th, aimed at resolving difficulties and accelerating the progress of several projects in Thai Binh City, Thai Binh Province.
Mr. Ngo Dong Hai, Secretary of the Thai Binh Provincial Party Committee, delivered a speech at the meeting.
Among them, the New Urban Housing Development Project in Tan Binh commune and Tien Phong ward has a planned area of 134.9 hectares, with a housing development project area of 125.4 hectares.
To date, authorities have completed the verification of land ownership, land survey, and drafting of compensation and support plans for all 636 households and individuals whose agricultural land has been expropriated.
The residential development project in Dong Hoa commune has a planned area of 68.9 hectares, with 42.25 hectares dedicated to housing development. To date, authorities have completed the verification of land ownership, land survey, and drafting of compensation and support plans for 660 out of 694 households and individuals whose agricultural land has been expropriated.
At the meeting, representatives from departments, agencies, and Thai Binh city focused on discussing and proposing solutions to overcome difficulties and obstacles such as relocating electricity and water infrastructure, factory facilities of businesses, especially the relocation of the waste treatment plant, handling the accumulated waste currently being buried, as well as compensation, support for land clearance, and resettlement for households within the project area...
Mr. Nguyen Khac Than, Chairman of the People's Committee of Thai Binh province, delivered a speech at the meeting.
Speaking at the meeting, Mr. Nguyen Khac Than, Chairman of the People's Committee of Thai Binh province, emphasized that these are key projects of the city, therefore, high concentration is needed to accelerate project implementation, including decisively carrying out land clearance work; seriously considering the causes, existing problems, and obstacles, especially subjective causes, thereby strengthening coordination between levels and sectors in implementing the projects.
The departments, agencies, and the city of Thai Binh are focusing their efforts, proactively accelerating the assigned progress, clearly assigning responsibilities to specific individuals, and actively coordinating to resolve difficulties and obstacles within their authority so that the project can be implemented on the ground as soon as possible.
Concluding the meeting, Mr. Ngo Dong Hai, Secretary of the Thai Binh Provincial Party Committee, emphasized the significance and importance of the aforementioned projects in concretizing the province's urban development goals, aiming to successfully implement the Resolution of the 20th Provincial Party Congress, term 2020-2025, and Resolution No. 03-NQ/TU dated November 25, 2021, of the Provincial Party Committee on building and developing Thai Binh city until 2030, with a vision to 2045.
Specifically, the focus is on building Thai Binh city into a rapidly and sustainably developing city, a green, scenic, civilized, modern city with its own unique identity; with modern urban infrastructure and convenient connectivity; a leading economic engine and a commercial and service center of the province; striving to have Thai Binh city recognized as a Type I city directly under the province by 2025.
However, the Secretary of the Thai Binh Provincial Party Committee assessed that the progress of some key projects of the province in general, and in the city in particular, including the two projects mentioned above, has not met the set plan; at the same time, he pointed out some shortcomings and limitations in the implementation of the projects.
The leaders of the Thai Binh Provincial Party Committee requested that departments, agencies, and localities raise awareness and recognize these projects as driving forces for the development of Thai Binh city, and on that basis focus on effectively carrying out the assigned tasks.
Particular attention should be paid to accelerating land clearance for project implementation; mobilizing the entire political system to focus on propaganda and persuasion so that people understand correctly and fully the meaning, importance, and benefits that the projects bring, thereby agreeing to hand over land for project implementation, and preventing difficulties and obstacles from hindering the progress of key projects.
The Secretary of the Thai Binh Provincial Party Committee requested that Thai Binh City be identified as the focal point for coordinating and monitoring the progress of project implementation, as well as collaborating with provincial departments and agencies to effectively and efficiently resolve obstacles and difficulties in the project's execution.
Specific tasks must be carried out in parallel, implemented promptly and synchronously, mobilizing maximum resources to work day and night, focusing on propaganda and persuasion to gain people's support and agreement, as well as applying new policies flexibly and effectively to accelerate the progress of project implementation.
It is necessary to proactively develop a specific and reasonable timeline; at the same time, agree with the investor on the land handover plan, establish progress milestones, and start the project early to create momentum, enthusiasm, and confidence of the people in the local Party committee and government.
