Specialized inspection of projects facing difficulties and obstacles: Three cases transferred to the investigative agency.

(Chinhphu.vn) - Through thematic inspections of projects facing difficulties and obstacles, the Government Inspectorate and the Inspectorates of provinces and cities have recommended the recovery of over 766 billion VND for the State budget and disciplinary action against 2,132 organizations and individuals. Simultaneously, the files of 3 cases have been transferred to the investigative agency.

The Government Inspectorate has just submitted a report to the Prime Minister on the results of a thematic inspection of projects facing difficulties and obstacles.

According to the Government Inspectorate, as of December 1, 2025, the agency had received reports from all 32 provinces and cities regarding the completion and conclusion of inspections of projects facing difficulties and obstacles, as per Plan 1505/KH-TTCP.

Following the directives of General Secretary To Lam, Head of the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena, at the 28th session on July 7, 2025, and the conclusions of the Prime Minister at the National Conference on July 17, 2025, regarding the implementation of specialized inspections of projects facing difficulties, obstacles, delays, backlogs, prolonged inefficiencies, and risks of loss and waste, the Government Inspectorate issued Plan No. 1505/KH-TTCP dated July 22, 2025, to conduct specialized inspections nationwide of 904 projects.

Based on the inspection conclusions of the Government Inspectorate and the reports on the completion of inspection conclusions by the Inspectorate of the Ministry of National Defense and the Inspectorates of provinces and cities, the Government Inspectorate will compile a report to the Prime Minister on the results of the thematic inspection of projects with difficulties and obstacles according to this Plan.

Specifically, for the 70 projects inspected by the Government Inspectorate, on October 14th and 15th, 2025, the Government Inspectorate issued 29 inspection conclusions; for the 3 projects inspected by the Inspectorate of the Ministry of National Defense, on September 30th, 2025, the Inspectorate of the Ministry of National Defense issued Inspection Conclusion No. 2247/KL-TTr.

Regarding economic sanctions, for the 70 projects inspected by the Government Inspectorate, the Inspectorate recommended sanctions totaling nearly 2,074 billion VND, 3,861,726 Euros, 94,013,068 USD, and 2,552,722 of land.

This includes recovering 588 billion VND and 2,400 m2 of land for the State budget; recovering 1.368 billion VND and 459,176 m2 of land for agencies, organizations, and units (not part of the State budget); writing off 102.282 billion VND; deducting 107.329 billion VND and 3,861,726 Euros during final settlement; and other handling of 1.350 billion VND, 94,013,068 USD, and 1,317,390 m2 of land.

The Government Inspectorate recommended disciplinary action against 315 organizations and 344 individuals (from various periods) involved in violations discovered through inspections. This included transferring information and files on 3 cases to the investigative agencies of the Ministry of Public Security and the Ministry of National Defense for consideration and handling according to their authority.

These cases relate to the investment and construction project of the Ministry of Foreign Affairs headquarters; the mixed-use complex project of hotels, services, and apartments at 25-26 Pham Van Dong Street, Nha Trang, Khanh Hoa province; and the investment and completion project of Tay Bac University.

Regarding the 418 projects inspected by provincial and city inspectorates, as of December 1, 2025, the Government Inspectorate had received reports from all 32 provinces and cities on the completion and conclusion of inspections of projects facing difficulties and obstacles, in accordance with Plan 1505/KH-TTCP.

The total number of projects subject to inspection is 418 (a decrease of 72 projects compared to the report in Document No. 336/BC-TTCP dated September 30, 2025), of which 416 projects have been completed and inspection conclusions reached; 2 projects have not yet had inspection conclusions reached (1 project in Thai Nguyen province, 1 project in Ha Tinh province).

Inspectors from provinces and cities recommended handling cases involving 501.2 billion VND and 14,158 of land; including recovering 178 billion VND for the State budget; recovering 2 billion VND for agencies, organizations, and units (not the State budget); deducting 172.4 billion VND during final settlement; and other handling of 147.3 billion VND and 14,158 of land.

Recommendations were made to hold accountable 747 organizations and 726 individuals involved in violations discovered through inspections (the exact number of organizations and individuals to be held accountable in Ho Chi Minh City has not yet been determined).

Regarding the review and classification of projects with difficulties and obstacles that will not be subject to inspection, the Government Inspectorate has determined that the total number of projects not subject to inspection according to Plan 1505/KH-TTCP is 75 projects (unchanged from the report in Document No. 336/BC-TTCP dated September 30, 2025, of the Government Inspectorate).

In provinces and cities, the total number of projects not subject to inspection under Plan 1505/KH-TTCP is 332 projects (an increase of 72 projects compared to the report in Document 336/BC-TTCP dated September 30, 2025, of the Government Inspectorate).

Of these, 210 projects have received inspection, investigation, or judgment conclusions; 51 projects are in the investment preparation phase, have not yet commenced construction, or have ceased operations; 34 projects have been reported and proposed by state management agencies to be removed from the list of projects facing difficulties and obstacles because these difficulties and obstacles have been largely resolved and the projects have been completed and put into use; 2 projects were initially slated for inspection but were subsequently proposed by ministries, sectors, and localities to be removed from the inspection list to resolve difficulties and obstacles themselves; and 35 projects are duplicates.
