Pilot model of 'saying no' to giving cars to children who are not qualified

Traffic police forces throughout the province are stepping up efforts to strictly handle traffic safety violations committed by students.

The Hai Duong Provincial Traffic Safety Committee requests that departments, agencies, and localities coordinate to strictly implement the National Traffic Safety Committee's action plan on "not allowing vehicles to be driven by people who do not meet the requirements to participate in traffic."

Accordingly, the Provincial Traffic Safety Committee requested the Department of Education and Training to take the lead and coordinate with relevant units to select and implement a pilot model combining family, school, and society to say "no" to giving vehicles to children who do not meet the requirements to drive and participate in traffic; to conduct a preliminary review, evaluation, and expand the model throughout the province.

The Department of Education and Training directs and guides educational institutions that require students to transport themselves to school by vehicle to register the vehicle and its type with the school so that they can coordinate with local police and other functional forces to inspect and manage it.

The local residents providing parking services around the school area are required to commit to not accepting motorcycles with engines exceeding 50cc from students for parking.

Communes, wards, and towns should review the organization of vehicle parking services by households near schools in their areas; requiring households to commit to not providing parking services for motorcycles over 50cc belonging to students; and not providing parking services for motorbikes or electric scooters belonging to students under 16 years old...

The act of " Handing over motor vehicles or specialized motorcycles to individuals who do not meet the requirements to operate them on public roads" can be subject to a fine of up to 2 million VND for individuals and 4 million VND for organizations.

In cases where a driver causes a traffic accident, depending on the severity and consequences of the violation, this act may be punishable by a fine of up to 200 million VND or imprisonment for up to 7 years.
