On the morning of October 10th, the Standing Committee of the Nghe An Provincial Party Committee held its regular meeting for September 2023. Comrade Thai Thanh Quy - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation of National Assembly Deputies - presided over the meeting.
Attending the working session were: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; leaders of the Central Party Committees and members of the Provincial Party Standing Committee, leaders of some departments, sectors and localities.
GROWTH POINT, INDUSTRIAL CENTER, AND DYNAMIC URBAN AREA OF NGHE AN
The Standing Committee of the Provincial Party Committee listened to and commented on the results of the 9-year implementation of Resolution No. 11-NQ/TU, dated September 18, 2014, of the Standing Committee of the Provincial Party Committee on building and developing Hoang Mai town until 2020 and beyond.
Assessments show that, after 9 years of implementing Resolution 11, many of the overall goals and tasks outlined in Resolution No. 11-NQ/TU have yielded very positive results.
The economy has maintained high growth, gradually establishing itself as a growth pole of the province; the business environment has improved, attracting investment (especially FDI projects), which has made a significant contribution to the overall results of the province.
Total production value continues to remain among the top in the province. In 2022, the total production value reached VND 20,023 billion, an increase of 3.62 times compared to 2014. The average economic growth rate for the period 2015-2020 was 13.02%/year, and for the period 2015-2022 it was 13.01%/year.
The industrial-construction and service sectors accounted for 72.51% of the total added value in 2022, an increase of 6.08% compared to 2014. The average added value per capita increased rapidly, reaching VND 72.4 million/person/year in 2022; an increase of VND 40.6 million compared to 2014.
The process of developing Hoang Mai town into a type III urban area has improved in quality, with the urban landscape gradually becoming more orderly; cultural and social fields have made significant progress, social welfare has been taken care of, and the material and spiritual lives of the people have been improved; national defense and security have remained stable, making an important contribution to socio-economic development. Significant progress has also been made in Party building and the political system.
However, compared to the target set for 2025, which is for the town to meet the criteria of a type III urban area, the task remains very challenging, especially regarding some infrastructure criteria that require significant investment resources; in addition, the requirement to ensure environmental protection to attract key investment projects, resolve conflicts in development, and handle long-standing and unresolved issues also pose many difficulties and challenges.
During the meeting, the members of the Provincial Party Standing Committee acknowledged the development achievements of Hoang Mai town over the past nine years.
In particular, Hoang Mai town has formed an industrial center and a growth pole of the province. Administrative reform and improvement of the investment and business environment have been prioritized; the administrative reform index ranks 5th out of 21, and the DDCI index ranks 2nd out of 21 districts, cities, and towns.
Within the town, there are many new models and approaches such as: providing subsidies to Party members who have been awarded the 50-year Party membership badge or higher but are not entitled to regular state benefits during the period 2021-2025 and subsequent years; directing the pilot establishment of the Party branch of the Fishery Association in Quynh Lap commune, with Party members being fishermen who regularly fish offshore, in line with current local realities; quantifying tasks to assign responsibilities to each organization and individual, including heads of Party committees and government, regarding pressing and prominent issues occurring in the area;…
In the context of new developments, the opinions of the comrades in the Standing Committee of the Provincial Party Committee also raised a number of issues that need attention.
Bui Thanh An, member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, suggested that the town pay attention to planning; coordinate with the province, and mobilize and attract investment to form urban areas and residential areas, along with social infrastructure and services.
Comrade Nguyen Thi Thu Huong - Member of the Standing Committee and Head of the Provincial Party Committee's Propaganda Department - suggested that the town continue to pay attention to planning and planning management; closely adhere to the province's development strategy to concretize it in Hoang Mai town; and pay attention to grasping information on ideological trends and managing the population in the area.
Comrade Le Duc Cuong - Member of the Standing Committee and Head of the Provincial Party Committee's Organization Department - suggested that Hoang Mai Town closely adhere to the provincial planning in the urban development orientation of Hoang Mai, in conjunction with Quynh Luu, to develop into a type III urban area. He also requested that the Provincial Party Committee's Standing Committee assign specific responsibilities to preside over the 10-year review of Resolution No. 11-NQ/TU and draft a new Resolution to be submitted to the Provincial Party Committee's Standing Committee.
According to Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung, Hoang Mai town is identified as an industrial, commercial, service, and tourism urban area; the industrial aspect is clear, but the commercial, service, and tourism aspects need attention because they are not yet clearly defined.
Currently, Hoang Mai town has become a key investment attraction point of the province. The Chairman of the People's Committee of Nghe An province also requested Hoang Mai town to pay attention to developing technical and social infrastructure; to focus on land clearance for key projects and industrial zones; and to continue focusing on administrative reform, especially digital transformation and the implementation of Project 06.
Comrade Nguyen Duc Trung also agreed with the proposal of Hoang Mai Town to conduct a review of 10 years of implementing Resolution No. 11-NQ/TU because currently all the necessary elements are present for the Provincial Party Standing Committee to issue a new resolution to suit the new situation.
CONTINUE TO UPHOLD THE SPIRIT OF UNITY, SHARING, SOLIDARITY, AND COLLABORATION
Concluding this discussion, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, acknowledged the spirit of unity, consensus, and high responsibility of the comrades in the Standing Committee and Executive Committee of the Hoang Mai Town Party Committee from the beginning of the 2020-2025 term to the present. The elements of a growth pole, an industrial center, and a dynamic urban area have begun to take shape and are becoming increasingly evident.
Looking ahead, the Provincial Party Secretary requested that Hoang Mai Town continue to maintain a high level of focus from the entire political system, encompassing unity, sharing, solidarity, and cooperation, in order to be ready and determined to undertake the tasks and responsibilities assigned to the town by the Provincial Party Committee, Government, and People as a growth pole, a dynamic urban center, and a center for industry, trade, and services.
At the same time, given the limited resources at the central, provincial, and municipal levels, and the numerous demands in infrastructure development, the head of the Provincial Party Committee suggested that Hoang Mai town "select tasks and complete them thoroughly," avoiding spreading resources too thinly, including both technical and social infrastructure, in order to maximize resource utilization.
Given the current high and dynamic growth rate, and development oriented towards industry, trade, services, and tourism, the Secretary of the Nghe An Provincial Party Committee requested that the town pay close attention to planning, protection, and implementation of the plan, and promptly submit to the competent authorities for adjustment any shortcomings in the town's planning if they arise.
The town also needs to focus on effectively implementing state management in the areas of urban development, construction, urban order, mineral exploitation, and environmental protection; especially monitoring the implementation of legal regulations on environmental protection, particularly in industrial zones.
The Secretary of the Nghe An Provincial Party Committee also requested Hoang Mai town to be proactive, persistent, and diligent in proposing that the province cooperate with the town in finding and meeting with partners to attract investment to serve social development in education, healthcare, trade, services, and social housing;…
Regarding the three proposals from Hoang Mai town, the Provincial Party Secretary agreed to the principle of investing in the Hoa Tien Cave Relic Complex. The Provincial Party Committee and the Provincial People's Committee are also focusing on concretizing and implementing the aforementioned projects with a driving force nature, leveraging the potential and advantages to help the town soon become a growth pole of the province, increasing regional connectivity, such as the LNG power plant in Quynh Lap.
The head of the Nghe An Provincial Party Committee agreed that the Standing Committee of the Provincial Party Committee would summarize 10 years of implementing Resolution 11 and issue a new Resolution; assigning the Provincial Party Committee Office to issue a notice of conclusion assigning the Standing Committee of the Hoang Mai Town Party Committee to preside over the overall summary and coordinate with the Party Committee of the Provincial People's Committee to preside over the summary of socio-economic issues; the Party committees of the Provincial Party Committee to summarize Party building work; and the Fatherland Front and other provincial-level political and social organizations to summarize relevant contents within their jurisdiction.
