According to Prime Minister Pham Minh Chinh, drugs are a threat not only to each country but also to all of humanity. There are currently more than 275 million people in the world who use and are dependent on drugs, and this number is expected to increase to 300 million by 2030. Illegal drug production, transportation, and trafficking activities worldwide are increasing in scale, becoming more complex in methods, causing serious human consequences, and seriously threatening the security, health, and socio- economic development of countries.

In Vietnam, in recent times, due to the direct impact of the drug situation in the world (especially the "Golden Triangle" area), the situation of drug crime and drug abuse continues to be very complicated. Vietnam is at risk of becoming an international drug production, storage and transportation area.

The Prime Minister affirmed that the Party and State always pay special attention to leadership and direction with strong determination, prioritizing large resources and resolutely preventing and combating drugs.

In the first 9 months of 2025, the forces arrested more than 19,000 cases, more than 37,500 drug offenders; seized nearly 3.4 tons of synthetic drugs, more than 2 million synthetic drug pills, 243 kg of heroin and 971 kg of marijuana. However, the crime and drug situation is still complicated.

The Prime Minister therefore requested that heads of Party committees, authorities, agencies and organizations directly lead, direct, strengthen inspection, examination, supervision and strictly handle violations in drug prevention and control work, and not leave it to subordinates in the organization to carry out.

Also following the direction of the head of the Government, the Ministry of Public Security presides over and coordinates with ministries and branches to inspect, urge, and evaluate the participation and responsibility of ministries, branches, and leaders of People's Committees at all levels to report to the Prime Minister for consideration and handling of cases of irresponsibility in performing this task.

In particular, the head of the Government requested the Ministry of Public Security to focus on directing efforts to strive to achieve the target of 20% of communes, wards, and special zones being "drug-free" by 2025 and by the end of 2030, at least 50% of commune-level administrative units nationwide being "drug-free", and 15-20% of provinces and cities being drug-free.
