Summary of 10 years of implementing Resolution No. 689 on prevention, control and overcoming of consequences of natural disasters, catastrophes, CH-CN

On the afternoon of January 14th, in Hanoi, the Ministry of National Defense held an online conference to summarize 10 years of implementing Resolution No. 689-NQ/QUTW dated October 10, 2014, of the Central Military Commission on preventing, combating, and mitigating the consequences of natural disasters and calamities, and on rescue and relief operations up to 2020 and beyond.

General Nguyen Tan Cuong, Member of the Central Committee of the Communist Party of Vietnam, Member of the Standing Committee of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, and Head of the Steering Committee, presided over the meeting. Attending at the Quang Ninh Provincial Military Command's location were Mr. Nghiem Xuan Cuong, Vice Chairman of the Quang Ninh Provincial People's Committee, and other officials from the Provincial Military Command.

To ensure the effective mobilization of forces and resources for disaster response, search and rescue (DP-SAR), the Quang Ninh Provincial Military Command, as the lead agency, annually develops plans and organizes coordination conferences with military units stationed in the area to ensure timely and effective response to all situations. Over the past 10 years, it has led and directed the mobilization and coordination of over 125,000 personnel, including 119,660 officers and soldiers of the provincial armed forces, and nearly 20,000 vehicles of various types participating in DP-SAR, fire prevention and control, and forest fire prevention, significantly contributing to reducing losses of life and property for the people. Typical examples include: During the July and August 2015 floods in the province, the Provincial Military Command coordinated with relevant agencies to notify nearly 15,000 owners of various types of boats and ships, over 33,000 workers, and nearly 2,000 owners of fish cages to move to safe shelters; evacuated and relocated nearly 2,877 households with 8,847 people to safe areas to stabilize their lives; mobilized over 20,000 officers and soldiers, 1,000 sets of military equipment, and nearly 300 vehicles of various types to participate in rescue and relief efforts. In June 2016, during the search for the missing soldiers and the crashed CASA-212 aircraft (number 8983), the Provincial Military Command coordinated with the Provincial Border Guard Command and the Quang Ninh Provincial Port Authority to proactively advise local Party committees and authorities, mobilizing 2,865 people and 540 vehicles of various types through multiple methods and coordinated search efforts. In the fight against the Covid-19 pandemic, the Provincial Military Command proactively advised the Provincial Steering Committee for Covid-19 Prevention and Control to establish 60 checkpoints with the contribution of 523 personnel; in particular, it coordinated with Van Don International Airport to receive, classify, and organize the transportation of 9,660 citizens to quarantine locations in the province and other provinces; including establishing a centralized quarantine facility at Regiment 244 with a capacity of 7,642 people. Throughout the entire process of combating the pandemic and until its conclusion, the armed forces left a positive impression on the people. On April 5, 2023, when the Bell 505 helicopter accident occurred in Ha Long Bay, the Provincial Military Command proactively advised the Standing Committee of the Provincial Party Committee, the Provincial People's Committee, and the Provincial Steering Committee for Disaster Prevention, Search and Rescue & Civil Defense to direct and organize the mobilization of nearly 30 vehicles and over 700 people, including over 300 officers and soldiers of the armed forces, to participate in the search for victims. On September 7, 2024, when Typhoon No. 3 ( Yagi ) made landfall in the province, the Provincial Military Command coordinated and successfully notified 7,464 boats/14,246 fishermen; 2,230 cages/rafts/1,358 people to move to safe shelters; and relocated 128 households/415 people to safe shelters. The Provincial Military Command is the central coordinating agency, mobilizing over 70,660 officers and soldiers of the provincial armed forces and military units stationed in the area, along with 1,580 vehicles, 110 excavators, and 465 boats. With this total mobilization of forces and equipment, within just one day after the storm, the main transportation routes of the province were cleared; and within two days, 100% of schools were cleaned up in time for the children to return to the new school year.

In the coming period, Quang Ninh province is determined to continue to thoroughly understand the viewpoint that disaster prevention, control, search and rescue, and civil defense are tasks of the entire political system and society, with the Army as the core force; it is also a combat mission of the armed forces in peacetime, placed under the leadership and direction of the Central Military Commission, the Ministry of National Defense, and the Party committees and commanders of agencies and units throughout the army, with the motto "Proactive prevention, timely response, and prompt recovery." Effectively implementing the "3 before" and "4 on-site" principles; strengthening leadership and guidance in conducting extensive propaganda for the general public, cadres, and armed forces personnel; raising awareness in disaster prevention, mitigation, and relief efforts; and conducting rescue operations. Providing early and accurate forecasts of areas likely to be severely affected by natural disasters; advising on integrating urban planning with drainage and ensuring the safety of coal mine drainage and residential areas; regularly updating, supplementing, and organizing training, drills, and exercises closely aligned with potential scenarios in the area, with a focus on training commune-level disaster prevention and rescue task forces. Strengthening inspection work and implementing timely leadership and prevention measures; annually organizing close coordination with local forces to immediately handle any incidents, minimizing damage to people and property.
