Ho Chi Minh City has nearly 800 units eligible to buy renewable electricity through private lines.

Ho Chi Minh City has many businesses and units that are qualified to participate in the direct electricity purchase mechanism between renewable power generators and customers (DPPA), but so far no business has officially proposed.

Speaking to Tuoi Tre Online , Mr. Bui Trung Kien - Deputy General Director of Ho Chi Minh City Electricity Corporation - said that there are many businesses that meet the conditions to participate in the direct electricity purchase and sale mechanism between renewable energy generators and customers (DPPA).

No businesses have yet officially proposed purchasing renewable energy through the DPPA.

Ho Chi Minh City has a large number of electricity consumers, with 769 customers using 200,000kWh/month or more. These businesses can participate in DPPA and supply electricity through a separate connection line.

In addition, the city has 493 production customers with large electricity needs (using 200,000kWh/month or more) who can participate in DPPA through the national grid.

According to Mr. Kien, Samsung and Heineken are currently two businesses interested in DPPA, but up to now, the City Electricity has not received any official requests to participate in DPPA from customers.

Mr. Nguyen Quoc Dung, head of the business department of Vietnam Electricity Group, believes that electricity consumption in Vietnam has grown very high in recent times, leading to the risk of supply-demand imbalance and electricity shortages at certain times. Therefore, energy policies such as direct electricity trading mechanisms and policies on rooftop solar power installation will play an important role in balancing and ensuring sufficient electricity supply for production and consumption.

A Nike factory joins the DPPA

Speaking to Tuoi Tre Online , energy businesses in the southern region said that regarding the DPPA (Decentralized Power Purchase Agreement), electricity buyers, including FDI companies and large Vietnamese enterprises, are still in the process of negotiating prices. Many parties have only reached the stage of understanding the needs of the electricity buyers and the capacity of the sellers.

Meanwhile, Ms. Vu Thi Huong Giang - Nike's foreign affairs director in Vietnam, Cambodia and Thailand - said that currently, a Nike supplier in Nam Dinh has successfully signed a contract to participate in direct renewable electricity trading under the DPPA mechanism.

According to Ms. Giang, this project will officially operate by the end of 2025, expected to provide an output of 580,000 kWh/year. It is expected that by 2028, up to 80% of the plant's electricity will be provided through the DPPA mechanism.

At a conference on the implementation of government decrees related to the renewable energy sector recently held in Ho Chi Minh City, Mr. Trinh Quoc Vu, Deputy Director of the Electricity Regulatory Authority ( Ministry of Industry and Trade ), stated that the Government has issued decrees No. 80, 115, and 135 to promote and attract investment in renewable energy development, contributing to achieving energy transition and sustainable development goals.

According to Mr. Vu, these policies will ensure security of electricity supply, especially in the context of the energy transition taking place strongly globally and posing many potential risks of imbalance in electricity supply and demand in the following years.

Commenting on the direct electricity trading mechanism, Mr. Vu said that this is a new mechanism that will change the current way of buying and selling electricity to a direct method between power generation units and electricity consumers. This allows buyers to proactively choose green electricity suppliers and indirectly supports customers in fulfilling their commitments to green production.
