The national technical regulations on technical facilities and locations of motor vehicle inspection facilities recently issued by the Ministry of Transport clearly stipulate the minimum distance from schools and hospitals.
Optimize equipment, reduce investment costs
The Ministry of Transport has just issued the National Technical Regulation on technical facilities and locations of motor vehicle inspection facilities (QCVN 103:2024) effective from January 1, 2025, which includes many amendments compared to current regulations.
Notably, the newly issued standards stipulate that the location of motor vehicle inspection facilities must be at least 50m away from general education facilities and hospitals.

The regulation clearly states that for inspection facilities that have been granted a certificate of eligibility to operate motor vehicle inspection or have been approved for investment and construction by competent authorities but have not been granted a certificate of eligibility to operate motor vehicle inspection before the effective date of this regulation, this regulation does not apply.
In case the motor vehicle inspection facility is located in the same area as the bus station or rest stop, the waiting area, internal roads and office building can be shared with the bus station or rest stop.
Also in the new standard, instead of regulating the testing equipment of an inspection line as the current regulation, QCVN 103:2004 regulates the minimum testing equipment of the inspection unit, adding additional testing support equipment and minimum testing support tools.
According to the Vietnam Register, QCVN 103:2004 also allows inspection facilities to share some types of equipment for many production lines and only equip inspection equipment suitable for the type of inspected vehicle, reducing investment costs for businesses and people.
Specifically, QCVN 103:2004 stipulates that the minimum inspection equipment of motor vehicle inspection facilities includes: Brake inspection equipment; Wheel slip measurement equipment; Emission analysis equipment (a means of measuring gas concentrations in exhaust gas); Smoke measurement equipment; Sound volume measurement equipment (a means of measuring noise); Front lighting inspection equipment.
In particular, the emission analysis device is not applicable to inspection units that only inspect vehicles equipped with diesel engines and electric vehicles. The smoke measuring device is not applicable to inspection units that only inspect vehicles equipped with gasoline engines and electric vehicles.
Emission analysis, smoke measurement, sound measurement, and front light inspection equipment can be shared across inspection lines. In case the front light inspection equipment is shared across inspection lines, it must be installed on the same track.
For inspection support equipment, the minimum equipment must include: Chassis inspection support equipment; Lifting jack; Vehicle lifting equipment (lift) or inspection tunnel;
In case of using a lift instead of an inspection pit, it is not necessary to equip the equipment to support the inspection of the chassis.
The leader of an inspection center said that this amendment is very suitable, creating convenience for inspection units in the process of equipping and using inspection equipment, helping to reduce costs, especially in the current difficult period when most inspection centers are having to bear losses.
According to the Vietnam Register, the Department will inspect and evaluate motor vehicle inspection facilities until December 31, 2025, and then assign an evaluation organization to perform this task (illustrative photo).
Supplementing regulations on designating organizations to assess and certify vehicle inspection facilities
According to QCVN 103:2024, the Vietnam Register will inspect and evaluate motor vehicle inspection facilities (except for motorcycle and motorbike emission inspection facilities) until December 31, 2025.
From January 1, 2026, the Vietnam Register will designate a conformity assessment organization to inspect, evaluate and certify motor vehicle registration facilities in accordance with this standard in accordance with the provisions of law.
The results of inspection, assessment and certification of motor vehicle inspection facilities in accordance with the standards of the designated Conformity Assessment Organization will be valid for 36 months.
In addition, the Vietnam Register is also responsible for state management of the conformity assessment activities of motor vehicle inspection facilities with QCVN 103:2024; Building and managing the system for receiving images from the inspection process monitoring system of inspection facilities; updating and notifying inspection facilities about the version of the inspection management software; sharing the database on local motor vehicle inspection work with the Department of Transport.
