In April, the province's socio-economic situation remained stable and showed positive signs of development. Agricultural, industrial, and service sectors all experienced significant growth compared to the same period last year. In agriculture, the area planted for the winter-spring crop increased by 1.4% year-on-year, exceeding the plan by 1.9%; crop restructuring continued to be effective in adapting to the hot weather and water shortage; fishing output increased by 3% year-on-year, and shrimp seed production increased by 2.3%. The industrial production index in April increased by 6.96% year-on-year; the cumulative index for the first four months increased by 11.6%; most major industrial products showed significant growth. Tourism continued to grow, attracting 320,000 visitors in April, a 10.3% increase year-on-year. By April 30th, over 584 billion VND had been disbursed, reaching 19% of the plan, higher than the national average disbursement rate (17.46%) and higher than the same period last year. During the month, 23 new businesses were established, and 46 businesses resumed operations. Total budget revenue in the province reached 300 billion VND; cumulative revenue for the first four months reached 1,613 billion VND, achieving 44% of the plan. Vocational training and job creation were promoted, creating 1,793 new jobs. Social security policies continued to receive attention and were fully implemented; disease prevention and control were strengthened; and food safety and hygiene were ensured. Security, political stability, and social order were maintained; the province successfully organized the Conference to announce the Ninh Thuan Provincial Planning for the period 2021-2030 and promote investment in Ninh Thuan province. At the meeting, local departments, agencies, and units reported, made recommendations, and proposed several solutions to overcome difficulties and promote socio-economic development in the coming period.

In his concluding remarks at the meeting, Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, requested that all sectors and localities continue to thoroughly implement the action motto with high determination, taking advantage of opportunities to accelerate socio-economic development. He urged further acceleration of the three breakthroughs: speeding up the progress of key inter-regional projects, especially infrastructure projects; perfecting mechanisms and policies to remove difficulties for key development areas; and unlocking land resources. He also called for timely and effective implementation of solutions to prevent and combat drought and localized water shortages; efficient operation of irrigation systems and works; proactive water storage to ensure agricultural production and provide water for daily life, ensuring that no one lacks access to clean water.
The Chairman of the Provincial People's Committee noted that, given the localized drought, there is a risk of impacting agricultural production and growth. Therefore, the industrial-construction and trade-service sectors need to strive for higher growth to compensate for the shortfall and achieve the target of 10-11% growth by the end of the year. Departments and localities should continue to inspect and monitor the progress of implementation and disbursement of investment capital for each project; striving to disburse 100% of the planned public investment capital for 2024, especially accelerating the disbursement of capital for the three national target programs, key projects, and speeding up the implementation of Project 06/CP.
The Chairman of the Provincial People's Committee also requested relevant departments and agencies to focus on directing and promoting the Summer-Autumn crop production in conjunction with the effective implementation of crop structure transformation; effectively implementing the National Target Program on New Rural Development and the One Commune One Product (OCOP) program in 2024. Focus on resolving difficulties and accelerating the progress of energy projects; key projects and key economic zones in the South; approving the selection of investors for the Ca Na LNG project; developing a plan to implement the Provincial Planning for the period 2021-2030, with a vision to 2050, for submission to the Prime Minister for approval as prescribed. Continue to advise on the synchronized implementation of solutions to improve provincial-level indicators (PCI, DDCI), solutions for budget revenue collection; effectively exploit revenue from land, auctioning of land and property assets to generate budget revenue; and resolving difficulties to help businesses recover production and business activities. Implement programs to stimulate tourism growth; prepare well for organizing the high school graduation exam and the 10th grade entrance exam for the 2024-2025 school year. Prepare well for organizing the thematic conference "Promoting vocational training and job creation for workers in the coming period". Complete and implement the plan for rearranging district and commune-level administrative units for the 2023-2025 period.
