According to Mr. Hoang Van Thai, Director of the Ba Be Social Policy Bank Transaction Office, the job creation loan program is one of the three largest credit programs the unit is implementing. As of the end of August 2025, the total outstanding loan balance reached VND 89.3 billion with more than 1,100 workers receiving loans. Since the beginning of the year, the loan turnover has exceeded VND 15 billion, lending to 178 workers.
After the merger, the Ba Be Social Policy Bank Transaction Office still maintains 16 fixed transaction points in communes, serving people according to the principle of "disbursement and debt collection at the commune". Savings and loan groups are present in all villages and hamlets, becoming an "extended arm" to bring preferential loans to people in a timely and convenient manner.
Mr. Vi Van Cuong, Thuong Minh commune, borrowed 66 million VND in job creation loans from September 2023 to raise buffaloes for breeding and fattening. Up to now, the herd has reached 8 buffaloes, many of which are ready for sale.
“Thanks to the capital, I have the conditions to expand the herd, grow more elephant grass to make raising animals more convenient. The buffalo is a valuable asset, when the family has a problem, selling it will solve the problem,” Mr. Vi Van Cuong shared.
Not following the traditional production direction, since 2021, Mr. Duong Ngoc Tuan's family in Pac Nghe village, Ba Be commune has boldly invested in building a greenhouse to grow clean vegetables and melons. By 2023, Mr. Tuan's family continued to borrow an additional 50 million VND in job creation loans to install a hydroponic vegetable growing system on an area of 200m². Thanks to the application of modern techniques, in the winter the family specializes in growing leafy vegetables, in the summer they switch to growing melons, and the products are all popular in the market. The model not only brings a stable source of income for the family, but also creates regular jobs for 2-3 local workers.
The economic model of Mr. Duong Ngoc Tuan's family is considered a positive signal, affirming that policy loans not only support traditional production but also encourage people to boldly approach modern agriculture.
The job creation loan program is currently being implemented for two main groups of subjects. The first is production and business establishments such as small and medium enterprises, cooperatives, cooperative groups, business households, etc. with a maximum loan of 2 billion VND for each project and no more than 100 million VND for each employee who is created a job. The second is employees who want to create their own jobs, with a maximum loan of 100 million VND/person, with a loan term of up to 120 months. This capital can be disbursed directly or through entrustment through organizations and unions.
In Cho Ra commune alone, the Women's Union is managing 15 savings and loan groups, with a total outstanding loan balance of over VND43.4 billion, supporting 575 households to borrow capital for economic development. Of which, the source of loans for job creation accounts for a significant proportion, helping many members to expand production and business, create stable jobs and increase income.
Ms. Hoang Thi Ly, President of the Women's Union of Cho Ra Commune, said: The Union not only helps members access capital quickly and conveniently, but also regularly coordinates with banks to monitor and provide technical support. Thanks to that, households that borrow capital all use it for the right purpose, many families have risen out of poverty and have stable incomes.
In order for policy capital to promote sustainable effectiveness, the Ba Be Social Policy Bank Transaction Office continues to maintain and improve the quality of operations of transaction points in communes; strengthen the inspection of policy credit capital, ensuring the use of capital for the right purpose and effectively.
At the same time, the unit has coordinated well with local entrusted organizations and advised the People's Committees of communes in implementing contents related to social policy credit. When these factors are closely linked, the effectiveness of loans will not only stop at "solving employment" but also contribute to the economic development of rural areas.
