Identifying supervision as a key step in the activities of the National Assembly

On the morning of November 17, at the National Assembly House, chaired by National Assembly Chairman Vuong Dinh Hue, the National Assembly Standing Committee held a conference to deploy the implementation of the National Assembly's supervision program in 2024. The conference was connected online to 62 points of National Assembly delegations from provinces and centrally run cities.

In his opening speech, Vice Chairman of the National Assembly Tran Quang Phuong affirmed that supreme supervision of State activities is one of the three important functions of the National Assembly. Since the beginning of the 15th National Assembly term, every year, the National Assembly Standing Committee has held a conference to deploy the supervision program for the following year. This is an innovative step to improve the quality and effectiveness of the National Assembly's activities, which has been highly appreciated by National Assembly deputies, the people and voters.

The Vice Chairman of the National Assembly emphasized that at this conference, in addition to assessing the achievements and good experiences in the supervision work of the National Assembly, the National Assembly Standing Committee, the National Assembly agencies, the National Assembly delegations and the National Assembly deputies in 2023, it is also necessary to clarify the shortcomings, limitations, difficulties, obstacles and causes, especially subjective causes in the supervision activities. At the same time, it is necessary to exchange and agree on the awareness, content, coordination work, and measures to effectively organize and implement the supervision activities of the National Assembly and the National Assembly Standing Committee in 2024, contributing to bringing policies and laws into life, ensuring high efficiency, meeting the expectations of the people and voters nationwide.

2023 is the mid-term year, a pivotal year in implementing the Resolution of the 13th National Party Congress. With the goal of constantly "Innovating and promoting supervision work as the key and focal point to improve the effectiveness and efficiency of the National Assembly's operations", the National Assembly's supervision activities have been organized and implemented comprehensively and synchronously, ensuring progress and completing all contents according to plan.

The supervisory activities of the National Assembly and the National Assembly Standing Committee have been constantly improved and innovated, from institutional development to the implementation of each supervisory content. The Nationalities Council and the committees have proactively improved, innovated, and implemented their supervisory activities to effectively carry out the assigned requirements and tasks with diverse forms of supervision, harmoniously combining regular supervision, supervision, thematic surveys with accountability activities.

The delegations of National Assembly deputies have actively carried out supervisory activities according to regulations. The National Assembly deputies actively participated in the supervisory activities of the National Assembly's Supervisory Delegations, the National Assembly Standing Committee, the National Assembly agencies and the National Assembly delegations; proactively questioned at the meetings, demonstrating a sense of responsibility, reflecting the practical situation, the aspirations of voters and the people.

2024 is an important year for the successful implementation of the Resolution of the 13th National Party Congress and the Action Program of the National Assembly Party Delegation. With the goal of supervision being implemented synchronously with the process of developing and implementing legal policies, in 2024, the National Assembly and the National Assembly Standing Committee will continue to lead, direct, and organize the implementation of supervision tasks.

Accordingly, regarding thematic supervision activities, the National Assembly will conduct supreme supervision on two topics: Topic on fiscal and monetary policies to support the socio-economic recovery and development program and on a number of important national projects; Topic on real estate market management and social housing development at the 7th and 8th sessions.

The National Assembly Standing Committee conducted supervision on two topics: Topic on innovation of the organization and management system, improving the quality and efficiency of public service units; Topic on ensuring traffic order and safety at the meetings in August and September 2024.

Regarding the question and answer activities, the National Assembly will organize 2 question sessions at the 7th and 8th Sessions; the National Assembly Standing Committee will organize question sessions at the March and August 2024 sessions, in which, at the March session, "hot" issues will be questioned and at the August session, there will be supervision.

Regarding the supervision of the settlement of voters' complaints, denunciations and petitions: at the 7th and 8th Sessions, the National Assembly will review and discuss the results of the supervision of the settlement of voters' petitions, the work of receiving citizens, and the settlement of citizens' complaints and denunciations. At the monthly meeting, the National Assembly Standing Committee will review and discuss the report on the work of petitions.

Delegations of National Assembly deputies shall strengthen supervision of outstanding issues, public concerns, complaints and denunciations in localities; regularly monitor and urge relevant agencies to implement supervision recommendations.

At the conference, delegates also contributed 9 presentations to improve the effectiveness of implementing the National Assembly and the National Assembly Standing Committee's Supervision Program in 2024.

Concluding the conference, National Assembly Chairman Vuong Dinh Hue pointed out a number of key points in the National Assembly's supervisory activities in 2024. Accordingly, a high focus will be placed on the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils; a Resolution of the National Assembly Standing Committee will be issued to guide the accountability activities of the Ethnic Council and National Assembly agencies; and the progress of amending and supplementing joint resolutions to contact voters of National Assembly deputies and People's Council deputies will be accelerated.

The National Assembly Chairman also pointed out that the quality and effectiveness of supervisory activities have an important impact not only on the quality of legislative activities and decisions on important issues of the country, but also on the entire activities of the State. The supervisory activities of the National Assembly not only aim to ensure that the law is strictly and consistently enforced, but also to promote the responsibility of state agencies, contributing to bringing the law into life and building a socialist rule-of-law state of Vietnam of the people, by the people and for the people.

Supervision activities not only achieve the purpose of detecting problems and making recommendations, but also require the subjects of supervision to seriously implement those recommendations. Violations must be handled; incomplete policies must be promptly amended and supplemented to meet practical requirements. Therefore, the National Assembly's supervision activities are identified as one of the key focal points to improve the effectiveness of the National Assembly's operations.
