According to Ngo Minh Hai, Secretary of the Ho Chi Minh City Youth Union and President of the Vietnam Youth Union of Ho Chi Minh City, the 441 official delegates attending the congress will evaluate the results of the 2019-2024 term, discuss directions for activities in the 2024-2029 term, focusing on expanding the front of solidarity and gathering of young people in the new phase, as well as establishing the content of youth movement activities for the next five years.
The Congress of the Vietnam Youth Union of Ho Chi Minh City will consult on the Executive Committee of the City's Youth Union for the 9th term and the delegation to the National Congress of the Vietnam Youth Union for the 2024-2029 term. There are 14 delegates representing outstanding individuals in the field of scientific research; and 25 delegates representing outstanding young artists and cultural figures, including one People's Artist and three delegates who are associate professors and doctors.
Some notable delegates from various fields present at the congress include: Nguyen Thi Anh Vien (swimming), Hoang Gia Bao (aerobic), Chau Tuyet Van (taekwondo), and Doan Thi Huynh Nhu (captain of the Vietnamese women's football team).
The arts and culture sector includes singers Phan Lê Ái Phương and Phương Mỹ Chi, MC Quỳnh Hoa, bamboo flute artist Đinh Nhật Minh, and supermodel-actor Bình Minh. Additionally, there are beauty queens: Lê Nguyễn Bảo Ngọc (Miss Intercontinental 2022), Nguyễn Thị Ngọc Châu (Miss Universe Vietnam 2022), Nguyễn Thúc Thùy Tiên (Miss Grand International 2021), and Nguyễn Tuấn Ngọc (Mister World Vietnam 2024).
This will be a paperless congress, using the "Youth of Ho Chi Minh City" app to update documents, conduct voting, share news, participate in interactive activities at the congress, and take attendance using facial recognition technology (FaceID).
The Congress also utilized modern technologies to present its content and work programs. The "Youth of Ho Chi Minh City" application developed by the Ho Chi Minh City Youth Union was commended and awarded the National Outstanding Digital Transformation Award in 2024.
The projects to celebrate the congress include building a new school in Lao Cai province and repairing a school in Yen Bai province that was severely affected by Typhoon Yagi (Typhoon No. 3). The total cost of these projects is 6 billion VND, funded by the "Towards the North" fundraising program, and is expected to be completed in 2024.

The exhibition features vivid and meaningful images of the movements and activities of the youth members of Ho Chi Minh City over the past years. The content of the exhibition not only reflects the efforts, creativity, and enthusiasm of the younger generation but also demonstrates the pioneering spirit and responsibility of the city's youth towards the community and society.
