THE COMMUNIST PARTY OF VIETNAM - 95 YEARS OF BIRTH, BUILDING, FIGHTING AND GROWTH. QUANG NAM PROVINCIAL PARTY COMMITTEE - 95 YEARS UNDER THE GLORIOUS FLAG OF THE PARTY
I. THE BIRTH OF THE COMMUNIST PARTY OF VIETNAM IS A GREAT TURNING POINT IN THE HISTORY OF THE VIETNAMESE REVOLUTION
1. Overview of the historical context of the birth of the Communist Party of Vietnam
At the end of the 19th century, capitalism moved from the stage of free competition to imperialism. Internally, it increased exploitation of the working people, and externally, it increased its activities of invasion and oppression of the people of colonial nations... making the lives of working people around the world miserable, causing the struggle movement to take place strongly in colonial countries.
In the world , the victory of the Russian October Revolution in 1917 opened a new era in human history. In 1919, the Communist International (Third International) was born, promoting the strong development of the communist movement and playing an important role in spreading Marxism-Leninism and establishing the Communist Party in Vietnam.
For our country , in 1858, the French colonialists invaded and gradually established a ruling apparatus, turning Vietnam from an independent feudal country into a colonial-feudal country. Politically , the French colonialists implemented a colonial rule policy, depriving the feudal government of its internal and external powers. They bloodily suppressed the patriotic movements of the Vietnamese people, and all freedoms were banned. They divided Vietnam into three regions (North, Central, and South) and implemented a separate ruling regime in each region.
Economically, they colluded with landlords to brutally exploit and seize land to establish plantations; tried to exploit resources, along with many forms of heavy and unreasonable taxes; and built a number of facilities to serve the colonial exploitation policy.
In terms of culture , they carry out a policy of keeping people ignorant; cover up and prevent the influence of progressive cultures in the world, encourage harmful cultures, distort Vietnamese history and cultural values, and tolerate and maintain backward customs.
Faced with the rule and oppression of French colonialism, hundreds of uprisings and struggles of our people took place strongly, such as: Can Vuong Movement; Yen The peasant movement, Yen Bai uprising and patriotic movements following the bourgeois democratic tendency led by Phan Boi Chau, Phan Chu Trinh, Luong Van Can also fell into deadlock and failure due to lack of correct guidelines, organization and necessary forces.
When our nation was facing a crisis in the way to save the country, on June 5, 1911, the young man Nguyen Tat Thanh left to find a new way to save the country. After traveling through many countries in Europe, Africa, and America, he came to the truth: Capitalism, imperialism, and colonialism are the source of all suffering for workers and laborers in the mother country as well as in the colonies. From then on, he worked tirelessly, becoming the first Communist of the Vietnamese nation and finding all conditions for the birth of a proletarian party in Vietnam, with the birth of 3 communist organizations in Vietnam: Indochinese Communist Party in the North; Annamese Communist Party in the South; and Indochinese Communist Federation in the Central region.
From January 6 to February 7, 1930, under the chairmanship of comrade Nguyen Ai Quoc, the conference to unify communist organizations to establish the Communist Party of Vietnam was held in Kowloon Peninsula, Hong Kong (China). The conference agreed to unify communist organizations to establish one party, named the Communist Party of Vietnam.
2. Historical significance of the birth of the Communist Party of Vietnam and the Party's first political platform
The birth of the Communist Party of Vietnam with its first political platform opened a new era for the Vietnamese revolution - the era of fighting for national independence and advancing towards socialism.
The founding of the Communist Party of Vietnam was an extremely important turning point in the history of the Vietnamese revolution, deciding the development of the nation, ending the crisis in the leadership and organization of the Vietnamese patriotic movement in the early 20th century. It was the result of the mobilization, development and unification of the revolutionary movement throughout the country; the meticulous preparation in all aspects of Leader Nguyen Ai Quoc and the unanimity of the pioneers for the benefit of the class and the nation. It was the result of the combination of Marxism-Leninism with the workers' movement and the Vietnamese patriotic movement; proving that the Vietnamese working class had matured and was capable of leading the revolution.
The birth of the Communist Party of Vietnam has made the Vietnamese revolution a part of the world revolutionary movement; thanks to that, it has gained the great support of the world revolution, combined national strength with the strength of the times to create glorious victories; at the same time, actively contributed to the struggle for peace, national independence and progress of humanity in the world.
II. BRIGHT MILESTONES AND LESSONS LEARNED ON THE PARTY'S 95-YEAR GLORIOUS JOURNEY
1. The Party led the struggle for power (1930 - 1945) - giving birth to the Democratic Republic of Vietnam
After its establishment, the Party led the people to fight for national liberation and seize power with three revolutionary movements of great significance leading to the victory of the August Revolution in 1945. These were the revolutionary movements of 1930 - 1931, culminating in the Soviet - Nghe Tinh movement; the revolutionary movement demanding people's livelihood and democracy (1936 - 1939); the revolutionary movement for national liberation (1939 - 1945).
The victory of the August Revolution in 1945 brought the Vietnamese people into a new era; the era of national independence associated with socialism, our people from the status of slaves became masters of the country, masters of society. On September 2, 1945, at the historic Ba Dinh Square, President Ho Chi Minh read the Declaration of Independence. gave birth to the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam), the first worker-peasant state in Southeast Asia. This was the first time in the revolutionary history of colonial peoples that a 15-year-old Party had successfully led a revolution and taken power nationwide.
2. The Party leads the struggle for national liberation and national reunification (1945 - 1975)
2.1. Building and protecting the revolutionary government, leading the national resistance against French colonialism and American intervention (1945 - 1954)
During the years 1945 - 1946, our Party, headed by President Ho Chi Minh, led the construction and consolidation of the people's government, elected the National Assembly of the Democratic Republic of Vietnam (January 6, 1946); built and passed the first democratic Constitution (November 9, 1946); cared for building a new regime and a new life for the people, fought against hunger, illiteracy, and foreign invaders; organized resistance against French colonialism in the South and South Central regions with the support and assistance of the whole country; resolutely suppressed counter-revolutionary forces, protected the government and the achievements of the August Revolution.
In December 1946, facing the French colonialists' ambition to invade our country once again, the Party and President Ho Chi Minh launched a nationwide resistance war with the determination " We would rather sacrifice everything than lose our country and become slaves". Through the policy of a comprehensive, long-term, all-people resistance war, relying mainly on our own strength; at the same time, gaining the sympathy and support of international friends, the Party led our people to successively defeat the French colonialists' war plans and achieve victory, culminating in the historic victory of Dien Bien Phu "resounding throughout the five continents, shaking the world" , forcing the French Government to sign the Geneva Agreement on the cessation of hostilities in Vietnam, ending the French colonialists' domination in our country.
2.2. Resistance war against America, national salvation and building socialism in the North (1954 - 1975)
After the Geneva Agreement was signed, the North was completely liberated, our people started to build, restore the economy and culture, and build socialism; in the South, the US imperialists sabotaged the Geneva Agreement, ousted the French colonialists, and turned the South into their new-style colony and military base. The task of our Party in this period was extremely heavy, which was to lead the Vietnamese revolution to simultaneously carry out two strategic tasks: the people's national democratic revolution in the South and the socialist revolution in the North.
With the correct and wise leadership and the heroic, steadfast, indomitable fighting spirit of our people, regardless of all hardships and sacrifices, together with the great help of socialist countries and peace-loving people around the world, the Party has led our people to successively defeat the brutal war strategies of the US imperialists, winning many glorious victories, the peak of which was the historic Ho Chi Minh campaign in the spring of 1975, ending 30 years of national liberation war, completely liberating the South, and reunifying the country. This is one of the most brilliant pages in the history of the nation, an event of international significance and profound contemporary significance.
In parallel with the resistance war against the US to save the country, the Party led the people of the North to overcome the consequences of war, restore the socio-economy, carry out socialist transformation and transition the North to socialism. After 21 years of building socialism, the North has achieved important achievements, preparing the initial material and technical foundations for socialism; both producing and fighting and providing human and material support, fulfilling the role of a great rear base for the great frontline in the South.
3. The period of carrying out socialist revolution across the country, carrying out the country's renovation from 1975 to present
3.1. From 1975 to 1986
After the liberation of the South, our country faced numerous difficulties. The Party led the people to both strive to restore the socio-economy and fight to protect the northern and southwestern borders, protect the independence, sovereignty, and sacred territorial integrity of the Fatherland, fulfill international obligations together with the Cambodian army and people to defeat the genocidal regime; at the same time, focus on leading the construction of the material foundation of socialism, gradually forming a new economic structure throughout the country, improving the material and spiritual life of the working people.
3.2 . From 1986 to present
Based on the assessment of the country's situation and through the process of research and testing, the 6th Party Congress (December 1986) put forward a comprehensive national renovation policy, opening an important turning point in the cause of building socialism in our country.
In the context of the collapse of the socialist model in the Soviet Union and Eastern Europe, the temporary decline of the world socialist system, the 7th Party Congress (June 1991) affirmed to continue synchronous and thorough innovation in all fields with appropriate steps and methods and maintain the socialist orientation. The Congress approved the Platform for national construction in the transitional period to socialism, determined the viewpoints and directions for national development, affirmed Marxism-Leninism and Ho Chi Minh Thought as the ideological foundation and guideline for the Party's actions.
The Party's resolutions from the 8th Congress to the present continue to affirm the steadfastness and persistence in implementing the policy of national renewal and international integration. The system of theoretical viewpoints on the renewal process, Marxism-Leninism, Ho Chi Minh Thought, and Party building and rectification in the new situation has been constantly supplemented and developed. The Communist Party of Vietnam has gradually perfected and comprehensively concretized the orientations of renewal and development, clearly identifying the focus in each stage.
Nearly 35 years of implementing the Platform for National Construction in the Transitional Period to Socialism (1991) and 40 years of implementing the renovation policy initiated and led by our Party; from a poor, backward, low-level, besieged and embargoed country, our country has become a developing country with average income, deeply integrated into world politics, the global economy, human civilization, and taking on many important international responsibilities. Independence, sovereignty, unity and territorial integrity have been maintained, and national and ethnic interests have been guaranteed.
4. Lessons learned from the Communist Party of Vietnam
Firstly , firmly grasp the flag of national independence and socialism - the glorious flag that President Ho Chi Minh has handed over to today's generation and future generations. National independence is a prerequisite for implementing socialism and socialism is the solid foundation for national independence. Building socialism and defending the socialist Fatherland are two closely related strategic tasks.
Second, the revolutionary cause belongs to the people, by the people and for the people. It is the people who create historical victories. All activities of the Party must stem from the interests and legitimate aspirations of the people. The strength of the Party lies in its close connection with the people. Bureaucracy, corruption and alienation from the people will lead to immeasurable losses for the destiny of the country, the socialist regime and the Party.
Third, constantly consolidate and strengthen solidarity: solidarity of the entire Party, solidarity of the entire people, national solidarity, international solidarity. That is a precious tradition and a source of great strength for our country's revolution. President Ho Chi Minh summarized: Solidarity, solidarity, great solidarity - Success, success, great success.
Fourth, combine national strength with the strength of the times, domestic strength with international strength. In any circumstance, it is necessary to firmly maintain the will of independence and self-reliance, uphold the spirit of international cooperation, and promote internal strength to the fullest; at the same time, take advantage of external strength, and combine traditional elements with modern elements.
Fifth, the correct leadership of the Party is the leading factor determining the victory of the Vietnamese revolution. The Party has no other interests than serving the Fatherland and the People. The Party must firmly grasp, creatively apply, and contribute to the development of Marxism-Leninism and Ho Chi Minh Thought, constantly enrich its intelligence, improve its political mettle, moral qualities, and organizational capacity to be able to solve problems posed by revolutionary practice. All policies and guidelines of the Party must originate from reality and respect objective laws. It is necessary to prevent and combat major risks: mistakes in policies, bureaucracy, and degeneration and corruption of cadres and Party members.
III. PROMOTING GLORIOUS TRADITIONS, ACTIVELY BUILDING AND RECTIFYING THE PARTY AND THE POLITICAL SYSTEM TO BE CLEAN AND STRONG, AND BUILDING OUR COUNTRY TO BE INCREASINGLY RICH, CIVILIZED, CULTIVATED AND HEROIC
1. Glorious traditions of the Communist Party of Vietnam
In the process of leading the revolution, our Party has built many valuable traditions, demonstrating its good nature.
(1) Tradition of infinite loyalty to the interests of the nation and class, steadfast in the goal and ideal of national independence associated with socialism on the basis of Marxism-Leninism and Ho Chi Minh thought.
(2) Tradition of maintaining independence and autonomy in policies; firmly grasping, applying and creatively developing Marxism-Leninism, referring to international experience to set out correct policies and effectively organize the implementation of revolutionary tasks.
(3) The tradition of blood ties between the Party and the People, always taking serving the People as the reason for living and the goal to strive for. The endless strength of the People creates the invincible strength of the Party; the origin of the Party's strength lies in the blood ties with the People, promoting the strength of the great national unity bloc.
(4) Tradition of solidarity, unity, organization and strict discipline based on the principles of democratic centralism, self-criticism, criticism and comradely love.
(5) The tradition of loyal and pure international solidarity is based on noble principles and goals. This is the solid foundation for our Party to form and successfully implement the correct foreign policy through the periods, promoting to the peak the combination of national strength with the strength of the times, bringing the Vietnamese revolution to continuous development.
The precious traditions of our Party are the inheritance and promotion of the fine traditions of the nation, of the Vietnamese working class and the international working class to a new height of the era; the strength to ensure the leadership role of the Party; the result of the process of persistent cultivation and construction, the sacrifice of blood and sweat, and the tireless efforts of generations of cadres and party members.
2. Strengthening the building of a clean and strong Party and political system; building a rich, strong, democratic, equitable and civilized country.
Over the past 95 years, our Party has made constant efforts, closely following the practical situation at home and abroad to issue correct and creative policies and strategies to help the Vietnamese revolution overcome all difficulties, hardships and sacrifices to achieve great and glorious victories, build and protect the socialist Vietnamese Fatherland to develop more and more strongly, and the people's lives to become more and more prosperous and happy. Our Party has constantly renewed itself, devoted much time and effort to Party building, identifying Party building as a key and continuous task throughout the Party's terms.
Since the beginning of the 13th Party Congress, the Central Executive Committee, the Politburo, and the Secretariat have comprehensively, synchronously, and deeply implemented 10 tasks on Party building to meet the requirements of the new period. These results affirm the political mettle, steadfastness, determination, and consistency of the Party, State, and People; making our Party more united, stronger, and cleaner, and consolidating the trust and confidence of cadres, Party members, and People in the Party and State.
VI. QUANG NAM PROVINCE PARTY COMMITTEE - 95 YEARS UNDER THE GLORIOUS FLAG OF THE PARTY
1. Quang Nam Provincial Party Committee was established - A brilliant milestone in the revolutionary history of the province
After the Communist Party of Vietnam was founded on February 3, 1930, less than 2 months later, on March 28, 1930, at Cay Thong Mot, Cam Ha commune (now Tan Thanh block, Tan An ward), Hoi An city, the Quang Nam Provincial Party Committee was established. The Provincial Party Committee was established "the second earliest in the country, after the Hanoi City Party Committee". This was a political event of great significance to the Party Committee and the People of Quang Nam province in the cause of fighting for national independence, building and defending the homeland and the country.
After 95 years of construction and growth (1930 - 2025), nearly 40 years of implementing the Party's renewal policy (1986 - 2025), 50 years of liberation (1975 - 2025), especially after nearly 30 years of re-establishment, the Quang Nam Provincial Party Committee has led the army and people of the province to establish very proud achievements.
2. 45 years of courage and resilience (1930 - 1975)
After its establishment, although it was a young Party Committee, after 15 years of establishment (1930 - 1945), with its acumen, flexibility, especially the creative application of the "Japanese - French Directive on fighting each other and our actions", the Party Committee led the people in the province to promptly seize the opportunity to revolt and seize power in the revolutionary autumn (1945), making Quang Nam one of the earliest provinces and cities to revolt and seize power in the country.
During the 9-year long resistance war against the French colonialists (1945 - 1954), especially during the 21-year resistance war against the Americans to save the country (1954 - 1975), the revolutionary movement in the South in general, and Quang Nam in particular, had to face many fierce difficulties and challenges. The years 1954 - 1959 were the most difficult period of the Quang Nam revolution, at times the difficulties seemed insurmountable. It was during this "fire tests gold" period that the Party Committee was tempered, the qualities of the communists shone brighter; the more the enemy attacked, the more the People's War line proved to be correct. With the "determination to defeat the American invaders", from the reality of fighting the Americans, the Hoa Vang American-destroying belt and the Chu Lai American-destroying belt were formed; at the same time, creatively applying the motto of "two legs", "three prongs of attack", "attacking the enemy in all three strategic areas". Thanks to that, the army and people of Quang Nam have achieved many resounding victories. The victories of Nui Thanh, Dong Duong, Nong Son - Trung Phuoc, Thuong Duc, Tien Phuoc - Phuoc Lam... will forever be brilliant milestones, eloquently demonstrating the steadfast revolutionary will and courageous fighting spirit of the army and people of Quang Nam, recorded in the history of the nation with the title "Quang Nam - Da Nang: Brave and resilient, leading the way in destroying the Americans", completing the task of completely liberating the homeland (March 24, 1975), contributing worthily to the cause of completely liberating the South and unifying the country (April 30, 1975).
3. Outstanding and creative marks after 50 years of liberation (1975 - 2025)
3.1. The homeland was completely liberated, the task set for the Party Committee and the people of Quang Nam was extremely heavy. The first task was to focus on production and food supply. Along with land reclamation, restoration, and mine clearance, the Party committees at all levels actively directed and mobilized the people to relocate graves, free up land for production, and re-plan the fields and villages. This was an equally fierce campaign because it affected the customs and practices of the people. In that situation, the Provincial Party Committee Standing Committee convened a "Dien Hong" conference to persuade the people to understand and implement.
With the determination to eliminate poverty in the sandy areas through policies to encourage afforestation, irrigation to bring water back, land improvement, and production change, the Provincial Party Committee Standing Committee identified irrigation as the leading measure and launched a mass movement to advance strongly on the irrigation front. The birth of the Phu Ninh Great Irrigation Project is the clearest proof of the will, aspiration, and indomitability of the Party Committee and the People of Quang Nam - Da Nang. This is the largest irrigation project built in the Central region after the complete liberation of the South.
In response to the country's development requirements, on January 1, 1997, Quang Nam - Da Nang province was divided into two administrative units directly under the Central Government, Quang Nam province and Da Nang city. Right from the first days of separation, the Party Committee focused on building a clean and strong Party Committee, maintaining solidarity and unity within the Party, the close bond between the Party and the People is a solid foundation, a decisive factor for the cause of building and developing the homeland.
The Provincial Party Committee has focused on leading the implementation of three breakthrough tasks on building synchronous infrastructure, creating a favorable environment to attract investment and developing human resources, especially high-quality human resources to meet the requirements of industrialization, modernization and international integration .
50 years after the liberation of the homeland, nearly 30 years of re-establishment, Quang Nam has gone from being one of the poorest provinces in the country, receiving over 70% of the central budget as a subsidy, to having an economic scale of over 129 trillion VND by 2024, among the provinces and cities that contribute to the central budget.
3.2. Outstanding results in 2024
Firstly , the work of building the Party and the political system continued to be strengthened; political and ideological education was well implemented, timely monitoring, grasping, and orienting information and public opinion. ( Developed 2,203 party members, reaching 115.95% compared to the resolution. Completed the arrangement of administrative units at district and commune levels; urgently deployed the summary of the implementation of Resolution No. 18 and issued Project No. 25 on the overall arrangement and streamlining of the provincial and district-level apparatus in accordance with the direction of the Central Committee). The preparation work for the Party Congresses at all levels for the 2025-2030 term was seriously implemented according to the set plan. Internal affairs, anti-corruption and anti-negativity work was resolutely implemented (directed the handling of 15 complicated and prolonged cases and incidents of public concern); Crime prevention, law violations, and enforcement of judgments to ensure compliance with the law.
Second , the province's socio-economic situation has recovered positively and developed in all fields, especially the bright spot of the economic growth rate estimated at 7.1%. (The economic scale calculated at current prices is about 129 trillion VND, an increase of 16.5 trillion VND compared to 2023. GRDP per capita is estimated at more than 84 million VND, an increase of 10 million VND compared to 2023). State budget revenue in the province reached more than 27,600 billion VND, 217 times higher than in 1997 (in 1997, budget revenue in the province reached 127 billion VND).
Social security is guaranteed. Continue to effectively implement the 3 National Target Programs on new rural construction. (137/193 communes, 4 district-level units meet new rural standards); regarding sustainable poverty reduction, the rate has decreased compared to the previous year (the number of poor households in the whole province is 20,272 households, equivalent to 4.56%, down 1.01% compared to 2023). Regarding socio-economic development, ethnic minority and mountainous areas continue to receive attention and promote effectiveness (with the poverty rate decreasing by 9%, exceeding the set target; 67% of temporary houses have been eliminated; 75% of households have been supported with production land and job conversion). The appearance of rural, mountainous and ethnic minority areas has had positive changes, the infrastructure system has been invested in and upgraded, shortening the gap between mountainous and plain areas.
The cultural and social fields have achieved important results. Education and training have developed comprehensively in terms of scale and quality (61.29% of schools have been recognized as meeting national standards, the high school graduation rate has achieved a fairly high result of 98.48%). Medical examination, treatment and health care for the people have been well implemented (48.3 hospital beds/10,000 people, meeting the target set by the resolution); 96.2% of the population participates in health insurance. Research and application of science and technology have served production and life well. Regarding the environment, the province successfully hosted the "National Biodiversity Recovery Year - Quang Nam 2024", the forest coverage rate reached 59.19% (exceeding the target set by the resolution); 98% of urban solid waste was collected. Gratitude work, policies for policy families, people with revolutionary contributions, poor and near-poor households, and social subjects are taken care of and implemented.
Third , national defense, security, order and social safety are basically maintained and stable; building a national defense foundation associated with the people's security posture is strengthened, and the potentials in the defense area are strengthened. Synchronously implementing preventive measures, fighting against crimes and law violations. Foreign affairs activities are increasingly vibrant with the maintenance and promotion of the special friendship and solidarity between Quang Nam - Se Kong, Quang Nam - Champasak; promoting and expanding investment relations with foreign localities and organizations.
The above victories are thanks to the correct leadership, innovative and creative thinking, strong political will, solidarity, unity of political ideology, and revolutionary actions of the Quang Nam Party Committee, which have been supported and supported by the people in the province. All people have a prosperous and happy life, are supported to develop and enrich themselves; contribute more and more to the peace, stability, development of the world, the happiness of humanity and global civilization.
According to the General Secretary, the destination of the era of rising up is a rich country, a strong country, a socialist society, standing shoulder to shoulder with the world powers. The top priority in the new development era is to successfully implement the strategic goals by 2030, Vietnam becomes a developing country with modern industry and high average income; by 2045, it becomes a developed socialist country with high income; strongly arousing national spirit, spirit of self-reliance, self-confidence, self-reliance, national pride, aspiration for national development; closely combining national strength with the strength of the times.
