Establish a mechanism for regular dialogue between regulatory agencies and businesses.

The Import-Export Department ( Ministry of Industry and Trade ) announced that the Vietnam Logistics Forum 2024 will be the 12th edition of the forum. This year's forum is being held in a context with many new characteristics. Accordingly, the implementation of bilateral, multilateral, and new-generation free trade agreements (FTAs) requires businesses to strive to enhance their competitiveness. In addition, the global economy in 2024 is forecast to continue facing many difficulties and challenges. Increased geopolitical tensions, the complex and prolonged military conflict between Russia and Ukraine, the escalating conflict in the Gaza Strip, and attacks on shipping activities in the Red Sea have affected the global supply chain.

The Vietnam Logistics Forum 2024, organized by the Ministry of Industry and Trade in collaboration with the People's Committee of Ba Ria - Vung Tau province, will take place in early December 2024.

Furthermore, the explosive growth of e-commerce and cross-border e-commerce, along with the increasing demand for green logistics and sustainable development, presents both opportunities and challenges for Vietnam's logistics service industry. In a world still fraught with uncertainties, where opportunities and challenges are intertwined, organizing the Vietnam Logistics Forum 2024 to discuss, propose, and recommend solutions for developing logistics services should be identified as a key priority in the country's economic development.

2024 is also a crucial year for ministries, sectors, and localities to focus resources and overcome difficulties and obstacles to complete assigned tasks in order to achieve the goals for logistics service development set out in Decision No. 221/QD-TTg dated February 22, 2021, of the Prime Minister, amending and supplementing Decision No. 200/QD-TTg approving the Action Plan to enhance the competitiveness and development of Vietnam's logistics services until 2025. Simultaneously, preparations will be made for the completion and promulgation of the Strategy for the Development of Vietnam's Logistics Services for the period 2025-2035, with a vision to 2050, with major orientations and breakthrough solutions to continue seizing opportunities and making Vietnam's logistics service industry a leading sector, enhancing the competitiveness of goods in particular and the economy in general.

Therefore, to continue implementing the directives of the Prime Minister in Decision No. 200/QD-TTg dated February 14, 2017 and Decision No. 221/QD-TTg dated February 22, 2021, and the Government in Resolution No. 163/NQ-CP dated December 16, 2023, the Ministry of Industry and Trade is organizing the Vietnam Logistics Forum 2024 to establish a mechanism for regular coordination and dialogue between state management agencies and domestic and foreign logistics businesses, creating a link and promoting the growth of logistics in conjunction with production and import/export of goods.

The theme is "Free Trade Zones - A Breakthrough Solution to Boost Logistics Growth"

Vietnam possesses significant potential and advantages in developing logistics services, including its strategic location in a dynamic region of the world, a rapidly developing economy, deep international integration, its status as the 8th largest emerging market with high consumption, a strong growth trend in e-commerce, and its position as a new manufacturing hub in the Asia-Pacific region. Furthermore, Vietnam benefits from its geographical location facing the sea, facilitating international transport with a 3,260 km coastline, numerous deep-water ports, international airports, a transnational railway system, and a well-developed transportation network.

In recent years, Vietnam has been actively researching free trade zones around the world. This type of economic zone could bring many benefits to Vietnam, contributing to the promotion of logistics services. Currently, Vietnam does not have any free trade zones. Recently, the National Assembly approved a pilot mechanism for establishing a free trade zone in Da Nang City. This serves as a basis for piloting new policies and lays the groundwork for legalizing regulations on free trade zones nationwide.

In the context of Vietnam's deep integration into the regional and global economy, its active participation in FTAs, and its geoeconomic advantages, research and proposals for the construction, establishment, and development of free trade zones should be implemented early to seize opportunities and contribute to the development of Vietnam's logistics service industry, enabling it to participate more deeply in the global logistics supply chain.

Ba Ria - Vung Tau is a coastal province in the Southeast region of Vietnam, located within the Southern Key Economic Zone. It serves as a gateway to the East Sea for provinces in the Southeast region, connecting with Ho Chi Minh City and other provinces and cities via road, inland waterway, and air.

In recent years, Ba Ria - Vung Tau province has achieved many successes in attracting FDI, developing production, boosting exports, and playing a leading role in regional linkages in the Southeast region. Thanks to budget revenue from oil and gas, investment in industrial development, port economy, and services, the province has undergone positive changes with complete and synchronized transportation infrastructure and is one of the leading cities in the country in terms of per capita income. By 2030, the province will focus on increasing the proportion of the service sector in its economic structure, with particular emphasis on tourism, finance, port operations, and logistics.

In addition, the Politburo issued Resolution No. 24-NQ/TW on October 7, 2022, on socio-economic development and ensuring national defense and security in the Southeast region until 2030, with a vision to 2045. The Prime Minister also issued Decision No. 370/QD-TTg on May 4, 2024, approving the Southeast region planning for the period 2021-2030, with a vision to 2050.

Accordingly, the plan has been oriented towards "Establishing a free trade zone associated with the seaport in the Cai Mep Ha area of Ba Ria - Vung Tau province" . Along with this, Decision No. 200/QD-TTg of the Prime Minister also assigns the task of " Supporting the improvement of efficiency in exploitation, marketing, and expansion of goods sources, increasing cargo volume at the Cai Mep - Thi Vai port cluster in Ba Ria - Vung Tau province, making the port cluster a hub for collecting and transshipment of goods in the region " . The early establishment of a free trade zone in Ba Ria - Vung Tau province will be an important impetus contributing to deeper international integration, attracting investment capital, and creating synergy to unleash the existing potential of this locality.

To convey this message, and to gradually change the perceptions of relevant government levels and businesses regarding the establishment, investment, and development of free trade zones to promote trade, investment, and international economic integration, and to guide and encourage multinational logistics corporations and large logistics businesses to proactively cooperate and invest in operating supply chains to quickly enhance competitiveness in the current context, the Vietnam Logistics Forum 2024 (VLF 2024), organized by the Ministry of Industry and Trade in coordination with the People's Committee of Ba Ria - Vung Tau province, with the theme "Free Trade Zones - A Breakthrough Solution to Promote Logistics Growth," will take place at The Grand Ho Tram Hotel (Phuoc Thuan commune, Xuyen Moc district, Ba Ria - Vung Tau province). This is also the theme of the Vietnam Logistics Report 2024, which will be published at the forum.

The plenary session of the forum will be attended by the Prime Minister.

Given the importance and prestige of the forum, which has been affirmed over the years, Comrade Pham Minh Chinh, Member of the Political Bureau and Prime Minister, will attend and chair the forum. The forum will bring together more than 500 delegates, including leaders from relevant ministries and agencies; leaders from provinces and centrally-administered cities, as well as the East, West, and South regions; representatives from international organizations in Vietnam; associations and businesses in logistics, manufacturing, and import/export, both domestic and international; experts; and media and press agencies nationwide.

The plenary session of the Forum will be attended by the Prime Minister and leaders of ministries, sectors, and localities. Within the framework of the Forum, a thematic workshop will be held in the afternoon of the same day, focusing on in-depth professional content revolving around the Forum's theme.

Prior to the event, the Ministry of Industry and Trade will organize a field survey trip to major ports and logistics centers in Ba Ria - Vung Tau province and the surrounding areas for delegates attending the Forum. Delegates who are unable to attend in person but are interested in the Forum will follow all activities through the program's online channels.

The Vietnam Logistics Forum is an annual event organized by the Ministry of Industry and Trade since 2013 to coordinate activities to promote the development of logistics services, create linkages between logistics and manufacturing and import-export industries, and also serve as a forum for dialogue and updating information on pressing issues of logistics services in Vietnam and around the world.

Over its 11 previous editions, the Forum has received significant attention and high praise from government leaders, ministries, localities, and businesses. It has become a reputable and familiar brand for the domestic and international logistics business community, serving as a gathering place for state management agencies, logistics businesses, manufacturers, and import/export companies to exchange and dialogue on current issues in the Vietnamese logistics sector and propose solutions to improve the business environment for this service industry. Since 2018, the Forum has been chaired by a member of the Politburo, with the participation of leaders from numerous ministries, localities, associations, and businesses.
