The Ministry of Transport proposed to convert the Vietnam Expressway Administration into the Public-Private Management Agency.
In addition to renaming the Vietnam Expressway Administration to the Public-Private Management Agency, the Ministry of Transport will consolidate the functions and tasks of this Agency to ensure coverage of all tasks related to investment in the form of PPP.

The Ministry of Transport (MOT) has just begun soliciting opinions on the Draft Decree amending a number of articles of Decree No. 56/2022/ND-CP dated August 22, 2022 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Transport .
Specifically, the Ministry of Transport will consider renaming the Vietnam Expressway Administration to the Public-Private Management Agency, and at the same time, consolidate the functions and tasks of this Agency to ensure that it covers all tasks related to investment in the form of PPP in accordance with current laws, current context and future trends.
The Public Private Management Authority (PPA) will be an organization under the Ministry of Transport, performing the function of advising and assisting the Minister of Transport in state management and law enforcement on investment, construction and exploitation of transport infrastructure systems under the PPP method and other forms of investment using non-state budget capital nationwide.
The Public-Private Investment Management Department is expected to have legal status, its own seal, its own account at the State Treasury, headquartered in Hanoi , including: Office; Legal - Bidding Department; Planning - Finance Department; Construction Management Department; Traffic Infrastructure Management, Exploitation and Maintenance Department; Technical, Technology and Investment Promotion Department; Northern Branch; Central Branch; Southern Branch.
It is known that the specificity of the transport sector is that the demand and potential for mobilizing non-budgetary resources to invest and develop 5 areas (roads, railways, inland waterways, maritime and aviation) is very large.
However, with the current organizational structure, functions and tasks of the agencies under the Ministry of Transport, it is very difficult to successfully carry out the task of mobilizing non-budgetary resources as planned.
In the context of limited state budget capital, it is necessary to invest in key sectors and fields of the country, while mobilizing non-state resources to invest in construction and exploitation of 5 fields of the transport sector is very necessary.
Therefore, it is necessary to have an agency under the Ministry at the department level to advise and assist the Minister of Transport in state management and law enforcement on investment, construction and exploitation of transport infrastructure systems under the PPP method and other forms of investment using non-state budget capital nationwide.
Currently, there is no focal unit under the Ministry advising the Minister to carry out these tasks.
Vietnam Expressway Administration was established in September 2022, reorganizing the Vietnam Road Administration into two departments (Vietnam Road Administration and Vietnam Expressway Administration). The current Director of Vietnam Expressway Administration is Mr. Lam Van Hoang.
