The investor is asking the contractor to "speed up" construction.
On March 10th, the Dak Lak Provincial Project Management Board for Investment in Construction of Transportation and Rural Development Projects (Project Management Board, representing the investor of component project 3) announced that this morning, during the March handover meeting on the construction status of the Khanh Hoa - Buon Ma Thuot expressway, the leaders of the contractor, Construction Corporation No. 1 (CC1), committed to overcoming difficulties and shortcomings on the construction site to accelerate the project's progress.

"The contractor is committed to increasing manpower, equipment, and construction materials, and working overtime to ensure the project is completed on schedule and to make up for any delays," said a representative of the investor.
At the meeting, the investor requested contractor CC1 to increase construction to "3 shifts, 4 teams," adding more construction teams to speed up progress and compensate for the delays to meet the overall schedule.
Simultaneously, focus on the K95 embankment construction at the CT02 intersection and the 10th pedestrian bridge, as the volume of embankment at these two locations remains very large (approximately 110,000 m3). Request contractor CC1 to urgently complete the mine procedures, build the transportation road for the Ea Kênh earth mine, and proceed with excavation to construct the K98 layer in the sections where K95 has been completed (4.2 km).

Increase manpower to focus on constructing the transverse beams, bridge deck, and railings of pedestrian bridges 10 and 11; expedite the casting of bridge beams for bridge CT02 and Chu Kap bridge; immediately begin construction of the transverse beam for span 01 of bridge CT02 to support the next span of bridge CT02.

According to Mr. Tran Van Pha, Director of Construction and Infrastructure Development (Construction Corporation No. 1), from the start of construction until December 9, 2024, the contractor faced difficulties regarding the waste disposal site. CC1 was not approved for the waste disposal site, leading to delays in excavation and transportation, thus preventing the acceleration of construction progress.
In addition, the contractor is facing difficulties in obtaining earth and stone materials, which is causing significant obstacles in construction and hindering the project's progress.
Currently, the project's output to date has reached 115.786 billion VND. The reason for the slow progress is that the construction of the K95 and K98 earth embankment works takes a long time but accounts for a small percentage of the total contract value.
In the coming period, the stone and asphalt concrete items have a short construction time but represent a very large value in the contract. Therefore, CC1 is determined to strive to complete the K98 land section before April 15, 2025, and finish the asphalt concrete paving before July 30, 2025. The project will be completed by August 30, 2025, on schedule as committed.
"In the near future, we will take measures to accelerate the construction progress as soon as the obstacles to the K98 embankment material source (Ea Kênh Special Mine) and other aggregate quarries are resolved," the CC1 leader emphasized.
CC1 is committed to accelerating construction progress to compensate for the delayed production output.

Speaking with reporters, the Chairman of the Board of Directors of Construction Corporation No. 1 acknowledged that CC1 had experienced delays and that project management had not been satisfactory. However, in addition to objective reasons, there were also subjective reasons.
"The construction process of CC1 is facing significant difficulties regarding material sources, embankment soil, and stone. I earnestly hope that the provincial leadership will provide support to resolve these issues completely so that we can secure the necessary construction materials. Once the contractor has secured the materials, we will mobilize all equipment, machinery, and personnel to work day and night, 'three shifts and four teams', to regain the project's progress," Mr. Quoc affirmed.

According to Mr. Quoc, in addition to mobilizing machinery and equipment for launching and installing the beams, the contractor will proactively ensure all necessary conditions are met to carry out construction at the highest possible speed in order to complete the project by the end of August 2025.
As previously reported, in package 3 of component 3 of the Khanh Hoa - Buon Ma Thuot expressway project, the section being constructed by Construction Corporation No. 1 (CC1) has been consistently behind schedule despite sunny and favorable weather conditions. The investor has requested that the work be cut and transferred to another contractor to ensure the overall progress of the project.
Phase 1 of the Khanh Hoa - Buon Ma Thuot expressway project has a total investment of 21,935 billion VND. The project has a total length of approximately 116.577 km.
The project is divided into three sub-projects: sub-project 1 is invested by the People's Committee of Khanh Hoa province, sub-project 2 is invested by the Ministry of Transport, and sub-project 3 is invested by the People's Committee of Dak Lak province.
Specifically, component project 3 has a total length of approximately 48.093km and a total investment of over 6.165 billion VND; component project 2 is approximately 37.5km long, passing through the two provinces of Khanh Hoa and Dak Lak, with a total investment of over 10.436 billion VND.
