Chairman of the Russian State Duma Vyacheslav Victorovich Volodin paid an official visit to Vietnam from October 15 to 16 at the invitation of National Assembly Chairman Vuong Dinh Hue.
Immediately after the welcoming ceremony on the afternoon of October 15, the two leaders held talks, with the participation of dozens of National Assembly and Government officials from both sides.
Russian political parties support relations with Vietnam
At the meeting, Chairman of the Russian State Duma Volodin said he was looking forward to this visit and hoped that high-level contacts between the two countries' parliaments would be maintained regularly.
According to Mr. Volodin, the Vietnam-Russia relationship is developing well, has established a comprehensive strategic partnership and can be said to be strategic friends. Therefore, the two parliaments need to contribute more, seek new forms of cooperation to further develop the bilateral relationship.
The State Duma leader also said that the body has representatives from five political parties, but all parliamentarians wish for and support developing cooperative relations with Vietnam.
This is reflected in the fact that the delegation visiting Vietnam this time includes many leaders and representatives of political parties and important committees of the State Duma, as well as ministries and branches of the Russian Government.
National Assembly Chairman Vuong Dinh Hue highly appreciated the composition of the Russian delegation visiting Vietnam this time, affirming that Russia is always a top priority in Vietnam's foreign policy.
Vietnam always attaches importance to and wishes to consolidate and strengthen the comprehensive strategic partnership with Russia through political channels of the Party, National Assembly, Government and people-to-people exchange.
National Assembly Chairman Vuong Dinh Hue affirmed that Vietnam supports Russia in promoting its active role in the Asia-Pacific region in regional processes and issues. Vietnam is ready to act as a bridge to promote cooperation between Russia and ASEAN countries.
The two sides agreed to coordinate at multilateral forums, ASEAN and the United Nations. In that spirit, the Vietnamese side asked Russia to support the stance of ASEAN and Vietnam in resolving disputes by peaceful means on the basis of international law and the 1982 United Nations Convention on the Law of the Sea.

Towards bilateral trade of 10 billion USD
Discussing economic, trade and investment cooperation between the two countries, National Assembly Chairman Vuong Dinh Hue suggested that Russia study and consider simplifying import procedures for agricultural and aquatic products from Vietnam.
He also suggested that Russia promote negotiations, upgrades, amendments and supplements to the free trade agreement between Vietnam and the Eurasian Economic Union, of which Russia is a member, aiming to increase bilateral trade turnover to 10 billion USD by 2030.
The two sides assessed that oil and gas and energy cooperation is an important pillar of the Vietnam-Russia Comprehensive Strategic Partnership. Vietnam hopes that Russia will continue to maintain and promote joint cooperation projects in the field of science and technology.
Vietnam also proposed promoting cooperation in vocational education, and promptly resuming and concluding negotiations on a government agreement on attracting and organizing the recruitment of Vietnamese citizens to work in Russia.
The two sides will strengthen tourism cooperation, jointly remove difficulties to reopen direct flights between the two capitals, promote people-to-people exchanges and cooperation between localities.
Regarding the conflict in Ukraine, National Assembly Chairman Vuong Dinh Hue expressed his hope that all parties would seek diplomatic and peaceful solutions on the basis of the United Nations Charter and international law. He affirmed that Vietnam is ready to play an active role in the reconciliation process.
Agreeing with the proposals of National Assembly Chairman Vuong Dinh Hue, Chairman of the Russian State Duma Volodin believes that the relationship between the two parliaments and the two countries will continue to develop to new heights.
He affirmed that he will do his best to research and put into the agenda proposals to make substantial contributions to promoting relations between the two sides.
