On World Population Day, July 11 this year, the United Nations Population Fund chose the theme: "Reproductive autonomy in a changing world". The purpose of the theme is to emphasize the importance of empowering each individual, especially women and young people, to make voluntary reproductive decisions in the context of increasing global challenges such as: Climate change, population shift, economic instability and social inequality. On this occasion, reporters from Quang Tri Newspaper, Radio and Television had an interview with the Head of the Quang Tri Provincial Population Department, Truong Huu Thien, about some related contents.

Hello! First of all, I would like to congratulate the achievements of the population sector of Quang Tri province in the past time. Regarding the theme of World Population Day on July 11 this year, can you analyze more clearly the current issues of "Reproductive autonomy in a changing world"?

- Today, every person has the right to freely and responsibly make decisions about their own reproductive life, including whether to have children, when to have children, and how many children to have, without coercion, discrimination, or violence. The world is changing rapidly, including climate change, migration, gender inequality, and global health crises, all of which have significant implications for reproductive autonomy.

Therefore, the theme of World Population Day 11/7 this year is to call on governments, international organizations, communities and individuals to protect and promote reproductive autonomy, while addressing gender, economic and social challenges. Our goal is not to regulate birth rates, but to provide individuals with the information and means to freely and responsibly decide on the number, spacing and timing of their children.

So what activities has the Provincial Population Office been implementing to celebrate World Population Day on July 11, 2025, sir?

- After receiving the guidance document from the Department of Population on the content of the activities, the Provincial Department of Population issued a plan and organized guidance for regional health centers and commune and ward health stations to develop detailed plans to respond to this event. At the same time, coordinate with local press agencies to develop and publish news, articles, reports, columns reflecting and propagating on population and development work; contents and themes of World Population Day 11/7 in the area.

Promote the theme on social networking sites, banners, slogans, instruct population teams at all levels to change their avatar frames (facebook/zalo) to celebrate World Population Day on July 11...

In particular, focus on propaganda in key areas, especially in communes and wards with high sex ratios at birth and areas with high rates of early marriage and consanguineous marriage in ethnic minority areas.

Integrate communication activities in response to the World Population Day event on July 11 through conferences, training sessions, summaries of activities, programs, and projects on population and development in the locality. Deploy various types of information provision, population services, and reproductive health/family planning care at health stations to facilitate access to services for subjects and people in the area.

Main communication contents include: Enhancing the role and position of women and girls in the family, community and society; Benefits and importance of pre-marital health consultation and examination for young men and women; Screening, diagnosing and treating some prenatal and neonatal diseases; Disseminating legal regulations on prohibiting early marriage and incestuous marriage; Creating consensus among all classes of people and the whole society in gradually bringing the sex ratio at birth back to a natural balance; The meaning and importance of caring for and improving the health of the elderly...

At the same time, coordinate in organizing propaganda and mobilization activities to effectively implement policies and guidelines on population and development work in the new situation, including the contents of Ordinance No. 07/2025/UBTVQH15 of the National Assembly Standing Committee on amending and supplementing Article 10 of the Population Ordinance 06/2003/UBTVQH11, effective from June 3, 2025.

Could you give us an overview of the outstanding results that have contributed to improving the local population quality in recent times? What message do you want to convey through the implementation of the theme of World Population Day on July 11 this year?

- In recent times, thanks to the synchronous implementation of many solutions, the population work of Quang Tri province has achieved many remarkable results. Models on scale, structure and solutions to improve population quality have been effectively implemented, contributing to creating positive changes in people's awareness and behavior on improving population quality.

In particular, in 2024, the birth rate will decrease by 0.69% compared to 2023 (calculated for the whole new Quang Tri province), the rate of pregnant mothers screened before birth will account for 59.4% of the total number of pregnant mothers; the number of elderly people receiving periodic health check-ups will account for 50.9%; the number of couples of childbearing age using contraceptive methods by the end of the year will be 186,756 couples...

Research by the Ministry of Health and relevant agencies has shown that Vietnam's current replacement fertility rate is at its lowest in the past 12 years and is forecast to continue to decline in the coming years. Therefore, increasing the fertility rate and maintaining the replacement fertility rate to combat population aging is a major issue that requires continued fundamental, long-term, and comprehensive solutions. And above all, it is necessary for the community to join hands to act together for the reproductive rights of each person, for the sustainable development of the homeland and the country.
