On January 10th, according to sources from Thanh Nien newspaper, the Ca Mau Provincial Inspectorate has concluded its inspection regarding the operation, management, and use of public assets and financial resources at the Provincial Historical Archives Center.
Accordingly, the Ca Mau Provincial Inspectorate has requested that the case file regarding the alleged criminal offenses at the Ca Mau Provincial Historical Archives Center be transferred to the investigative agency.
Inspectors believe that the establishment of a welfare fund at the Ca Mau Provincial Historical Archives Center shows signs of criminal activity.
Specifically, the case file was transferred to the competent investigative agency for handling regarding the establishment and use of a welfare fund totaling 4 billion VND, which shows signs of the crime of illegally establishing a fund, as stipulated in Article 205 of the 2015 Penal Code (amended and supplemented in 2017). This includes commission revenue of over 455 million VND used to establish the fund; and personal payments of 3.6 billion VND from document processing fees.
In the aforementioned fund, the Director of the Ca Mau Provincial Historical Archives Center reported that over 888 million VND had been disbursed to support organizations and individuals outside the center, but upon verification, most organizations and individuals did not acknowledge receiving the funds.
The Ca Mau Provincial Inspectorate concluded that this act shows signs of the crime of embezzlement of property, as stipulated in Article 353 of the 2015 Penal Code (amended and supplemented in 2017).
