The political report at the congress showed that, during the 2020-2025 term, the Dien Bien Provincial Public Security Party Committee advised the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee on many policies and solutions to lead and direct the work of ensuring security and order; building the People's Public Security force; raising awareness, responsibility, and promoting the proactive and positive role of all levels, sectors, and the people in ensuring security and order, contributing to creating a favorable environment for the socio-economic development of the province.

For the 2025-2030 term, the Dien Bien Provincial Police Party Committee has set out 3 groups of objectives, 11 tasks and solutions, and 3 key breakthrough tasks to organize implementation.

The Congress discussed the draft political report and the draft review report of the Executive Committee of the Dien Bien Provincial Public Security Party Committee, 17th term; elected the Executive Committee of the Dien Bien Provincial Public Security Party Committee, 18th term, with 23 members; and elected the delegation to attend the 15th Dien Bien Provincial Party Congress, term 2025-2030, with 11 official delegates and 2 alternate delegates.

Speaking at the congress, Lieutenant General Dang Hong Duc acknowledged and commended the achievements of the Dien Bien Provincial Police Party Committee during the 2020-2025 term and emphasized that the Dien Bien Provincial Police Party Committee needs to continue to build on these achievements, focusing on thoroughly and effectively implementing directives and resolutions from higher authorities; proactively carrying out professional work, maintaining a high level of vigilance, and thoroughly understanding the local situation.

Proactively advise local Party committees and authorities, promptly and effectively handle situations; maintain and effectively implement professional work in the sector, ensuring security and order in the area, border security, foreign relations, and crime prevention.

Continue to coordinate the implementation of policies, social welfare, and poverty alleviation; proactively invest in supplementing modern equipment, linking it with digital transformation and the application of science and technology in performing tasks; focus on building Party organizations and personnel work in conjunction with fulfilling duties and responsibilities in managing and educating cadres and Party members.

Voting to adopt the Congress Resolution.

On behalf of the Standing Committee of the Dien Bien Provincial Party Committee, Comrade Tran Quoc Cuong requested that in the coming period, the Dien Bien Provincial Public Security Party Committee should focus on leading and directing the comprehensive implementation of professional measures to effectively combat and prevent threats to security and order from early on and from afar; perform well in its advisory function in implementing professional measures to effectively combat, prevent, and suppress all types of crimes, especially drug crimes and illegal proselytization, avoiding passivity and surprise; focus on building a clean and strong Party Committee to meet the requirements and tasks in the new situation; strengthen political and ideological education for cadres and Party members, tighten discipline and order, and prevent and repel the risks of degradation.
