Former Lam Dong Chairman Tran Van Hiep received 4.2 billion thanks from tycoon Nguyen Cao Tri

The Ministry of Public Security's investigation agency has just concluded the case of Bribery, Receiving bribes, and Abusing position and power while performing official duties that occurred in Lam Dong province and some related localities.

In the case, 6 defendants were proposed to be prosecuted for the crime of Receiving bribes, including Tran Van Hiep (former Chairman of Lam Dong Provincial People's Committee)...

According to the investigation conclusion, in his role as Chairman and head of Lam Dong Provincial People's Committee, due to his relationship with Nguyen Cao Tri (General Director of Saigon Dai Ninh Company), Mr. Hiep received 4.2 billion VND from Nguyen Cao Tri to, at Tri's request, direct his subordinates to help Saigon Dai Ninh Company carry out steps to implement and extend the Dai Ninh project in violation of the law.

The actions of defendant Tran Van Hiep, along with the violations of other defendants, caused serious damage to State assets, the entire value of the Dai Ninh project, and constituted the crime of Receiving bribes, as prescribed in Clause 4, Article 354 of the Penal Code.

According to the testimony of defendant Tran Van Hiep, around September 2020, Nguyen Cao Tri went to Lam Dong Provincial People's Committee to meet Hiep (at that time Hiep was Vice Chairman of the province) to greet and get acquainted.

On November 23, 2020, Hiep was approved by the Prime Minister for the election results of the position of Chairman of Lam Dong Provincial People's Committee for the 2016-2021 term. One day later, after signing the Dai Ninh project transfer agreement with Ms. Phan Thi Hoa, Tri went to Lam Dong to visit the project and met Tran Van Hiep to report on the project transfer and proposed Hiep's interest and support.

On this occasion, Tri gave the new provincial chairman 200 million VND to ask for help.

In January 2021, following the direction of Tran Duc Quan (Secretary of Lam Dong Provincial Party Committee) to help Tri change his business registration, Tran Van Hiep directed Bui Son Dien, Director of the Department of Planning and Investment to carry out procedures to change the business registration and legal representative of Saigon Dai Ninh Company from Phan Thi Hoa to Nguyen Cao Tri. Although at this time the company had not fulfilled its financial obligations; had not completely resolved the violations in the project and was being proposed by the Government Inspectorate to be revoked, it was not allowed to change its business registration and legal representative.

On March 30, 2021, Tran Van Hiep and Mr. Tran Van Minh, Deputy Inspector General of the Government chaired a meeting at Lam Dong Provincial People's Committee and agreed to cancel the proposal to revoke the Dai Ninh project and extend the implementation progress.

However, the meeting minutes signed by Le Quoc Khanh, head of the working group and Mr. Ngo Van Ninh, Chief of Office of the People's Committee did not have the correct composition, so Mr. Minh called Tran Van Hiep to re-sign the meeting minutes on April 26, 2021 with Mr. Minh, agreeing to extend and delay the project implementation progress.

Hiep reported and was approved by Tran Duc Quan to sign a document to send to the Government Office to comment with the Government Inspectorate, with the content: "...comply with and have no different opinions from the content of Report No. 715/BC-TTCP dated May 10, 2021 of the Government Inspectorate...", without the opinion of the Standing Committee of the Provincial Party Committee.

During the process of meeting Hiep to request a change in business registration, agreeing with the Government Inspectorate to extend and delay the progress of the Dai Ninh project; directing the Departments and branches to implement Conclusion 1033 to extend the project, calculate land use fees for Saigon Dai Ninh Company to fulfill its financial obligations, Tri gave Hiep a total of 4.2 billion VND 7 times.

The first time on November 24, 2020, Tri met and gave Hiep 200 million VND at Hiep's office at the Provincial People's Committee to greet and ask Hiep to pay attention and create favorable conditions when Tri carried out procedures related to the Dai Ninh project.

On March 15, 2021, after finishing the meeting with the Government Inspectorate's working group, Tri went to Hiep's office at the Provincial People's Committee to meet and give Hiep 500 million VND to ask Hiep to pay attention and support so that the Dai Ninh Project can be extended and continue to be implemented;

Two weeks later, before the meeting between the Government Inspectorate and the Lam Dong Provincial People's Committee on the results of verifying the application of Saigon Dai Ninh Company, Tri went to Hiep's private house and gave Hiep 500 million VND to gain Hiep's support.

The fourth time, on October 19, 2021, after a meeting with the Departments and branches to calculate land use fees for Saigon Dai Ninh Company to fulfill its financial obligations, Tri went to Hiep's private house and gave Hiep 1 billion VND.

On January 11, 2022 (near Lunar New Year 2022), when attending a meeting with the Provincial People's Committee, Departments and branches on implementing procedures to extend and delay the project's progress, Tri went to Hiep's office at the Provincial People's Committee to meet and give Hiep 1 billion VND.

On May 27, 2022, after a meeting with the Department of Finance and the Department of Natural Resources and Environment to determine the financial obligations of Saigon Dai Ninh Company, Tri went to Hiep's office and gave Hiep 500 million VND.

Before Lunar New Year 2023, Tri went to Hiep's house and continued to give Hiep 500 million VND.

Former Chairman of Lam Dong Province Tran Van Hiep and his family have paid the entire amount of 4.2 billion VND into the temporary account of the Investigation Agency.
