Our impression upon visiting De Cho Gang village (Phu An commune) was that the village's internal roads were paved with smooth concrete, and on both sides were solidly built, spacious houses. In conversation with us, Mr. Dinh Truynh said: “Previously, our family's 4 sao (approximately 0.4 hectares) of rice only yielded about 1.2 tons. Now, thanks to reliable irrigation and proper cultivation techniques, the rice yields are much higher, reaching 1.6-1.8 tons per crop. Not only do we have enough rice for ourselves, but we also have surplus to sell.”

Speaking about the changes in the village, Mr. Dinh Cao, Party Secretary and Head of De Cho Gang village, shared: “The village has 137 households, of which 124 are ethnic minority households; the average income reaches 41 million VND/person/year. This improvement in the village is thanks to the Party and State investing funds in infrastructure construction and supporting production. In particular, since the To Do water reservoir was upgraded (in 2019), the villagers' production has become more efficient.”

According to Mr. Tran Vu Thanh, Vice Chairman of the Phu An Commune People's Committee, from 2016 to the present, the District People's Committee and various agencies, units, associations, and organizations of the district and commune have provided support to De Cho Gang village in repairing irrigation dams and water sources, and supporting rice seeds, fertilizers, and seedlings with a total budget of over 3.5 billion VND. In addition, the commune has also allocated budget to support the village in concreting and hardening some internal village roads; mobilized benefactors and affiliated units to support the construction of "Great Solidarity" houses and house repairs, resulting in a 73% rate of solid houses and a 70% rate of concrete roads. Compared to the past, the lives of the people have improved significantly.

In Jun village (Yang Bac commune), Mr. Dinh Oen, Party Secretary and Village Head, said: The village currently has 73 households (8 poor households), with Bahnar people accounting for 95%. To improve the lives of the people, the village has actively propagated and encouraged people to change their way of thinking and doing things. In addition, the district and commune have also supported the construction of many infrastructure projects and houses serving production and daily life; provided seedlings, livestock, and fertilizers to help people switch crops and apply new varieties and techniques to production effectively. Currently, the average per capita income reaches 41 million VND/year.

During our visit to the village, Mr. Vo Viet Nghia, Chairman of the People's Committee of Yang Bac commune, provided further information: From 2019 to the present, Jun village has received support from the district to implement 4 projects with a total value of nearly 1.7 billion VND; support for the construction of 2 houses worth 130 million VND; support for the implementation of 2 effective agricultural extension models for replication; and the organization of many training sessions on livestock farming and crop cultivation. At the end of 2019, the village achieved the new rural standard.

“The commune has 8 villages, and as many as 5 of them are particularly disadvantaged. Therefore, in the coming time, the commune will continue to support these villages in improving infrastructure and developing the economy , including helping Jun village maintain its achievements in building new rural areas and prioritizing assistance to Bung Bang Hven village to achieve the new rural village standard by the end of 2023,” Mr. Nghia said.

Dak Po District has 20 villages inhabited by ethnic minorities. Over the years, the district has leveraged all available resources from programs, projects, and local budgets to support these villages in building infrastructure and developing production. Notably, during the 2016-2022 period, from the New Rural Development program, the district implemented 156 projects with a total budget of over 100 billion VND, of which more than 55% focused on ethnic minority villages. In addition, the district has also provided financial support for building and repairing houses and toilets for the people; supported loans, seedlings, fertilizers, and technical assistance to help people improve production efficiency. Furthermore, the district has assigned agencies, units, and organizations to be responsible for each village to develop plans to assist them, especially helping poor households to improve their livelihoods.

Speaking with reporters, Mr. Bui Van Khanh, Chairman of the District People's Committee, said: Through investment in infrastructure improvement and production support, the lives of people in ethnic minority villages have improved significantly. The clearest evidence is the concrete paving of internal village roads, the basic construction of sturdy houses, the extension of electricity to every household, and the construction of cultural facilities.

“In the coming time, the district will continue to support localities with resources to build infrastructure, focusing on constructing irrigation works to ensure irrigation; assigning agencies and organizations to monitor and assist people with technical matters, support with seedlings and livestock, and promote propaganda to encourage people to change their mindset and methods, boldly switch crops, and apply advanced techniques to production to increase productivity,” Mr. Khanh informed.

According to the Chairman of the People's Committee of Dak Po district, the district is actively attracting businesses to operate in the Phu An Industrial Cluster to create jobs for the people, especially households without land for production. The district strives to have 1-2 villages meet the standards of the New Rural Development program each year.
