Continuing the agenda of the 8th Session of the 15th National Assembly, on the morning of November 13th, Group 18, comprising three delegations: the National Assembly Delegation of Thanh Hoa province, the National Assembly Delegation of Ha Nam province, and the National Assembly Delegation of Tra Vinh province, discussed in their group the investment policy for the high-speed railway project on the North-South axis; the adjustment of the investment policy for the Long Thanh International Airport Project as stipulated in Resolution No. 94/2015/QH13 of the National Assembly; and the draft Resolution on piloting the implementation of commercial housing projects through agreements on land use rights or existing land use rights.

Participating in discussions on the investment policy for the North-South high-speed railway project, National Assembly deputies generally agreed with the principle of investing in the North-South high-speed railway project to realize the Party's guidelines and directions, the Politburo 's resolutions and conclusions, and to implement the plans approved by competent authorities. This aims to create an important foundation for Vietnam to become a developed, high-income country, strengthen regional connectivity, create momentum for growth, open up new economic development spaces, ensure transportation needs on the North-South corridor, and meet socio-economic development requirements.

Contributing to the discussion, National Assembly Deputy Lai The Nguyen, Permanent Deputy Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, stated that local voters and people are very pleased and have high expectations for the country's development when investing in the high-speed railway project on the North-South axis; voters also highly agree with the State, Government, and National Assembly on the implementation of this project. Implementing the high-speed railway project on the North-South axis at this time is very appropriate, solving essential transportation infrastructure problems and opening up new development opportunities for the country. The implementation of this project will have a significant impact on socio -economic development, as well as facilitating convenient travel for the people.
National Assembly Deputy Lai The Nguyen agreed with the Government's report on the project's suitability to the strategy and socio-economic development plan; regarding its scope, scale, route, technology selection, and investment plan. He also affirmed that voters and the people are eagerly awaiting the early implementation of the high-speed railway project on the North-South axis, in order to meet the socio-economic development needs of the country and the expectations of the people nationwide.
National Assembly Deputy Cao Mạnh Linh participated in the discussion and gave his opinion.
National Assembly Deputy Cao Manh Linh (Thanh Hoa Delegation), Standing Member of the National Assembly's Judicial Committee, strongly supported the investment plan for the high-speed railway project on the North-South axis. He also stated that the project would bring significant benefits, meeting transportation needs and restructuring transportation to maximize the advantages of each mode; while also offering advantages in terms of time, cost, and procedures. The Deputy suggested that to ensure efficiency and consistency in the development of transportation infrastructure, the Government should provide more information, a roadmap, and projections for upgrading the current railway system and the high-speed railway. A plan for training human resources for the project is needed, along with a support structure to enable domestic enterprises to access technology and participate from the project implementation to operation stages.
During the project implementation, provinces need to have plans to ensure connectivity between train stations and urban centers to create convenient connections for people when traveling and to attract passengers to choose this route...
National Assembly Deputy Mai Văn Hải participated in the discussion and gave his opinion.
Participating in the discussion on adjusting the investment policy for the Long Thanh International Airport project in Resolution No. 94/2015/QH13 of the National Assembly, National Assembly Deputy Mai Van Hai, Provincial Party Committee member and Deputy Head of the Provincial National Assembly Delegation, expressed strong agreement on the necessity of adjusting the investment policy for the project. He also requested clarification regarding the capital saved through the bidding process, as well as the contingency fund for phase 1. Furthermore, he emphasized the need to clarify the feasibility and completion timeframe of the project in 2026. The Deputy also suggested that the National Assembly should pass a resolution waiving the requirement for the Government to submit pre-feasibility reports for phases 2 and 3 of the project implementation.
