Dong Nai establishes two task forces to resolve obstacles in land clearance for public investment projects.

(Dong Nai) - On August 10th, according to the Dong Nai Provincial People's Committee, Provincial Party Committee member and Vice Chairman of the Dong Nai Provincial People's Committee, Ho Van Ha, signed Decision No. 701/QD-UBND dated August 8th, 2025, of the Provincial People's Committee on the establishment of a working group to resolve difficulties and obstacles in compensation, support, and resettlement for projects under the 2025 public investment plan in the province (the working group).

According to this decision, the Provincial People's Committee decided to establish two working groups, No. 1 and No. 2. Mr. Diep Truong Vu, Deputy Director of the Department of Agriculture and Environment, was assigned the task of Head of Working Group No. 1; the Deputy Head of Working Group No. 1 is the Deputy Director of the Department of Construction.

Mr. Ngo Duc Thang, Deputy Director of the Department of Finance, was assigned the task of leading Task Force No. 2; the Deputy Head of Task Force No. 2 is Mr. Mai Phong Phu, Deputy Director in charge of the Provincial Land Fund Development Center.

The members of the two working groups include: representatives from provincial departments and agencies; regional project management boards; branches of the land fund development center; and the chairpersons of the People's Committees of wards and communes where land clearance projects are being implemented.

The Provincial People's Committee assigned Task Force No. 1 to resolve difficulties and obstacles in the process of compensation, support, and resettlement for projects in the former Binh Phuoc province; and Task Force No. 2 to resolve difficulties and obstacles in the process of compensation, support, and resettlement for projects in the former Dong Nai province.

The working groups are responsible for proposing and advising the Chairman of the People's Committee of Dong Nai province on solutions to promptly direct the resolution of tasks and duties in areas under state management regarding compensation, support, and resettlement for projects under the 2025 public investment plan in the province, in order to quickly hand over land to investors for project implementation. They are also tasked with proposing solutions to effectively direct and support relevant units in accelerating legal procedures, resolving difficulties, and addressing related issues to expedite compensation, support, and resettlement for the implementation of projects under the 2025 public investment plan.

In 2025, the total public investment capital in Dong Nai province will exceed 36 trillion VND. By the end of July 2025, the disbursed public investment capital in the province was over 8.5 trillion VND (including funds carried over to 2025), reaching over 23% of the plan. Excluding the capital allocated to the Gia Nghia - Chon Thanh section of the North-South Expressway (nearly 10.9 trillion VND), which is allowed to be disbursed until 2026, the disbursement rate of public investment capital in the province by the end of July 2025 reached nearly 34% of the plan.

According to assessments, the disbursement of public investment capital in the province during the first seven months of 2025 showed positive progress, with a higher disbursement rate compared to the same period in 2024; however, it still fell short of the province's expectations. One of the reasons for the low disbursement rate is the obstacles and difficulties in land clearance.
